A vehicle was intentionally driven Friday into three students outside a high school near the southern French city of Toulouse, injuring them, the country's interior ministry said.A driver was arrested after the collision, and the Toulouse prosecutor has been called to investigate, the ministry said.The collision happened outside Saint Exupéry high school, according to CNN affiliate BFM TV.Initial information about the conditions of the injured -- identified by authorities only as Chinese students -- conflicted. A panel of three federal judges in North Carolina ruled Monday the state's congressional map is an unconstitutional partisan gerrymander that favors Republicans, and said it may require districts to be redrawn before the November elections.Republicans hold 10 of the state's 13 seats in the House of Representatives, and a redrawn map could put more seats in play for Democrats -- potentially affecting control of the House.The judges acknowledged primary elections have already occurred, but said they were reluctant to let voting take place in districts that courts twice found had been unconstitutionally drawn.The same decision was reached by the court in January, but the Supreme Court declined in June to hear the case and it was sent back for reconsideration. The Supreme Court has never ruled a partisan gerrymander to be unconstitutional, and it passed up three separate opportunities to do so in the last term.The decision Monday could result in an election-year appeal to the Supreme Court. The court is currently evenly split on ideological lines and lacks a ninth justice to tip the scale. A military helicopter carrying officials surveying earthquake damage crashed Friday night in the southeastern Mexican state of Oaxaca, killing at least 13 people, Mexican officials said.Twelve people died at the site of the crash in Santiago Jamiltepec, while another person died in the hospital, the state attorney general's office said. Three of the dead were children, the office said. Fifteen others were injured.It is unclear how many of the victims were on the helicopter and how many were on the ground.Mexican Interior Minister Alfonso Navarrete Prida and Oaxaca's governor, Alejandro Murat, were flying near the quake's epicenter to evaluate damage when the helicopter crashed. A package resembling those allegedly sent by Cesar Sayoc was recovered Thursday and was addressed to Democratic billionaire Tom Steyer, the FBI tweeted Friday. "The FBI has confirmed a package was recovered last night in California, similar in appearance to the others, addressed to Tom Steyer," the FBI said in its tweet.Steyer's organization, The Next Generation, was "notified late last night" by USPS security, who said they had called the FBI and confirmed it was a suspicious package, according to Aleigha Cavalaier, NextGen's communications director."They also told us that they suspected (it) was from the same guy, but it was mailed to a different address," Cavalaier said.CNN previously reported on a mail bomb allegedly sent by Sayoc to Steyer last week.Steyer thanked law enforcement and the U.S. Postal Service for their support in a statement Friday, stressing that his organization would not be intimidated by the packages. 946
