BEIJING, Nov. 16 (Xinhua) -- Foreign direct investment (FDI) into China rose for the 15th consecutive month in October, indicating China remains a favored investment destination for foreign businesses.Inbound FDI increased 7.86 percent year on year in October to 7.663 billion U.S. dollars, the Ministry of Commerce (MOC) said Tuesday.The October figure means inbound FDI for the first 10 months of the year totaled 82.003 billion U.S. dollars, a year-on-year increase of 15.71 percent.MOC spokesman Yao Jian said at a press conference China remains a hot spot for foreign investors.Foreign businesses have begun to shift their investments from export-orientated sectors to domestic market-orientated businesses because of China's improved legal system and its expanding market, he said.In the first 10 months of the year, the manufacturing sector received 47.59 percent of FDI inflows while the services industry got 45 percent.A total of 21,181 foreign-invested enterprises were approved for establishment during the 10-month period, up 16.62 percent from a year earlier.In September inbound FDI grew 6.14 percent year on year.The acceleration in the rate of inbound FDI growth was due to the U.S.'s second round of quantitative easing, some analysts explained.Yao denied the link but said the Chinese government is keeping an eye on liquidity.

BEIJING, Dec. 13 (Xinhua) -- China's top legislature said Monday in a statement that it will continue discussing a draft amendment to the Criminal Law, which proposes tougher punishments for those involved in organized crime and drink-driving.Members of the National People's Congress (NPC) Standing Committee will discuss the draft amendment at an upcoming bi-monthly session scheduled for Dec. 20-25, according to a statement issued after a meeting of the chairman and vice-chairpersons of the NPC Standing Committee, presided over by chairman Wu Bangguo.The legislature conducted the first reading of the draft amendment in August.Wu Bangguo (C), chairman of the Standing Committee of China's National People's Congress (NPC), presides over the 54th chairpersons' meeting of the 11th NPC Standing Committee at the Great Hall of the People in Beijing, capital of China, Dec. 13, 2010. JINAN, Jan. 9 (Xinhua) -- Police in east China's Shandong Province said Saturday that one of the two killers who shot dead four policemen on Jan. 4 had also murdered another man before the gunfight.Liu Jianjun, 50, allegedly killed one man on Dec. 29 last year in Dezhou City of Shandong.Liu and his 52-year-old brother Liu Lumin shot at policemen who were investigating the Dec. 29 murder case in Tai'an City of the province on Jan. 4 .Three policemen were killed at the scene, and another died later in the hospital.After gunning down the officers, the two men fled the scene, hijacking four cars and shooting two drivers before their car collided with a police wagon.The gunmen, armed with a homemade pistol and a double-barreled shotgun, continued to fire after police had cornered them, injuring more policemen and civilians.Liu Lumin then shot and killed himself while Liu Jianjun was taken into custody.

BELGRADE, Nov. 23 (Xinhua) -- Celebrating 30 years of cooperation and fraternal relations between the capitals of Serbia and China, an art exhibit entitled "The Beauty of Beijing" was opened in the Old Palace in Belgrade on Tuesday.Belgrade Mayor Dragan Djilas extended a welcome to the visiting Beijing delegation, underscoring years of cooperation and cultural exchanges."For us the bridge we are going to build together is important, along with our cultural components which will complement our desire for Belgrade in 2020 to be the European 'cultural capital'," said Djilas, making reference to the 1,507-meter bridge over the Danube River to be constructed by Chinese firms. BEIJING, Nov. 22 (Xinhua) -- Chinese Ministry of Public Security said Monday that the nation's police authorities had shut down 500 underground banks since 2002 in its battle against money laundering.Ten crack-down campaigns have be waged since 2002 when the ministry set up a division dedicated to anti-money laundering, in which over 100 cases involving more than 200 billion yuan (30 billion U.S. dollars) have been handled, the ministry said in a statement.The ministry has trained more than 400 police officers specialized in handling money laundering cases over the past eight years, said the statement.In order to promote international cooperation, China joined the Moscow-based Eurasian Group on Combating Money Laundering and Financing of Terrorism as a founding member state inn October 2004.In June, 2007, China joined another international anti-money laundering organization, the Paris-based Financial Action Task Force on Anti-Money Laundering.
