SAN DIEGO (KGTV) -- Accusations of altering documents to receive federal money. That’s the claim in court records against Argosy University, which operates The Art Institute of California in San Diego. Court documents accuse the university of charges including changing submissions to the Department of Education to get student financial funds. Argosy University operates more than a dozen locations across the country, including the Art Institute of California in Mission Valley. The Department of Education sent millions of dollars to Argosy. RELATED: Students concerned for future of Art Institute of California - San DiegoWhat it didn’t know and what’s alleged in court documents is the university was using the money that was supposed to go to students to pay for things like operating expenses. The filing was made on behalf of a court-appointed receiver, the independent outside party to handle the university’s finances. 10News reported earlier that the Education Department stopped all financial aid to Argosy. In July of 2018, the Art Institute in Mission Valley stopped enrolling new students. Current students say they’re frustrated and nervous. 10News reached out to Argosy’s parent company for a response but hasn’t heard back. 1250

SAN DIEGO (KGTV) - After serving in the Korean War 67 Years ago, a San Diego veteran is preparing for the trip of a lifetime with Honor Flight San Diego. Chuck Willey says he's looking forward to experiencing the Washington, D.C. memorials with other veterans. "He mentioned about being accepted to the Honor Flight. But said the only problem is I don't have a uniform, and I said oh Chuck, I can help you with that!" said Patricia McKeon Suter, a relative of Willey. She put a call out for help on one of her Facebook groups - Buy Nothing Navajo, San Diego, CA - asking if anyone had a Korean War-era dress. Three days later, a neighbor answered her call."The reason why she really wanted to do it is her grandfather served in the Korean War in the Marines, and she didn't get to honor him, he passed away a while ago, and this was her way of honoring him. It brought tears to my eyes, which it's doing right now," said McKeon Suter.The neighbor found a uniform in Willey's size, pants, and a jacket.Willey's daughter continued the quest on eBay, where someone ultimately donated a hat and tie after learning Willey's story."Overwhelmed, just very, very thankful for all the help," said Mckeon Suter.Willey was also overwhelmed by the generosity of strangers. "I can't believe that people would do that," said Willey.Willey says he is proud of his service and grateful he'll once again be able to wear a uniform for this special occasion. SAN DIEGO (KGTV) — A sea lion pup in Encinitas was saved Tuesday from a diver's mask that was tightly wrapped around its neck.The year-old sea lion pup was found at Swami's Beach with a diver's mask wrapped around its neck. The sea lion, which only weighed about 32 pounds, appeared malnourished and dehydrated, according to SeaWorld rescue team members.The mask had been wrapped around the sea lion's neck for weeks, preventing the pup from foraging and eating.RELATED: Sea lion lies down in front of San Diego hotel's sign, refuses to budgeHad the mask remained on the pup, the animal would likely have eventually starved to death or been strangled by the mask, crews said.Rescue team members cut the mask off the sea lion, but found that a wound caused by the mask had become infected. Crews took the pup to SeaWorld’s Animal Health and Rescue Center, where officials treated the sea lion's wound.Officials say other than the wound and undernourishment, the sea lion was in good health. They hope to release the pup back into the wild in the next few months after rehabilitation. 1090

SAN DIEGO (KGTV) - A similar Observation Wheel to those in England and Paris could come to Balboa Park for a short term stay.The Cohn Restaurant Group and Sky Views of America presented the idea of the Balboa Park Star to the Balboa Park Committee Meeting on October 1.They hope the wheel would attract more visitors and re-energize the park."We have operated these observation wheels during the pandemic," Vice President of Sky Views of America Ben Pickett said.The gondolas are enclosed and climate controlled. According to the presentation, they are sanitized after each ride and safety protocols comply with state, local and CDC guidelines. Masks would be required for passengers and staff. The presentation was met with excitement by the committee."I love the fact it is innovative and outside the box," Committee Member Victoria Curran said. "This is a terrific idea, I love it!" Committee Member Johanna Schiavoni added."Sometimes it's the craziest ideas that are the best ones," Committee Member Micah Parzen said. He cautioned there were concerns that needed to be worked out, like where and how much room the wheel would take up, if the wheel would take income away from competing museums and the juxtaposition of historic versus modern aesthetics.Pickett said they are working on promotions with the museums as well as discounts for families and military members.David Cohn compared the Balboa Park Star to the London Eye, La Grande Roue in Paris, or the Belfast Eye in Ireland.Most visitors at Balboa Park who spoke with ABC 10News like the idea."I think it would be super super cool, I would totally ride it," Visitor Erin Medina from Reno said excitedly."At first I thought, huh, seems more like a carnival than beautiful historic Balboa Park, but as you mentioned the Ferris wheel came here in 1915, so it might be kind of cool to bring it back, especially during the pandemic," San Diegan Clare Siragusa said.The R-50 is a modern wheel with gondolas that can seat eight people. The cost is estimated - per rider and tickets would be sold online and at the attraction.The proposed location is in the Plaza de Panama, near the Museum of Art."Anything that's for the kids, anything that's kind of easy, accessible entertainment, I support," San Diegan Samantha Pearson said.Entertainment at 148 feet in the air, just 52 feet short of the California Tower.The next presentation will be for the Balboa Park Cultural Partnership Board October 28. SAN DIEGO (KGTV) - After 20 months of Immigration and Customs Enforcement (ICE) detainment, a Congolese father fighting for political asylum has reunited with his family. The newly paroled father went to a church service in San Diego with his family for the first time since 2017."Constantin has been reunited with his family," Pastor Colin Mathewson of St. Luke's Episcopal Church said. Sunday was Constantin Bakala's first time at church with his family since his parole. In 2017, the former computer engineer took his family and escaped from the Republic of Congo after he said they received multiple death threats by the new government. They somehow made it to San Ysidro to seek political asylum. But there, the family was separated and Bakala was held alone at four different ICE detention facilities on the East Coast. Meanwhile, while his wife Annie and seven children were released in San Diego. Through a French translator, Bakala spoke to 10News."Because of the distance between my detention and family, communication was very difficult," Bakala said. The family's only form of communication was the phone. For months, the Bakalas and their friends fought for reunification. 10News was there as they rallied at an ICE office in downtown San Diego and at church events. Earlier this year, Bakala's first parole request was denied. Five lawyers, 30 volunteers, and 20 months later, Bakala was granted parole. On Aug. 19, 2019, Bakala arrived at San Diego International Airport with a single duffel bag."[It was] pure joy when I hugged and kissed them," Bakala said. His eldest daughter, Marie Louise, could not contain her joy."I am really grateful to God and to all those people who are helping me and my family to be together," Marie Louise Bakala said. She previously told 10News that all she wanted was for her father to be there when she celebrated her 18th birthday. Her wish came true."I'm just really happy because my birthday will be next month, and my dad is here!"The Bakalas' journey, however, is not over. As Bakala adjusts to his new life as a parolee, the family awaits their trial. But now, they have each other.Constantin, Annie, Marie Louise, Emmanuel, Daniel, David, Augustine, Moises, and Joseph are together at last.In his broken English, Bakala told 10News: "I thank everybody who are before me to understand the condition from where I am coming."Constantin Bakala's case has been moved to California.
