China’s government says all 9 million people in the eastern city of Qingdao will be tested for the coronavirus this week after nine cases linked to a hospital were found. The announcement broke a string of weeks without any locally transmitted infections reported in China, though the country has a practice of not reporting asymptomatic cases. The National Health Commission said authorities were investigating the source of the infections found in eight patients at Qingdao’s Municipal Chest Hospital and one family member. (KGTV) -- The Sweetwater Union High School District said Tuesday that it decided to end the employment agreement of Dr. Karen Janney, the district’s superintendent.Janney had been under pressure to step down following a multi-million dollar budget shortfall that prompted an investigation into possible misappropriation of funds.In June of 2020, the board voted 4-1 to place Janney on paid administrative leave.Tuesday afternoon, a district spokesperson wrote to ABC10 News that a new vote happened in a board meeting on Monday night. Video posted by the district only refers to the termination of an employee. Tuesday, the district spokesperson sent ABC10 News the following statement: "The Sweetwater Union High School District Board of Trustees provided Dr. Janney a 90-day notice to end her employment agreement, pursuant to Article 17b of that agreement. On behalf of the entire Sweetwater community, we want to thank Dr. Janney for her many years of service and dedication to the district, its board, and our students."Janney took over as superintendent of the district in 2015. Three years later, the district reported a million budget deficit.Also in June, a report from California’s Fiscal Crisis and Management Assistance Team reported that there was enough evidence that fraud or misappropriation of funds may have occurred within the district. The report stated that issues dated back to 2018.According to Transparent California, Janney's pay and benefits combined were nearly 4,000 in 2019. 1538

Isaac Lozano is a senior at Bonita Vista High School, a school in the Sweetwater Union High School District. Lozano praises the district for starting the school year virtually because of COVID-19. Lozano told ABC 10News that sharing his reality wasn’t easy, but he now feels proud that he can be a voice for other students like him.The op-ed titled “Remote Learning Is Hard. Losing Family Members is Worse" was published on Aug. 13.In the article Lozano, a straight-A student, details his struggles with distance learning at home. He lives in a two-bedroom apartment, shares a room with his two brothers, and both parents are essential workers. Lozano also lives in the South Bay, one of the areas most impacted by COVID-19 in San Diego County.Lozano writes about not having a designated place to study, moving from room to room in his family’s apartment. He also highlights internet connectivity issues, but insists he has concerns about going back to school before it is safe to do so.Lozano gets personal in the article, sharing that COVID-19 hits close to home. His uncle died of the virus.Since the article was published, Lozano says he’s heard from people offering to help. He’s also heard from a publishing company, a literary magazine and even received an internship offer from a congressional candidate.Lozano will be applying to colleges in the fall and is interested in applying to Stanford, Yale, and UCLA. CHULA VISTA, Calif. (KGTV) - A report says Chula Vista faces an immediate need for more police staffing to keep up with rapid growth, and that traffic congestion will worsen in the coming years.At a Special Meeting called for Thursday evening, the city’s Growth Management Oversight Commission (GMOC) is expected to present to the city council its review for fiscal year 2018, which includes recommendations on how to properly address issues directly caused by the city's progression.Chula Vista’s exponential growth over the past five years has led to a big increase in homes being built across Chula Vista. The city says “the number of residential building permits issued in Chula Vista averaged 1,008 units per calendar year” between 2013-2018. "This rate of growth is projected to continue or increase over the next five years, according to Chula Vista’s 2018 Residential Growth Forecast, updated in April 2019," the GMOC says. "With growth comes the demand for additional services and facilities."The GMOC warns that the Chula Vista's police department is not prepared to accommodate anticipated growth in the next 12-18 months or five years. It also addresses concerns that road congestion will get worse along Palomar Street given that improvements will take a half decade to complete.The GMOC’s annual reports, including the fiscal year 2018 report, “addresses compliance with delivery of services and facilities, based on threshold standards for the eleven service topics identified in the City’s Growth Management ordinance.”According to the GMOC’s report for 2018, four service topics are considered “not in compliance” with the city’s threshold and at risk of continuing to be non-compliant in the future: Libraries, Police [Priority 1], Police [Priority 2], and Traffic.POLICEWith the city’s continuing growth, the report shows there has not been enough police staffing to adequately respond to both emergency calls and urgent calls, as well as the volume of calls, thus leading to slower response times.The GMOC says the police department's response times for Urgent Calls for Service in fiscal year 2018 were calculated at 20:17, about 8 minutes and 17 seconds slower than the 12-minute threshold. 2222

  

CHULA VISTA, Calif. (KGTV) -- The man accused of fatally stabbing a man during a road-rage dispute in the South Bay is due in court for pre-trial motions Monday. Rickey Smith, 60, is accused of stabbing 36-year-old Horace Williams to death as Williams sat in his van. According to police, the incident happened on November 27, 2018 along Sweetwater Road. Witnesses told police Smith was following Williams’ van as the two yelled at each other. RELATED: Man accused of killing driver in South Bay road rage incident pleads not guiltySmith’s pickup then reportedly hit the van from behind before Smith pulled in front of the van, slamming on the brakes. Witnesses told police the maneuver caused the crash. Police say Smith then got out of his truck and stabbed Williams. Smith, a father of five who had just dropped several of his children off at school, died at the scene.
