SAN MARCOS, Calif. (KGTV) -- Authorities are searching for a fugitive sex offender from New York spotted in San Marcos. According to the United States Marshals Service, Dale Dulac violated his parole, leaving Niagara Falls, New York on September 20. A warrant has since been issued for his arrest. Authorities say Dulac was recently spotted in San Marcos. U.S. Marshals are working with the San Diego Fugitive Task Force to locate and arrest Dulac. (AP) — Southern California authorities say 18 pounds (8 kilograms) of fentanyl have been seized in Orange County — enough of the synthetic opioid to create four million lethal doses.The Orange County Register reports the seizure last week yielded almost half the amount of fentanyl seized by authorities in the county during all of 2018 — a sign the drug is quickly growing into a substantial public threat.Sheriff's officials say investigators served a search warrant and arrested 60-year-old Rudolph Garcia on multiple drug charges. It wasn't known if Garcia has an attorney.Investigators also seized a semi-automatic handgun, heroin, methamphetamine, and ,000 in cash.According to the California Department of Public Health, deaths in Orange County attributed to fentanyl have risen from 14 five years ago to 93 in 2018. 852

Say goodbye to another 40 Sears and Kmart stores.Sears Holdings (SHLD), the bankrupt parent company of the two retailers, said Thursday that 11 Kmart locations and 29 Sears stores will close their doors in February 2019 — adding to the nearly 200?locations the company has already said will shut down in coming months.The closures are part of Sears Holdings' efforts to drastically reduce costs and find a viable way forward as it moves through bankruptcy proceedings. The company has?been struggling for several years and is drowning in debt.Liquidation sales at the 40 locations "are expected to begin late next week," the company said.Sears Holdings operated about 1,000 stores as recently as February but has been shuttering underperforming stores. When the company filed for bankruptcy last month, it said it only had about 400 stores that could turn a profit. Now, it's in the process of shedding more dead weight.In its bankruptcy filing, Sears named 142 of its worst-performing stores that would shut down in the coming months. SAN FRANCISCO (AP) — The University of California’s governing board is unanimously backing a measure that would restore affirmative action programs at its schools. The proposed ballot measure would repeal the controversial voter-approved statewide ban that's been blamed for a decline in diversity in the prestigious university system. The vote Monday by the university system's Board of Regents means the UC endorses a proposal that would ask voters in November to repeal 1996's Proposition 209 that banned “preferential treatment” for minority groups applying to state colleges and government jobs. The state Assembly approved the measure last week and it still must pass the state Senate to go on the Nov. 3 ballot. 726
