LONDON, Sept. 4 (Xinhua) -- Chinese Finance Minister Xie Xuren said on Friday that the current economic stimulus measures should be maintained to ensure economic recovery and growth worldwide.     After a BRIC-country meeting held in London, Xie told a news conference that the four countries are now at a key stage of economic recovery, and should strengthen their coordination of economic policy.     The finance ministers and central bank governors of Brazil, Russia, India and China, the so-called BRIC countries, gathered in London on Friday to discuss the current situation of the world economy, as well as their governments' fiscal and monetary policy responses.     Xie stressed that promoting the reform of international financial institutions is a common consensus reached at the G20 summit held in London in April, adding that "we must put it into practice in accordance with the timetable."     The Chinese minister also called on the international community to attach great importance to the imbalance between the North and the South, and to further help developing countries realize common development, so as to achieve a fundamental balance and sustainable growth of the global economy. In many of them, growth is already back on track after a few quarters of recession or slowdown. BEIJING, Oct. 12 (Xinhua) -- Chinese Premier Wen Jiabao on Monday stressed the growing of autumn and winter crops at an executive meeting of the State Council.     The Central Committee of the Communist Party of China and the State Council would continue to strengthen the fundamental status of agriculture and boost the support for agriculture and grain output, according to the meeting.     All provincial areas and departments should put into practice the central government's policies, especially policies for the benefits of farmers, according to the meeting.     Despite uncommon droughts and the global economic recession, China was expected to have a big harvest this year, underpinning the country's stable and fast economic growth, according to the meeting.     Although China reported grain output increase for continuous years, the relationship between grain demand and supply would be strained in the long run as China's infrastructure for grain output was not stable, the grain planting efficiency was relatively low and natural disasters were frequent, according to the meeting.     Autumn and winter planting was key to next summer's harvest and even next year's harvest and measures should be taken to promote grain output, according to the meeting.     The measures should include promoting subsidy policies and stabilizing autumn and winter planting acreage, stabilizing market prices to protect farmers' interests and promoting technology services for farmers, according to the meeting.

PARIS, Sept. 18 (Xinhua) -- A Chinese delegation of human rights researchers on Friday had a detailed exchange of views on human rights issues with its French hosts during a four-day visit.     The delegation, led by Luo Haocai, vice chairman of the 10th Chinese People's Political Consultative Conference (CPPCC) National Committee, provided a broad introduction to the great progress the People's Republic of China had achieved on human rights since its founding 60 years ago, especially over the 30-year period since the adoption of the reform and opening-up policy.     The delegation expounded China's views and positions on human rights, and expressed its willingness to further promote exchanges and cooperation on human rights between the two countries.     During a meeting with Michel Forst, secretary general of the National Consultative Commission of Human Rights in France, Luo, also president of the China Society for Human Rights Studies (CSHRS), said human rights exchanges between China and France were to be deepened and extended as the two countries' friendship developed. The two sides could promote mutual understanding and broaden common ground in the communication process to better contribute to the world's human rights cause and world harmony.     Forst lauded China's human rights progress made concurrently with remarkable economic achievements, and said he was impressed by the universality and effectiveness of the work of the CSHRS.     Forst said he believed China would have much more influence in international human rights affairs along with the further promotion of its international status.     When talking with Pierre Bercis, president of New Human Rights League, Luo said China's theory and opinion of human rights was based on the principles of international human rights combined with China's own situation.     China stressed the unification of the universality and speciality of human rights, emphasized the right of survival and the right of development as the two basic human rights, encouraged equal communication and cooperation on international human rights, and opposed confrontation on human rights issues, Luo said. Pierre Bercis agreed with Luo's opinion.     While meeting Francis Verillaud, deputy president of Institute of political sciences of Paris, Luo hoped Chinese and French universities could strengthen exchanges and cooperation on human rights research, especially on human rights law, as a comprehensive law was the basis of human rights protection.     After the visit to France, the Chinese delegation will visit Belgium, the EU headquarters and Iceland.

