SAN DIEGO (CNS) - Mayor Kevin Faulconer announced today that all city-owned property along the San Diego River has been cleaned at least once. The city owns roughly one-third of riverfront property, and employees have removed nearly 99 tons of debris from 32 locations since last September, he said.Faulconer said the cleanup will continue, particularly in regard to outreach and coordination with owners of the remaining two-thirds of land along the river."The San Diego River is one of our most precious natural resources and we must continue to give it the care and attention it deserves," Faulconer said. "While we've cleared all of the city's property once, we still have a lot more work to do, so we're encouraging every property owner next to the river to join our cleanup efforts and help preserve the San Diego River for future generations."City employees have sent letters to 33 private property owners,including several businesses, that collectively own another third of riverfront property. SAN DIEGO (CNS) - A San Diego City Council committee signed off Thursday on the proposed sale of a vacant city-owned property on Cortez Hill to a nonprofit agency for less than ,000 to create more than 100 units of affordable housing.The .4-acre property at 1449 Ninth Ave. was most recently the site of the now-vacant Cortez Hill Family Center, which housed homeless families.The City Council's Land Use and Housing Committee unanimously approved the proposal to sell the property for ,593 to Community Housing Works, which develops, rehabilitates, preserves and operates affordable apartment communities in San Diego and throughout the state.The sale will now move to the full City Council for consideration.According to a staff report, the low price is justified because "the property sale furthers the public purpose of providing low-income rental housing for 55 years, the number of affordable housing units will be increased, and the city will be relieved of administrative costs and liabilities associated with managing and maintaining the property."Councilman Chris Ward, the committee's chairman, said the building has served an important role, and he's grateful to Community Housing Works for proposing to create a net affordable housing gain."We are eager to get started and to keep working," said Mary Jane Jagodzinski, Community Housing Works' vice president of housing and real estate development.The proposal calls for Community Housing Works to demolish the existing three-story structure and its 48 units and build anywhere between 75 and 110 units, at least 44 of which would be for people or families making 30% or less of the Area Median Income. The property would also have up to three manager units.The city acquired the property -- formerly a Days Inn hotel -- in 2001 for transitional housing for homeless families. The San Diego Housing Commission administered homeless services at the facility from 2010 until last year, when nonprofit homelessness services provider Alpha Project took over.The building was vacated by families in April after the city opened Operation Shelter to Home at the San Diego Convention Center for those experiencing homelessness during the COVID-19 pandemic. The rest of the people at the city's transitional homeless shelters -- such as Cortez Hill -- were shuffled to central locations to allow for easier tracking of the virus and to prevent spread of the illness.Alpha Project vacated the building on May 8 and the city officially declared the property "surplus" on May 19.The city's sale is contingent on the development of affordable housing on the property. SAN DIEGO (CNS) - An uptick in DUI arrest rates and excessive speeding citations occurred around San Diego County during March and April, even as less drivers were on the roadways due to stay-at-home orders amid the COVID-19 pandemic.San Diego police, the San Diego County Sheriff's Department and the California Highway Patrol all had moderate increases in their DUI arrest rates in March and April compared to the same two months in 2019, 2018 and 2017, according to an analysis of data requested from those agencies.SDPD arrested an average of three DUI drivers for every 100 traffic infractions in those two months the previous three years, but saw that rate jump to 4.71 during March and April this year.The California Highway Patrol logged a similar rise in DUI apprehensions, with the rate increasing from about six DUI arrests for every 100 infractions the three previous years to 7.66 this year.The Sheriff's Department saw the most dramatic rise. It had a rate of about six DUI arrests for every 100 infractions during the two-month span in 2019, 2018 and 2017, rising to 11.79 DUI arrests for every 100 infractions this year.The reasons behind those increases remain unclear, but some law enforcement officials said fewer vehicles on the road might have helped officers catch intoxicated drivers."When we're out there