SAN FRANCISCO (AP) — California fire authorities say Pacific Gas & Electric Co. power lines sparked the deadliest and most destructive wildfire in state history.Cal Fire said Wednesday the lines in the Pulga area ignited the Nov. 8 fire that killed 85 people in Paradise.The investigation also identified a second nearby ignition site involving vegetation and electrical distribution lines, also owned and operated by the San Francisco-based utility.The second fire was quickly consumed by the initial fire.Lynsey Paulo, a spokeswoman for PG&E, did not immediately comment.The fire in Butte County destroyed nearly 15,000 homes.The nation's largest utility filed for Chapter 11 bankruptcy in January as it faced tens of billions of dollars in potential liability costs related to wildfires in 2017 and 2018. 823
SAN DIEGO, Calif. (KGTV) -- A lot of people will do just about anything to avoid the dentist.Needles, drilling, and pain can cause all kinds of anxiety, but a local dentist is using a new laser that he says could transform dentistry.Sara Scarafone 15, is a patient at Dr. Alex Corondoni’s office in San Carlos. “Put the sunglasses on you, and we'll get started,” Corondoni said.But instead of a drill, Corondoni is using a laser. “It's hitting that tooth at 1800 pulses a second. It's almost like if you were jack hammering something,” he said.It's called Solea. The laser vaporizes the enamel, allowing dentists to fill cavities painlessly. Corondoni has been practicing for 28 years and says it's unlike anything he's ever seen.“I've done some big, big, big fillings, that I was like, ‘You're not feeling this?!’” And no drilling means no Novocain. “I was excited to hear that there wasn't any needles involved,” Scarafone said.“My average patients are in their 60s and 70s, so I have a lot of medications, so if they have arrhythmias or heart problems, I'm not having to give them any anesthetic.It's huge,” Corondoni said. He says this new procedure turns what normally takes an hour into less than 10 minutes. “It just felt like a lot of air, and a little bit of water,” Scarafone said.The device is made by Boston-based Convergent Delta and claims to be revolutionary-- reducing recovery time.“You're not numb. You can go to work. There's no excuses,” Corondoni said. “I can do all the different parts of the mouth at one time.”Even normally complex procedures on soft tissue like gums become more routine. “I would have had to cut it, suture it, wait a couple weeks, and now it's just done and they come back in 4 or 5 days and it's healed. It's amazing!”A nearby touch screen lets dentists adjust the speed and precision of the laser. Ultimately, Corondoni says it's not just improving his patient's experiences, but his practice and reputation.“Sometimes, I'd have to sedate patients to have them come in here, just to get a needle.” Now, he no longer feels like the enemy. “I'm a good guy now. SAN DIEGO, Calif. (KGTV) - Street racing could return to SDCCU Stadium, after just a couple month's hiatus.RaceLegal, a non-profit that has run drag races in the stadium parking lot for 21 years, says they have new leadership and new funding. They hope to resume racing soon.But, organizers say they're having trouble getting permission from the City of San Diego to use the venue."This is really important for the community," says Lydia Denecochea, RaceLegal's Executive Director. "It saves lives."RaceLegal started in the late 1990s as a response to a rash of street racing crashes and deaths. Denecochea says giving people a safe, controlled environment to race has made the roads safer across the city."It's a human characteristic that we are competitive, and many of us love speed. It'll never go away," she says.The non-profit group joined forces with city leaders, the San Diego Police Department and the San Diego Sheriff to give drivers an alternative. People could even volunteer at events to satisfy community service requirements from traffic tickets.The number of deaths from street racing fell from 16 in 2000 to just two in 2018. Injuries also saw a drastic drop-off in the same time frame, from 39 to only one."It works," says Denecochea. "In 2000, we had carnage on our roads."But a lack of funding led the non-profit to close in early 2019. A message on their website told supporters that the budget deficit, "renders the program not viable to continue service to our community."RELATED: RaceLegal stops drag races after more than two decades in Mission ValleyThey held what many thought would be their final race on March 1.Since then, interest from a private investor has Denecochea looking into holding more races. She's now asking supporters to send a letter to the Mayor's office and to other city leaders urging them to let RaceLegal use SDCCU Stadium again.A spokesperson from the city told 10News they're looking into the issue. In a statement, they said, "The City is in communication with RaceLegal on the potential resumption of legal racing at the stadium. However, concurrently the City is in discussions with other race producers to ensure that legal racing at the stadium continues to provide a safe option for the San Diego community."Councilmember Scott Sherman's office says they've also been in touch with RaceLegal and with the stadium to resolve the issue.One potential roadblock is the pending sale of SDCCU Stadium and the land around it to San Diego State University. In November, voters passed Measure G, which authorized the deal to create an SDSU West campus and build a new stadium for the Aztec football program.Denecochea says she wants the city to let RaceLegal keep racing until construction starts. She thinks they can use that time to find a new venue."It's worth it to save 16 lives a year," she says. 2862

For the first time since the COVID-19 pandemic forced a shutdown in mid-March, the zoo is back open. Visitors were happy to return to one of our city's jewels, even with some changes.For the last three months, visitors have been anxious to come to the grand reopening on Saturday."The turtles are kind of big and funny," laughed little Kitara. Their immunity to COVID-19 is not certain. But the zoo isn't taking any chances."We've provided barriers and one-way pathways to keep the guests from getting too close to those areas."But there are many other exhibits where you can get up close to the animals. SAN DIEGO (KGTV): In the wake of Starbucks and Disney doing away with plastic straws, environmental groups in San Diego want the city to do the same.The Surfrider Foundation is sponsoring a proposal that the San Diego City Council will vote on in September to require restaurants to only offer straws to customers who request them, instead of giving them out with every drink.They're also pushing for a ban on Styrofoam take-out containers.Natalie Roberts-Decarli, the Interim Executive Director of I Love a Clean San Diego, says her group wants people to be more conscious of the waste they create in their daily lives."Straws kind of fly around easily, they blow away easily, and they're not able to be recycled," she says. "So they end up in our landfills or just litter."At one ocean clean up event last year, I Love a Clean San Diego found 6,000 straws on the coast in just a few hours. Roberts-Decarli says plastic straws are always in the top ten items of trash they find."There's no perfect answer right now. Everyone is still trying to work together to come up with the best solution," she says.Many local restaurants have already taken that step. According to Surfrider, more than 100 restaurants in San Diego County are certified as "Ocean Friendly," meaning they follow a list of criteria for recycling and avoiding plastic. The full list is on their website.Marketing analysts say changes from big companies like Starbucks and Disney mean this will likely spread and expand."It raises the consciousness of consumers and it sets rising expectations in consumers," says Heather Honea, the Chair of San Diego State University's Marketing Department in the Fowler School of Business."By people banning it and having discussions about whether it's bad or good or what does it mean, how does it affect them, it creates top of mind salience that changes people's perspectives on things because they become aware of the topic. And for a moment, they think about it, ponder it and reconcile how they think about it," she says.Environmental groups say making the change would be easy for consumers, who could carry reusable straws in their purses or car glove compartments. They compare it to the reusable grocery bag change that happened in San Diego over the last few years.However, not everyone supports the idea. Some warn that the ban could be discriminatory against people with disabilities, many of whom require straws. Others say it would make it harder for senior citizens or parents of young children. 2537
