(AP) — The Minnesota legislature has passed a package of police accountability measures that includes a ban on neck restraints like the one that was used on George Floyd before his death in Minneapolis.The sweeping package passed early Tuesday after legislators worked through the night on the bill, which was said to be one of the most substantial changes to the state’s criminal justice system in years.Passage of the measures comes after nearly two months of negotiations that followed Floyd’s death May 25.The Black man was restrained face down in the street while handcuffed and with three officers holding him down, including a white officer who had a knee to Floyd’s neck for nearly 8 minutes. 724

Special counsel Robert Mueller raised the notion of subpoenaing President Donald Trump in at least one meeting with the President's lawyers, two sources familiar with the matter tell CNN.Mueller floated the possibility of subpoenaing Trump to testify before a grand jury if he refused to sit down for an interview with the special counsel, The Washington Post first reported on Tuesday, citing four people familiar with the encounter.The exchange between special counsel investigators and Trump's lawyers, which took place in early March according to the Post, prompted Trump's then-lawyer John Dowd to respond, "This isn't some game.""You are screwing with the work of the President of the United States," Dowd continued, two people with knowledge of his comments told The Washington Post.One source confirmed to CNN that Dowd retorted sharply to the special counsel's suggestion. Dowd has since left the legal team.Mueller is leading the probe investigating Russian meddling in the 2016 election and any potential connections between Trump campaign associates and the Kremlin. SPRING VALLEY (CNS) - A 61-year-old man shot a female relative in the leg during an argument Sunday afternoon in Spring Valley.The woman, whose identity was withheld, was struck in the left leg just before 4 p.m. at 1605 Presioca St., said San Diego County sheriff Sgt. Elizabeth Montoya.Danny Goodman was detained by deputies for the shooting and a weapon was recovered at the scene, a sergeant said. The relationship of the two was not immediately explained.The woman was taken to Scripps Mercy Hospital for treatment. Goodman was also taken to a hospital after complaining of shortness of breath, Montoya said. 621

  

Senate Majority Leader Mitch McConnell vowed on Tuesday that legislators would not go home for the holidays without an approval of a stimulus bill.“We're not leaving here without a COVID package. It's not gonna happen. We're gonna stay here until we get a COVID package. No matter how long it takes, we’ll be here,” McConnell said.Last week, House Speaker Nancy Pelosi made a similar proclamation.But both sides have been working on economic relief for months, but have failed to come to any sort of compromise. But a major sticking point is on whether companies should be protected from coronavirus-related lawsuits. The White House and McConnell have said companies need this protection in order to stay open amid the pandemic. Pelosi and Democrats are against the proposal, citing concerns that businesses will not follow public health guidelines.“This is protection for our small businesses, so that they're not held liable for COVID incidences through no fault of their own,” White House press secretary Kayleigh McEnany said on Tuesday. ”And (Pelosi is) really playing up to the trial lawyers and opposing liability protection, which should be something that's just mere common sense.”Two weeks ago, a bipartisan group of legislators proposed a 0 billion stimulus plan that would extend funds for additional unemployment benefits for up to 18 weeks per worker. The legislation also would replenish funds for the Paycheck Protection Program, which helped companies affected by the pandemic make payroll.There would also be 0 billion earmarked for state and local governments, which have seen a drop in tax revenue due to the pandemic. There is in additional billion allocated toward the transportation industry, most notably for airlines, which have seen an over 50% reduction in business since March.But the bipartisan group’s newest proposal is to make the funding involving state and local governments a separate bill. It’s unclear, however, if that measure would gain enough support to pass, given McConnell’s and Trump’s past opposition to providing pandemic relief to state and local governments facing cuts amid a drop in tax revenue.Another area of contention is on whether Congress should provide Americans with a second round of stimulus checks. While the bipartisan proposal doesn’t call for checks, members of both parties have suggested that a final proposal should include stimulus checks. 2426

  

Several NFL teams reported Wednesday that players had tested positive for COVID-19, putting at least three games scheduled for this weekend in jeopardy.According to ESPN and NFL Network, among those players who tested positive was Patriots CB Stephon Gilmore, the NFL's reigning Defensive Player of the Year. Gilmore played in Monday night's game against the Kansas City Chiefs, potentially spreading the virus to reigning Super Bowl champs.Gilmore's positive test comes after Patriots QB Cam Newton tested positive for the virus on Saturday. Following Newton's positive test, the NFL moved the Chiefs/Patriots game from Sunday afternoon to Monday evening. The Patriots did not leave for Kansas City until Monday morning, after a round of negative tests. Newton did not travel to Kansas City.In addition, at least one more player for the Tennessee Titans tested positive for COVID-19 on Wednesday morning, just hours before the team was scheduled to reopen its facility for the first time in over a week.NFL Network and ESPN both confirmed that the Titans would not reopen their facility on Wednesday following the positive test.The Titans have not practiced or met in person since last Tuesday, when several players and team employees tested positive for the virus. Since then, several more team members have also tested positive.The NFL requires multiple consecutive days of no positive tests before reopening a team facility. The Titans were set to do so on Wednesday after reporting no positive tests on Monday and Tuesday.The new positive test puts the Titans' game on Sunday against the Buffalo Bills in jeopardy. The outbreak has already forced the postponement of the team's home game against the Pittsburgh Steelers, which was scheduled for last Sunday.Finally, ESPN reports that one member of the Las Vegas Raiders tested positive for COVID-19 on Wednesday. The Raiders lost to the Bills in Las Vegas last Sunday and were scheduled to play the Chiefs this Sunday afternoon. 1991
