While this is typical for a San Diego summer, there is one major difference in 2020.“We’re very conscious about crowds,” said Encinitas local Jennifer Marakovits.She and her husband Joe visited Del Mar Saturday afternoon. This is a new addition to the area. Del Mar’s city council voted to spend ,000 through the next four months to bring in extra deputies to help with mask and social distancing enforcement. Prior to this decision, one single deputy worked at a time, and with thousands of people visiting every day, the decision was made to help enforce county orders. The deputies will work a few four-hour shifts a week, changing the time, place, and location depending on the day.The deputy out Saturday afternoon held a stack of informational pamphlets and a box of face masks, which he handed out to anyone not wearing a mask who passed him. The goal is to keep the extra deputy taking educational actions similar to this, however, they could issue a citation that could cost up to ,000 for a violation. SAN DIEGO (KGTV)-- A San Diego couple was stuck in Ecuador after the country canceled all travel due to the Coronavirus. After several days of travel, the couple is finally back in their home. A few days ago, Albert "Ace" Elliott was not sure if he and his wife Mindy would ever make it back to their Ocean Beach home. "Without any warning at all, we hear that Ecuador has closed down the country," Elliott said. "No bus travel, no plane travel." For the last ten years, the couple has spent three months of the year in a small surf town in Ecuador. The Elliotts were supposed to fly back on March 31, 2020. But with the pandemic situation, they were stuck. Their flights and back-up flights were all canceled. They called the United States Embassy to see if they could somehow make it home. On Thursday, they were told to leave the next morning. The problem? Ecuador now has a 2 pm to 5 am curfew. Streets and homes are being sprayed down twice a day. Transportation is limited in their rural town. "Ecuador is going after this thing very aggressively. They're not messing around," Elliott said. At 5:01 am Friday, March 27, 2020, they jumped in a taxi. Four hours later, they made it to the airport. "Whether we are on the plane or not, it's just, show up and hope kind of," Elliott said. "So we go up, and our names are on the list. So we were like, OK, we get to go into the airport."They met another American in line, who told them he showed up yesterday, but there was no plane. He became somewhat discouraged. "They said it's a 12 o'clock flight supposedly," Elliott said. "It's 11:30, and there's nothing. Everybody's just sitting around looking, and around the corner, there comes a plane. And we said, Wow! There's a plane!"They were first flown into Miami. But they had no idea how to get back home. When they asked the kiosk for options, it was either 0 to San Diego the next day or to Los Angeles in an hour. They chose the latter."We got to Los Angeles, and from there, we got a rental car and drove home," Elliott sighed. "We made it home."The relief in his voice said it all. Elliott said they were treated well in Ecuador and throughout the trip. But the uncertainty was unbearable. As a surfer, it is difficult to stay away from the beach. But Elliott said for the safety of himself and his community, he will continue to self-quarantine. "I feel pretty confident that we are OK, but we're just going to have to hang out at home again," Elliott said. SAN DIEGO (KGTV) — Wednesday a preliminary hearing began for a man accused of aiming a loaded gun at off-duty San Diego Police officers at a Mission Valley bar parking lot last November.A San Diego Superior Court Judge listened to testimony from officers in case involving the defendant Jonathan Felix. The incident happened outside of McGreggor’s Bar and Grill on Nov. 7, 2018.Wednesday, officer Jonathan Rodriquez was the first witness on the stand. Rodriguez said he had a few beers after work with coworkers that night. He said Felix was sitting about 20 feet away from the off-duty officers.Once the bar was closing they all walked out into the parking lot.RELATED: San Diego man says off-duty SDPD officers assaulted himRodriguez claims he saw Felix looking into his car or looking at his car. He said after that he and the other officers watched Felix go to his own car.“The defendant got a bicycle out of his car, I thought it was strange and he left,” said Rodrigues. “After he left he came back a second time.”Felix claims he lives nearby and uses the parking lot at that shopping center because parking is limited at his apartment complex. Rodriguez says an off-duty officer then walked over to Felix and had an “innocent conversation." He said Felix asked the officers if they’d like to smoke, but they all denied him. Rodriguez decided he did not feel comfortable being there, and says he left in his own vehicle.After that, surveillance video shows what transpired.Felix is seen having interactions with the other off-duty officers, and then he’s seen holding a gun.The officers began beating Felix, leaving him with a bloody head, several lacerations and bruises. He was arrested that night. Second on the stand was officer Andrew Duncan. He was one of the officers involved in the fight. He claims they walked out of the bar and saw Felix acting strange. Duncan says Felix left and came back saying the other officers threatened to beat him. Duncan went on to testify that's when Felix showed his gun. Then, Duncan said, all 4 officers pointed their gun at Felix then tackled him. They say they were wrestling with him to get the gun away. Tasha Williamson with Building Justice says Felix shouldn't be facing these charges, but that the officers should face assault charges because Felix wasn't doing anything wrong that night. Williamson says the officers were off-duty and should have left Felix alone.Felix is charged with two felony weapons charges for being a felon in possession of a firearm and ammunition. He’s also charged with and a misdemeanor drug charge for being in possession of a controlled substance.Before the preliminary hearing started his lawyer, Alicia Freeze, spoke outside of the courtroom.“Uniquely and I think very creatively, my client is not being charged with brandishing a weapon, he’s not being charged with assault with a deadly weapon, he’s not being charged with a lot of the initial charges he was booked under,” she said.On Jan. 4 the San Diego Police Department issued the following statement: “The San Diego Police Department submitted a criminal case to the District Attorney's Office regarding this incident, in which Mr. Felix pulled a gun on four off-duty police officers. He has been charged with unlawful possession of a firearm, unlawful possession of ammunition, and possession of a controlled substance. Mr. Felix is entitled to the presumption of innocence and the full facts of this case will be litigated as the criminal case proceeds. As in any situation where there are allegations of misconduct, the San Diego Police Department has initiated an internal investigation. If found, any misconduct will be handled accordingly.”At the end of this preliminary hearing a judge will decide if there’s enough evidence for the case to move to trial. If the case goes to trial and Felix is found guilty and convicted, his lawyer says he could be looking at one to two years in prison.Several supporters of Felix showed up to court today and plan to have a press conference following the hearing. 4063

SAN DIEGO (KGTV) - Only recently identified through DNA testing, Marine Sgt. Millard Odom was laid to rest Tuesday at Miramar National Cemetery.Tuesday was the 75th anniversary of Odom's being killed in action during World War II in the battle for the Pacific Island of Tarawa.Sgt. Odom had been buried in Hawaii for 69 years with no name on his marker.  Now his loved ones are able to pay tribute.His niece, Pollyanna Brown, spoke at the service."Even after 75 years our family is one of the lucky ones that have the privilege and honor to bury our lost loved one," said Brown.Several other veterans, including the Patriot Guard Riders, attended the service. 687
