Preflight COVID-19 testing is starting to become an option to avoid doing a 14-day quarantine when you get to your final destination.Starting November 1, you'll be allowed to travel to Costa Rica from the United States if you get a negative PCR test taken within 72 hours of leaving the U.S.The Bahamas is taking it a step further. Starting November 1, you can travel there if you get a negative PCR test 7 days before your trip. Then, you'll have to get a rapid antigen test when you get there and four-days later.Hawaii lifted its 14-day quarantine last week for people who have a negative PCR test within 72 hours of the flight.“Having these alternatives to quarantine related to travel creates some confusion about what a test really means in the context of quarantine, so I worry a little bit that we're losing that message that a test is only just a moment in time,” said Dr. Shira Doron, an infectious disease physician at Tufts Medical Center.Doron says because of the incubation period for COVID-19, you can have it any time between 2 and 14 days after you're exposed. A negative result is only at the time you took the test.Recent studies have shown your risk of contracting the coronavirus on your flight is very low if strict mask wearing is followed.“I think, you know, the bigger issue is an influx of people incubating COVID-19 into an island that may have done a really good job controlling the pandemic and on the flip side really needs that tourist revenue,” said Doron.She says places like the Bahamas that require multiple tests is more effective.It could be a challenge to get that test before you leave. Doron says many hospitals stopped doing pre-and-post travel testing because of a lack of supplies.The turnaround time on getting the test is also an issue. (KGTV) – A man died after saving his son when the boat they were on capsized, according to San Diego County sheriff’s officials.The incident happened at around 9:30 p.m. Wednesday off Saxon Road in Potrero, officials said.10News learned a man and his 11-year-old son were on a boat looking for frogs when the vessel capsized, sending them into the water.The man was able to save his son by putting him back into the boat, but officials said the man drowned.Officials said the man was pronounced dead at the scene. 537

President Donald Trump indicated this weekend to associates he is preparing to oust Veterans Affairs Secretary David Shulkin, a source familiar with the conversations confirmed to CNN.CNN's Jeff Zeleny has reported two officials said Shulkin remains the most vulnerable cabinet member.The announcement could happen as early as this week, the source said. POWAY, Calif. (KGTV) Poway's mayor is responding to critics who are slamming him for how he handled the recent boil water advisory. Nearly 200 businesses were forced to close for six days over fears that the water might have been contaminated during recent storms. Tuesday morning, a group calling itself "The East County Coalition for Clean Water" held a news conference at Lake Poway.The members are from the Helix and Lakeside Water Districts, and one is from the San Diego County Water Authority. The regional water officials said they'd been getting calls from constituents worried about their water supply, which was not affected by the boil water advisory. "The mishandling of the Poway contamination incident erodes the confidence of the public of all the water boards," said Lakeside Water District Member Frank Hilliker, who said he was speaking as a private citizen and not in an official capacity.Hilliker said Poway Mayor Steve Vaus was "asleep at the wheel." "The buck stops with the mayor of Poway, and he was slow to react," said Hilliker. Hilliker also said it was irresponsible for the mayor to say he was continuing to drink the water before testing was complete.Mayor Vaus said he wouldn't do anything differently. "I told people I was drinking water. I did drink the water. I gave it to my pets, cause I knew and I repeatedly said, all of our tests were fine. (KGTV) — Suspected Poway Synagogue shooter John Earnest did not have a valid hunting license when he purchased his gun at a San Diego dealer, meaning he was too young to buy the firearm used in the attack, a state senator said Monday. State Sen. Anthony Portantino told 10News that the Department of Justice and Fish and Wildlife confirmed to him that Earnest did not have a valid hunting license when he bought the gun from San Diego Guns on Mission Gorge Rd.On Tuesday, Fish and Wildlife confirmed Earnest's hunting license was not going to become valid until July 1, 2019 — more than two months after the attack. A valid hunting license was one exception to a law Portantino authored that set the age limit to 21 to buy a firearm. The exceptions were for military, law enforcement, and those with a state-issued valid hunting license. The bill's proponents said people under 21 are disproportionately linked to crime. Asked how Earnest did buy the gun, Portantino said it was the big question."He did not have a valid hunting license," Portantino said. "I don't think it was a fault of the law ... I don't know where the mistake was made."Former Gov. Jerry Brown signed the legislation in response to the 2018 mass shooting at Stoneman Douglass High School in Parkland, Fla.