with less motorists, it's easier to spot more of who is weaving or swerving on the roadways," said Salvador Castro, public information officer for the CHP San Diego office.Jake Sanchez, public information officer for the CHP Border Division, agreed with that assessment."If that's the only car out there on the roadway in front of me, it's going to be a lot easier to observe and make sure that person is driving appropriately," Sanchez said.SDPD Traffic Division Sgt. John Perdue said he has noticed a change in the areas where a majority of DUI drivers are apprehended."It's kind of an odd thing because ... we typically get more DUIs out of the areas that have a lot of bars." Perdue said. "However, I've noticed now some of the DUIs we get are near the fast-food restaurants."He said in his experience, the drivers have usually been drinking at home before stopping to get food, despite the availability of food delivery services such as UberEats, Postmates and Doordash.San Diego County District Attorney Summer Stephan said she has also noticed a troubling new trend involving DUIs this year. In a six-week span from May 4 to June 17, there were seven deaths from DUI-related crashes in the county, she said."I actually don't recall a time that we've had that many in a short period of time," Stephan said. "So that's of a lot of concern."From January through April, the county recorded five DUI-related deaths -- down from eight, 12 and seven, respectively, in the same time period in 2019, 2018 and 2017, according to data provided by the D.A.'s office.The deadliest DUI crash so far this year happened around 8:30 p.m. on May 5, when a driver fatally struck a 50-year-old woman, her 33-year-old boyfriend and her 10- and 11-year-old grandsons in Escondido while allegedly under the influence of an unspecified drug.Deputy District Attorney Laurie Hauf said at Ashley Rene Williams' June 10 arraignment that the 28-year-old defendant was driving on a suspended license due to a previous DUI drug conviction.Speeding tickets have also taken a jump this year compared to overall traffic infractions.CHP officers throughout the county issued 920 tickets to drivers traveling over 100 mph in March and April, compared to 505 and 390, respectively, in the same time frame in 2019 and 2018."Growing up in Southern California myself and knowing how traffic has always been since I first started driving 30 years ago, to see this light amount of traffic on our highways, it's weird. You're not used to it," Sanchez said. "(The speeding) is something we will probably have to keep dealing with as long as the freeways are as open as they are now."Perdue said he has also seen drivers speeding more frequently on roadways in the city of San Diego.While the overall number of speeding tickets issued by SDPD is down this year, speeding violations over 65 mph represent a greater percentage of overall traffic infractions.During March and April this year, SDPD issued 395 tickets for drivers going over 65 mph. That represented 7.3% of overall infractions, while the rate for those violations was 3.44% in 2019, 4.02% in 2018 and 4.38% in 2017."It's a little insane. I couldn't believe the uptick in speeding citations and the speed itself," Perdue said. "I still tell (drivers) `Be cautious. Just because it's an open roadway you still want to drive with your safety in mind."'Like many services and programs throughout the county, DUI awareness and prevention programs have had to adapt to guidelines discouraging face-to- face interactions during the COVID-19 pandemic."Some (programs) are working out and some have had to take a backseat during this COVID time," Stephan said.One of the affected programs was a live DUI sentencing with a real defendant that would have taken place at a local high school. Stephan said her office has talked about converting to a Zoom format, but no immediate plans have been finalized.The SDPD suspended DUI checkpoints in recent months, but continued saturation patrols, during which officers conduct traffic stops in targeted areas and look for signs of impaired driving, Perdue said."Since bars were closed, we just didn't want to expose officers to such a mass quantity of drivers," he said.However, the SDPD plans to hold its first DUI checkpoint in roughly two months from 11 Thursday evening to 3 a.m. Friday at an undisclosed location.The CHP has continued to post DUI awareness messages on social media and has replaced its in-person educational talks with Zoom sessions, Sanchez said."It is, in a sense, a good thing that we're kind of adapting and we'll now have better ways, or other ways, of reaching the public, as well," he said. 6014
