SAN DIEGO (KGTV) -- The mayor of Temecula has announced his resignation after facing raging criticism over an email stating he didn't “believe there’s ever been a good person of color killed by a police officer." James "Stew" Stewart's comments went viral June 2 and drew a firestorm of calls for his resignation and threats of protests. Stewart made the racist remark in a reply to a constituent "concerned about our police officers and their sensitivity training.""As you know the City of Temecula does not have its own Police Department," Stewart said in his email. A Change.Org petition has started circulating demanding that city officials acknowledge that "systemic racism and police brutality exist in Temecula and the need for reform and consequence."Temecula, a city of about 115,000 residents in Riverside County, is located about 85 miles north of San Diego. The area is a popular Southern California destination known for its dozens of wineries, hot air balloon rides, and festivals similar to Northern California's wine country.Stewart's biography remains published on the city's website. It says that Stewart moved to Temecula in 1991 with his wife and three children from Oswego, Illinois. With health conditions changing daily, so does the look of your child's education in the fall.This week an announcement of 100% distance learning from the state's two largest school districts sent some parents into an immediate panic."I was very taken aback," said San Diego mom Leona Smith.How long will classes be virtual? At this point, there's not a clear-cut answer. Parents are left with a lot of questions about how virtual and hybrid programs will impact their kids' education and their family."What are the resources going to be? How is it going to be laid out? What is the time spent? Is it going to be more structured through the distance learning than I felt it had been?" Smith said.Los Angeles Unified and San Diego Unified school districts made their course public, while other districts are still determining what the first day of school will look like, and some already have students back on campus.Statewide, there is no one-size-fits-all answer, but there are requirements districts need to follow."Most parents don't know there is a minutes requirement for each day," said Kevin Gordon with Capitol Advisors Group. "There's actually an annual minutes requirement that we have to hit for kids, and then there's actually a minimum number of days per year that we have to hit – 180 days, generally, and 180 minutes, generally."Gordon said a school day requires a minimum of 180 minutes or three hours of education at lower grade levels and 240 minutes or four hours for high school students.Gordon said those are minimum time standards and most districts exceed that.Reporter Adam Racusin asked him about class sizes."While they are lower than they used to be, they aren't the 20 to 1 that we would like them to be. And in all the upper grades they are absolutely exceeding 30 to 1 in most California classrooms," Gordon said.Imagine the challenge for districts that are bringing students back onto campus while following social distancing guidelines."It's not about cutting class sizes in half, it's like cutting class sizes into thirds," Gordon said.Another area of concern surrounds students who may need more support and instruction than they can get through typical distance learning.In California, once a child is found eligible for special education, the family will participate in the process by attending an individualized education program or IEP. It's both a process and a written document."It becomes almost like a contract and it says here's what the school district is going to do for the student" said special education attorney Timothy Adams."Parents really need the school district to help them, especially in circumstances where the student has really complex needs and requires a variety of in-person, therapeutic services that are delivered usually through their IEP. SAN DIEGO (KGTV) - The bomb squad was called to the 2300 block of Meadow Lark Drive around 6:20 p.m. after a man reported he found WWII-era Japanese grenades.The man, Mike Carter, is a former Marine and said his training kicked in when he found the three gnarled pieces of metal."I just figured it would be the right thing to do to dispose of them properly and not throw them in the trash," Carter said.He is a hobbyist, buying items like radio-controlled cars, helicopters and other toys, and then he sells them online. One remote control helicopter that he said he paid for is actually valued closer to ,500.This was his second time buying a storage locker and his interest was piqued by a Saturn IV Rocket. With it came a wooden box he put in the bed of his truck.As he worked his way through the items inside, he came across the bombs.Carter said he took a picture of them, then put them back where he found them and called the bomb squad.He said he was never nervous about them exploding, saying they've been around at least 75 years.His street was shut down for about an hour. He apologized for the trouble to his neighbors.When it comes to whether he'll ever buy a storage locker again, he said maybe. SAN DIEGO (KGTV) -- The cost of living in San Diego has become more burdensome over the last year, according to a new report from the Bureau of Labor Statistics. The bureau says that while prices fell 0.3 percent between May and July of this year, prices for consumer goods have risen 1.4 percent over the last 12 months. The cost of housing is up more than three percent since this time last year while food prices rose by a little more than one percent. Nationally, prices for consumer goods are up nearly 2 percent year-over-year. Also year-over-year, the price for fuel and utilities has risen by more than 6 percent, according to the bureau. 656
