TANGSHAN, Hebei Province, Oct. 16 (Xinhua) -- Chinese top political advisor Jia Qinglin Friday called for international cooperation, shared responsibility and dialogue to promote sustainable development worldwide.     "Green development should be a common cause for the world," said Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) at the opening ceremony of the first Caofeidian Forum held in Tangshan, northern Hebei Province. BEIJING, July 23 (Xinhua) -- Internet researchers from China and Britain agreed at a forum in Beijing Thursday to enhance cooperation on maintaining a safe Internet environment for children.     The second China-U.K. Internet Roundtable-conference was held from Wednesday to Thursday.     The participants of the conference believed that the two governments and Internet enterprises from the two countries should work together to deal with the challenges brought about by online dangers to children.     They agreed it was necessary to strengthen the protection of young netizens from unhealthy information online, such as pornographic material or exposure to online predators.     Malcolm Hutty, head of public affairs of London Internet Exchange Ltd. said that there should be a "partnership approach" between government, parents and children's organizations responsible for advancing the rights for children.     Hutty said the government should create new protective laws.     "There is a big role for Internet industry ... in raising the awareness and providing ... educational messages about how to protect children," Hutty said, adding that there were responsibilities around ensuring that services aimed at children were made safe for them, particularly in chatrooms and social networking.     Susan Daley of Symantec suggested teaching children good cyber-skills in schools.     Hu Qiheng, chairwoman of the Internet Society of China (ISC), said that it was the responsibility of the government, parents and schools to safeguard the rights of young netizens.     Internet enterprises should also provide technological support to parents in installing protective software, she said.     According to the China Internet Network Information Center, by the end of 2008, about 108 million Chinese Internet users were under 19 years old.

URUMQI, Sept. 4 (Xinhua) -- The city of Urumqi, capital of northwest China's Xinjiang Uygur Autonomous Region, quieted down late Thursday night after tens of thousands of people took to streets to protest against syringe attacks. There were few pedestrians on the Youhao, Karamay, Altay and Beijing Roads. Police were persuading about 100 people to leave the Nanhu Square in front of the municipal government.     Passage in areas including Youhao Road, Guangming Road and Renmin Square was prohibited for vehicle as a traffic control in place on major roads in downtown areas took effect at 9:00 p.m.. Another crowd of protestors gathered at the Beiyuanchun farmers' produce wholesale market at 10:30 when a man was caught after allegedly stabbing a five-year-old girl.     The demonstration spread to major streets including Guangming Road, Xinmin Road and Youhao Road. People also turned out in big crowds in front of the Renmin Cinema and at the Renmin Square.     Protestors held the national flag and the flag of the Communist Party of China and shouted "Severely punish the mob." Members of the Uygur ethnic minority were among the protesting crowds.     Wang Lequan, secretary of Xinjiang Uygur Autonomous Regional Committee of the Communist Party of China (CPC), and Li Zhi, secretary of the CPC Urumqi City Committee, called on the crowds, on two separate occasions, to stay calm and show restraint.     Wang and five representatives of the public held talks in the office building of the regional committee during the afternoon, but no details were available.     Stabbing attacks occurred during the protests and an attacker was caught at the scene. The police stopped the crowd who were about to beat her.     Police said that attacks with syringes against innocent people have been carried out in Urumqi since Aug. 17. The regional health department said 476 people have sought treatment for stabbing, of whom 89 were showing obvious signs of needle sites.     As of Wednesday, there had been no deaths reported and no symptoms have been found of infectious disease viruses or toxic chemicals.     Parents are worried about the safety of their children as the Fall semester has started.     Zhu Hailun, head of the political and legal affairs commission of the CPC committee in Xinjiang, said members of nine ethnic groups including Han, Uygur, Hui, Kazak and Mongolian had reported stabbing incidents to the police in recent days.     Local police had seized 21 suspects, of whom six are in police custody and four arrested for criminal prosecution, said the regional information office in a mobile phone text messages to the public on Thursday.     It also said that the court would hand down severe punishments to those found guilty according to the law.     The attacks came less than two months after the July 5 Urumqi riot when 197 people, mostly from the Han ethnic group, were killed, and 1,600 others injured.     Authorities have issued arrest warrants to 196 suspects and prosecuted 51 for involvement in the riot, the regional government information office said in a statement Thursday. The police have further requested the procuratorate to approve the arrest of another 239 suspects thought to be involved in 140 crimes. Another 825 are being held in criminal detention, the regional information office said.

ISTANBUL, Oct. 4 (Xinhua) -- China on Sunday demanded an increase of the quota share of the emerging markets and developing countries in the International Monetary Fund (IMF) and urged the organization to accelerate its structural reform. Chinese Deputy Governor of the Central Bank Yi Gang made the remarks at the 20th meeting of the International Monetary and Financial Committee of the Board of Governors of the International Monetary Fund in Istanbul.     The one-day meeting was attended by representatives from 186 member countries and international financial institutions, the World Bank, the World Trade Organization and other organizations.     The Chinese deputy governor criticized major international financial institution for failing to give a timely early warning report of the current global financial crisis, noting that the failure is closely related to deviation of the surveillance direction and its focus.     The long-time underestimation of the quota share of the emerging markets and developing countries and their insufficient representation in the IMF are major causes for irrational governing structure, unfair surveillance and untimely early warning system, he said. Finance ministers and central bankers from around the globe are in Istanbul for the semiannual meetings of the International Monetary Fund and World Bank, which run from Oct. 4-7.    He said China supports an increase of IMF structural resources in various ways.     But he stressed that the quota share is the main resource of the IMF organization, urging the IMF to establish quota share automatic readjusting mechanism in a bid to reflect changes of economic positions of different countries.     China supports the IMF to undergo wide-ranging administrative structural reform, including the strengthening of responsibilities of the executive board of directors, effective supervision of the administration, reform of chairman election system and increasing the proportion of administrative and working staff of emerging markets and developing countries, he added.     Yi stressed that the IMF should strengthen supervision and surveillance over various major financial markets, synthetically think about various policies of member countries, and not to assess single policy in a simple and mechanical way.     He said China welcomes the progress made by the IMF in enhancing early warning capability, the whole package reform in financing mechanism to offer loan to low-income countries and preferential financing measures.     Istanbul is to host the annual meetings of the IMF and World Bank on Oct. 6-7.