SAN DIEGO (CNS) - Authorities put out a call today for any additional alleged victims of a mortuary services worker accused of looting a recently deceased Spring Valley man's home, carrying away valuables with a gurney and a body bag.Sammy Willie Gates, 49, allegedly ransacked the 60-year-old man's house late on the night of Aug. 31, about 11 hours after deputies conducting a welfare check found the resident dead of natural causes, according to sheriff's officials.On Sept. 2, one of the victim's relatives reported discovering items, including a firearm and safe, missing from the residence, Sgt. Karen Bloch said. Two days later, the family reported that reviews of surveillance camera footage had revealed that the home of the victim, whose name has not been released, had been burglarized.The video clips showed a man -- later identified by investigators as Gates, owner of independently operated Mortuary Transportation Services -- arriving at the man's house in a white utility van, the sergeant said.Gates allegedly entered the home and exited shortly thereafter with two bags filled with stolen property, then returned with a gurney and an empty body bag that he used to haul away more property.On Sept. 9, detectives from the Rancho San Diego Sheriff's Station served a search warrant at Gates' El Cajon-area home, where the deceased man's safe and gun allegedly were recovered, along with 16 additional firearms, many believed to be war relics dating back to the early 1900s.``Two additional safes, multiple personal identifying documents, jewelry, watches, war medals, comic books and several thousand dollars in collectable coins were also recovered from Gates' residence,'' the sergeant alleged. ``A gurney and body bags matching (those seen in) the surveillance video (from) the victim's residence were recovered from Gates' white utility van.''Gates was jailed on suspicion of residential burglary and being a felon in possession of a firearm. SAN DIEGO (CNS) - An alleged drunken driver was going 121 mph when he caused a fiery freeway pileup that killed two men and seriously injured a woman on Interstate 15 last year, a prosecutor told jurors Tuesday, but a defense attorney claimed an off-duty San Diego police sergeant is actually to blame for the deaths.Jeffrey Brian Levi, 39, is charged with murder, gross vehicular manslaughter while intoxicated, hit-and-run and drunken driving, for the Jan. 2, 2018, deaths of 33-year-old Jesus David Dominguez and 19-year-old Isaac Felix, who were burned to death inside a Toyota Corolla that was struck at about 11:45 that night in the fast lane of northbound Interstate 15 near Miramar Road.Giovanna Dominguez -- Jesus Dominguez's sister and Felix's girlfriend - - was also a passenger in the Corolla. She survived but sustained broken bones and burns across her body.RELATED: Suspected drunk driver facing murder charge in fiery crash that killed twoDeputy District Attorney Andrew Aguilar told jurors in his opening statement of Levi's trial that the defendant rear-ended the Corolla, then walked away from the crash scene unscathed.The Corolla was left disabled in the fast lane with no lights on, its three occupants "sitting ducks" for an ensuing crash, Aguilar said.A short time later, a Ford Explorer driven by off-duty San Diego police Sgt. Raymond Rowe then struck the Corolla, which burst into flames and left Dominguez and Felix trapped inside the burning wreckage, while bystanders pulled Giovanna Dominguez out.The Ford Explorer overturned, coming to rest upside down, and Rowe was treated for minor to moderately serious injuries.Aguilar alleged that about three hours after the crash, Levi had a blood-alcohol content of 0.16%, which is twice the legal limit.Levi, who was charged with murder due to a 2007 misdemeanor DUI conviction, faces 40 years to life in prison if convicted.Defense attorney Amanda Waddle alleged that Rowe was "an unreasonable and negligent driver" who should be held liable for the deadly wreck. According to Waddle, Rowe was speeding, failed to wear his prescription glasses and was looking in his rearview mirror at the time of impact.Aguilar noted that Rowe often used his rearview mirror to spot anyone who might be trailing him from the police station to his home, a risk that Rowe potentially faced as a member of the department's gang unit.In addition to not paying attention, Waddle said that Rowe failed to use evasive maneuvers that were part of his police training."This was the direct result of that secondary, very violent crash where Sgt. Rowe was not paying attention to the roadway in front of him," Waddle said.The defense conceded that Levi was driving too fast in connection with the initial crash, but said "thankfully" there were no significant injuries as a result.Giovanna Dominguez -- who was expected to testify Wednesday -- did indicate during a preliminary hearing earlier this year that no one was injured as a result of the initial crash. She testified at the previous hearing that her brother and Felix remained strapped into their seats while trying to contact authorities, but she undid her seatbelt because she wanted to get out of the car and was afraid of being struck again. 3262
