ATLANTA (AP) — Georgia’s governor, who has opposed local mask mandates and even sued over one in Atlanta, has signed a new executive order that allows local governments to enact mask requirements to help fight the coronavirus pandemic.As with previous orders, the one issued by Gov. Brian Kemp on Saturday says residents and visitors of the state are “strongly encouraged” to wear face coverings when they are outside of their homes, except when eating, drinking or exercising outside.But unlike previous orders, this one allows local governments in counties that have reached a “threshold requirement” to require the wearing of masks on government-owned property.A county meets that threshold if it has had 100 or more confirmed cases of COVID-19 per 100,000 people over the past two weeks. Very few of the state’s counties are below that threshold.The order says mask mandates can’t lead to fines, fees or penalties against private businesses or organizations. For individuals, the order says penalties cannot include a fine more than or prison time.The order also extends shelter-in-place requirements for people who are considered to be at a higher risk of severe illness from the coronavirus.It also bans gatherings larger than 50 people if individuals are closer than 6 feet apart. 1299

Authorities will begin distributing an experimental Ebola vaccine in Mbandaka, a major city in the Democratic Republic of Congo, on Monday to try to stop the spread of the deadly virus.Healthcare workers in Mbandaka, the capital of Equateur Province and home to 1.2 million people, will be the first to receive the vaccine, World Health Organization spokesman Tarik Ja?arevi? said.The confirmation of the first case in Mbandaka last week has raised concerns that the virus could spread faster than expected. So far, 26 people have died in the outbreak, according to the WHO.The vaccine, called rVSV-ZEBOV, will likely be distributed to some 8,000 to 10,000 people in its first phase, Peter Salama, deputy director-general of emergency preparedness and response at the WHO, said Friday.It will be given to people who have had contact with people infected with Ebola and contacts of those contacts, Salama said.Ebola is an incredibly contagious virus which causes the sudden onset of symptoms including fever, fatigue and muscle pain within two to 21 days after infection. Patients suffer vomiting, rash and diarrhea, impaired kidney and liver function -- and in some cases internal and external bleeding.An outbreak in 2014 in West Africa killed more than 11,000 people in months. 1287

As many restaurants navigate reopening during the COVID-19 pandemic, some have had to close their doors for good. Many of the hardest hit are buffet-style restaurants as national and state agencies are trying their best to safely keep buffets operating."The toughest part of restaurants right now is if you’ve got a buffet, how do you provide that safely? And so what we’ve guided folks currently is that you can have a buffet but you have to have somebody serve you," says Rob Mortensen, President and CEO of Hospitality Tennessee. The group is working closely with the National Restaurant Association and government officials to provide guidelines for restaurants and hotels during the coronavirus pandemic."As I worked with [Tenn. Bill Lee] on guidance for restaurants and attractions, our biggest issues are around buffets and big sporting events where you have tens of thousands of people together, because it’s hard to reduce that contact," says Mortensen.Many people are used to being able to serve yourself at a buffet but experts are now advising buffet-style restaurants to instead have restaurant employees serve customers. Even hotels that normally offer a morning buffet are instead offering their guests breakfast to-go."I would say look at how you’re doing things. If it makes sense to serve people from the buffet I think for the next short bit that’s going to be the most challenging thing we’re going to address," says Mortensen.Recently, national chain Sweet Tomatoes, also known as Souplantation in Southern California, announced it's closing all 97 of its locations permanently due to COVID-19. In a statement on their website, Sweet Tomatoes thanked their 4,400 employees and their customers who have shown an outpouring of support for the salad bar and buffet since it first opened more than 40 years ago."That’s extremely sad and I would say, you know one of the things in my role watching this over the last four months as my wife has said I’ve probably aged 20 years, because it’s hard and you know the difference between keeping somebody safe and a business going under I mean the hardships there are on both sides," says Mortensen.Mortensen expects a real fundamental change in how buffets will operate for the foreseeable future, with many looking to reinvent themselves in order to stay open. 2335

BALTIMORE — A doctor described as providing care to the "sickest patients" in Baltimore died of COVID-19, Mercy Medical Center said in a Facebook post.Dr. Joseph J. Costa, the chief of critical care at the hospital, was 56 years old."Joe was more than a trusted colleague; he was also a true friend to many. He dedicated his life and career to caring for the sickest patients. And when the global pandemic came down upon us, Joe selflessly continued his work on the front lines—deeply committed to serving our patients and our City during this time of great need. His memory will live on as an example to us all," the hospital said in a Facebook post.Costa joined Mercy in 1997 and became Chief of Critical Care in 2005.
