(KGTV) - Lifeguards saw a lot more people up and down San Diego's beaches, and with that, a lot more rule breakers."It’s definitely the start of summer, we’ve been pretty busy this weekend," Del Mar Lifeguard Chief Jon Edelbrock said.In Oceanside 10News saw a couple families staked out under umbrellas brought from home, just feet away a man was buried in the sand. All of which is not yet allowed under county orders.Right now you are allowed to exercise on the beach, walk or jog. In the water people can swim, surf, boat and fish. You cannot have gatherings, play sports or sit on the beach.Edelbrock said most of the crowd is following the rules, "probably 80% are coming down with good intentions."That other 20% then has to be contacted by police or lifeguards trying to enforce orders to stop the spread of the coronavirus."Their [lifeguards'] primary function is to facilitate safety out in the ocean to watch the water, watch over our kids and make rescues and do first aide and that kind of thing. Daily we’re making 1,000 extra contacts for people not considering the current rule set," Edelbrock said today's water conditions weren't great, making it more important to keep an eye seaward.In Pacific Beach a neighbor snapped a photo of a woman holding her dog, standing on the closed boardwalk while an officer was writing something. The neighbor said it was a ticket.Friday law enforcement said they would be out Memorial Day weekned enforcing the eased restrictions."It’s doing a disservice for those trying to do the right thing," Edelbrock said it also negatively affects those working to enforce the rules and puts them at risk.Chris Vanos, chief steward of Teamsters 911, said he's seen fights break out when lifeguards encourage people to follow the rules. OCEANSIDE, Calif. (KGTV) - A sales tax increase approved by voters in November took effect Monday in the City of Oceanside. The city put Measure X on the ballot last fall to raise the tax rate from 7.75 to 8.25 percent. Voters passed the measure, 55 percent to 44 percent. The estimated revenues are expected to bring in million annually, according to city officials.New tax revenues, minus a state administrative fee, will go to the city. The half-cent sales tax was designed to provide money for first responders, pothole maintenance, graffiti clean-up, and public infrastructure projects. The tentative spending plan for the revenues includes an additional Homeless Outreach team, Crime Suppression team, road repairs, and a new police station at the beach."We are grateful to the Citizens of Oceanside for approving Measure X and are working to ensure that they receive tangible enhanced public safety services and infrastructure improvements," said Assistant City Manager Deanna Lorson in a statement to 10News.Measure X is set to expire in seven years. OLYMPIA, Wash. — When Dana English went home during her lunch break on August 22 she didn't expect to see her 6-year-old son, Carter, covered in blood.The mother was aghast to see her son sitting on the front steps of their home in Olympia, Washington, bleeding and injured."I just instantly flipped out," English said in an interview with KOMO. Carter saw a child being bullied outside the family's home and told the group of kids to stop, English said. OCEANSIDE (CNS) - Two vehicles crashed Saturday on College Boulevard underneath state Route 78 in Oceanside, killing at least one person.The California Highway Patrol reported a blue Tesla and red sedan collided at 3:04 p.m., causing one of them to overturn and land on its roof on College.Medics and officers from the Oceanside Police Department were on scene trying to extract the two occupants of the overturned vehicle, the CHP said. Officers were shutting down traffic in the area.A San Diego County coroner was at the scene of the crash to investigate, the CHP said.No further information was immediately available. 629
