SHANGHAI, Sept. 4 (Xinhua) -- China's intellectual property rights (IPR) authorities Saturday vowed to play a larger role in the global cause of IPR protection while being more responsible to innovators and the public.The State Intellectual Property Office (SIPO) Director Tian Lipu made the pledge at a press conference held to recognize the 25th anniversary of Sino-EU cooperation on IPR protection.Tian said that China and the EU, as two major economies with close trade relations, should further co-operate to create a better environment to encourage and protect innovation in the business world.At the event, European Patent Office (EPO) President Benoit Battistelli told Xinhua he was optimistic about the future of IPR protection in China, given the rapid progress being made in the country.Battistelli said relations between the EPO and the SIPO would "continue to be decisive for the successful future development of the patent system on a global level."Commemorations of the anniversary, held at the ongoing Shanghai World Expo, also included a demonstration of a real-world IPR enforcement case in a moot court setting.The EPO started cooperating with China in 1985. The two sides are currently implementing the EU-China IPR2 project utilizing a 16 million Euros budget that runs over four years to 2011.Both the EPO and the SIPO are among the world's five largest patent offices, together with the Japan Patent Office, the Korean IP Office, and the United States Patent and Trademark Office.China has also grown into one of the most important non-EU countries filing patent applications to the EPO, with the number of patents submitted increasing from 163 in 2000 to 1,621 in 2009.

BEIJING, Oct. 16 (Xinhua) -- China will launch a new round of reform to realize a good governance as the ruling Communist Party of China (CPC) is planning the country's roadmap in the coming five years, scholars and political observers have said.The 17th CPC Central Committee opened its fifth plenary session in Beijing Friday to discuss the 12th five-year program (2011-2015), which will unveil a new round of comprehensive reform, including both economic and political reforms, said Yu Keping, a prominent theorist, in an interview with Xinhua."Only with constant reforms and innovations can China build a good government for good governance," said Yu, who now serves as deputy director of the CPC Central Compilation and Translation Bureau.Yu is well versed in the research of political system. His famous works including the article Democracy Is A Good Thing, which has been widely circulated and sparked heated discussions home and abroad.By exercising democracy in elections, decision-making, management and supervision and guaranteeing the people's rights to be informed, to participate, to be heard and to oversee, the ruling party and the government are emancipating themselves and stepping up governance reform for good governance, Yu said.Observers believe the 12th five-year program will go beyond plans of economic and social development to involve administrative, political, social and cultural restructuring.Wang Yukai, a professor at the Beijing-based Chinese Academy of Governance, said the country's next five-year program will become a major step on the road to build an effective and accountable government."Good governance is a guarantee for CPC to remain in power," Wang said.Hu Angang, director of the Center for China Studies, a top think tank for policy-making under the Chinese Academy of Sciences and Tsinghua University, said the Scientific Outlook on Development would be carried out in an all-round way in the next five years.The Scientific Outlook on Development was proposed by the CPC in 2003, against the backdrop of rapid economic growth and a series of problems including excessive consumption of resources, damages to the environment and a widening gap between the rich and poor. MOSCOW, Aug. 31 (Xinhua) -- Russian President Dmitry Medvedev and Chief Executive of China's Hong Kong Special Administrative Region (HKSAR) Donald Tsang Yan-Kuen voiced their support here on Tuesday for the development of more direct links between Russia and Hong Kong.Tsang arrived in Moscow by the first ever direct commercial flight run by a Hong Kong airline.Tsang noted that after the lifting of visa restrictions in July 2009, two-way travels between Russia and Hong Kong rose by 100 percent."I am certain this flow will be increasing further," he was quoted as saying by local news agencies."The updating of the relevant listing rules in June this year would facilitate the listing of (Russian) mining and resource companies in Hong Kong," said Tsang.He also encouraged Russian companies to issue RMB bonds in Hong Kong, and welcomed Russian banks to set up branches in Hong Kong and make use of the RMB clearing and settlement system.Tsang was accompanied by 30 Hong Kong businessmen who were interested in cooperation with Russia."I hope that your meeting here in Moscow, including with members of the business community, will be useful," said Medvedev.The Russian president also invited Tsang to discuss the further advancement of bilateral cooperation as well as some key international issues.