URUMQI, Sept. 13 (Xinhua) -- Tests of victims' samples found no dangerous viruses or chemicals involved in a string of bizarre hypodermic syringe stabbings in Urumqi, capital of China's far western Xinjiang region, a military medical expert said Sunday.     Qian Jun, head of the disease control and biological security office with China's Academy of Military Medical Sciences, said the academy's Beijing lab found no needle injury samples were tainted with radioactive substances, toxic chemicals or HIV virus.     The samples were not contaminated with other dangerous viruses or substances either, such as anthrax bacillus, yersinia pestis, francisella tularensis, brucella and botulinum toxin, Qian told a press briefing.     Local and military medical experts have rechecked about 250 victims and found no clearly worsening wounds or serious illnesses, he noted.     By Sept. 4, local authorities had confirmed 531 victims of hypodermic syringe stabbings in Urumqi, 171 of whom showed obvious syringe marks. The majority of the victims were of the Han ethnic group.     Tens of thousands of angry and panic residents in Urumqi took to the streets last week, protesting against needle attacks and demanding security guarantees.     Qian suggested offering more psychological counselling to ease anxiety and depression of the victims as many are haunted with lingering fears of hidden infections.     The Urumqi General Hospital affiliated to the Lanzhou Military Area Command has arranged three psychological experts and opened four counselling hotlines to help ease victims' fears and panic.     Wang Wenxian, deputy director of the Urumqi municipal public security bureau, said the needle stabbings did not cause serious damages to the victims' health, but they caused public panic and disturbed social order.     The acts violated China's Criminal Law and should be harshly punished accordingly, Wang told reporters.     A court in Urumqi said three Uygurs were given jail terms ranging from seven to 15 years Saturday over syringe stabbings or threatening to use needle attacks for robbery.     Wang added that more police and armed police forces would patrol on the city's streets and those who offer tip-offs for needle attackers would receive rewards.     He also urged the attackers to surrender to the police, saying those who surrender or report others' crimes could receive lighter punishment.

BEIJING, Aug. 7 (Xinhua) -- Anti-terror forces that safeguarded the safe Beijing Olympics last year are in action again as China has stepped up security ahead of its 60th anniversary of founding on Oct. 1, an official said Friday, one year after the Games.     "A safe National Day is the key to the success of the anniversary," said Wang Anshun, deputy secretary of the Communist Party of China Beijing Municipal Committee.     "Beijing will adopt the security model to ensure the absolute safety of the celebrations," he said.     Experts said the forces of safeguarding the anniversary activities should be stronger than during the Games as terrorist groups are also better equipped.     Unlike the Olympic events mostly held in venues, the celebrations including parade inspections and fireworks evening parties, occur outdoors, which make it more difficult to prevent terrorist attacks, said Cai Changjun, professor with the Institute of Special Police of China.     The major threats come from East Turkestan terrorists, Tibetan separatist forces as well as Falun Gong forces, said Li Wei, director of the anti-terrorism research center at the China Institute of Contemporary International Relations.     Police did not reveal how many officers would be deployed in the safety campaign.     The Snow Leopard Commando Unit (SLCU), a major anti-terrorism wing of the People's Armed Police, and the Blue Sword Commando Unit (BSCU) under the Beijing armed police, are ready for security operations during the celebrations, said a Beijing armed police official.     The two highly-classified special police squads, with more than 400 officers, were dubbed as the protector of the Olympics for their roles in counter-terrorism, riot control and other special tasks, such as stopping hijacking and bomb disposal.     SLCU and BSCU participated in an anti-terrorism drill in June as the latest national level exercise ahead of the National Day in northern Inner Mongolia Autonomous Region's capital Hohhot, as well as Shanxi and Hebei provinces that surround Beijing.     The exercise, codenamed "Great Wall-6", aimed to improve the police forces' abilities to deal with bombs containing radioactive contaminants, serial terrorist attacks and blasts in chemical factories.     The Beijing police also held an exercise dubbed "Forbidden City" which tested the ability to rescue hostages and handle blasts.     "The anti-terror schemes are well-knit. We've made specific plans for commanding, force deployment and actions during the Beijing Olympics. All these can be used in the National Day celebrations, Cai said.     More exercises are needed to test the emergency response capacity and smooth the coordination among various forces, he said.     Police will strengthen baggage checks in subway stations, an anti-terror measure which started during Games.     Like the system during the Olympics, emergency police centers can mobilize helicopters and satellites to prevent and handle potential terror attacks, Wang said.     The equipment to deal with chemical weapons, monitoring system of suspected vehicles and air detection equipment that were developed during the Olympics have been used in daily checks, he said.     The capital also has mobilized hundreds of thousands of security personnel, Communist Party officials and volunteers patrolling the city to ensure a terrorism-free anniversary.     Fu Xinling, a volunteer who patrolled streets in Wanshou Road Community in Haidian District during the Olympics, is ready to wear the red armband again.     "We will go back to our posts again in a month to provide clues and information to the police," she said. "We will never allow the terrorists to damage our celebrations."     They read handbooks on Olympics security, which is also helpful in the 60th anniversary, said Cai     Lianqi, a police officer in Wanshou Road Community. "The public is the backing of our security work."
