BEIJING, Jan. 17 (Xinhuanet) -- India has reported the first case of "totally drug-resistant tuberculosis," a long-feared and virtually untreatable form of the killer lung disease.Similar highly resistant cases have been noted before. Indeed, most of the cases of this kind of TB were not from person-to-person infection but were mutations that occurred in poorly treated patients.The Indian hospital that saw the initial cases tested a dozen medicines and none of them worked. A TB expert at the U.S. Centers for Disease Control and Prevention said they do appear to be totally resistant to available drugs."It is concerning," said Dr. Kenneth Castro, director of the CDC's Division of Tuberculosis Elimination. "Anytime we see something like this, we better get on top of it before it becomes a more widespread problem."Ordinary TB is easily cured by taking antibiotics for six to nine months. However, if that treatment is interrupted or the dose is cut down, the stubborn bacteria battle back and mutate into a tougher strain that can no longer be killed by standard drugs. The disease becomes harder and more expensive to treat.Tuberculosis is an age-old scourge that lies dormant in an estimated one in three people. About 10 percent of those people eventually develop active TB, which kills roughly 2 million a year, according to WHO. Each victim infects an average of 10 to 15 others every year, typically through sneezing or coughing.If a TB case is found to be resistant to the two most powerful anti-TB drugs, the patient is classified as having multi-drug-resistant TB (MDR). An even worse classification of TB — one the WHO accepts — is extensively drug-resistant TB (XDR), a form of the disease that was first reported in 2006 and is virtually resistant to all drugs.About 20 percent of the world's multi-drug-resistant cases were found in India, which is home to a quarter of all types of tuberculosis cases worldwide.

NAIROBI, Nov. 15 (Xinhua) -- The UN refugee agency said on Tuesday there has been an outbreak of cholera in Dadaab, the world's largest refugee camp in Kenya, which is believed to have started among new arrivals who had most likely acquired it in Somalia or en route to the camp.The UN High Commissioner for Refugees (UNHCR) said the situation in Dadaab, home to Somalis fleeing famine and conflict, is being exacerbated by heavy rains and accompanying risks of waterborne diseases."Rains and flooding had affected the trucking of water to parts of the camps, and we fear some refugees resorted to using unsafe water from flooded areas," the UN refugee agency said in a statement released in Nairobi.According to UNHCR, there are now 60 cases in the camps, including 10 laboratory-confirmed cases and one refugee death. To manage the outbreak, UNHCR and partners have set up cholera treatment centres for severe cases, it said.The UN agency deplored insecurity which it said continues to affect aid efforts more than a month after the kidnapping of three aid workers in Kenya's Dadaab refugee complex.The UNHCR says insecurity is still hampering aid efforts in the area, despite the deployment of 100 Kenyan policemen in the last month.UNHCR is assisting them with vehicles, shelter and telecommunications equipment."Together with our partners, we are exploring options to gradually resume full operations despite continued security incidents in and around Dadaab. In the meantime, refugees are still receiving life-saving aid, namely food, water and health care," it said.According to the agency, most cases can be managed through oral rehydration solutions (ORS) that can be given at home or at the health posts."We are working with UNICEF and the Ministry of Health to train health workers in the community-based management of diarrhoea so that patients can begin treatment at home," it said.UNHCR said it has increased levels of chlorine, which kills cholera-causing bacteria, at water points in the camps. These, it said, are monitored to make sure they are maintained at the correct levels."We are also promoting hygiene practices among the refugees, especially the use of latrines and hand washing with soap. Each refugee received 250 grams of soap with the latest food distribution and this will continue monthly for several months," UNHCR said.Dadaab is home to more than 400,000 registered refugees, nearly all of them Somali, with an estimated 70,000 people having arrived in July and August as conditions in their homeland rapidly deteriorated.

  

HONOLULU, the United States, Nov. 12 (Xinhua) -- Chinese Commerce Minister Chen Deming has said that China-ASEAN Free Trade Area, launched at the beginning of last year, accords with the mutual interests of China and ten nations of the Association of Southeast Asian Nations (ASEAN) and brings advantage to both sides.Chen made the remarks during his meetings with Indonesian Trade Minister Gita Wirijawan and Thai Deputy Prime Minister and Commerce Minister Kittirat Na Ranong on Friday on the sidelines of the week-long Asia-Pacific Economic Cooperation (APEC) meetings held in Honolulu, Hawaii.According to information made available to Xinhua Saturday, Chen said in his meeting with Gita that China and Indonesia have witnessed a sound development of bilateral economic and trade relations. The China-ASEAN Free Trade Area has provided a new platform for the bilateral economic and trade cooperation, with more benefits and opportunities for enterprises from both countries.Chinese enterprises, especially those from the southern part of China, are keen to invest in Indonesia, said Chen, adding that China would like to discuss with Indonesia on creating areas similar to industrial parks so as to attract more Chinese enterprises and enterprises from other countries to invest in the Southeast Asian country.Gita said Indonesia will commit to the consensus reached between leaders of both countries to increase the volume of bilateral trade from current 34 billion U.S. dollars to 80 billion U.S. dollars in three or four years.He welcomed Chinese enterprises to invest in Indonesia, adding it will be conducive to the realization of the trade goal.Saying that the economies of Indonesia and China have been complimentary to each other, Gita expressed the will of comprehensive and long-term cooperation between both sides.During his meeting with Kittirat, Chen first expressed sympathy to the flood victims in the country, saying that China would like to offer assistance to the rescue and reconstruction efforts and strengthen cooperation in areas including infrastructure construction with Thailand.He said China and ASEAN nations should promote the substantial cooperation among member nations of the China-ASEAN free trade area, the largest free trade area in the world, improve infrastructure including highways, railroads, ports, telecommunication and electricity, so as to benefit the enterprises and people in the regions.China encourages enterprises to invest in the ASEAN nations and would like to conduct cooperation with enterprises from Thailand and other countries, Chen added.Kittirat, expressing his gratitude to China's help to the flood disaster, said that Thailand attaches great importance to the China-ASEAN Free Trade Area.Noting that Chinese enterprises are well-experienced in the construction of highways, railroads and bridges, he said Thailand welcomes Chinese enterprises to participate the construction and investment projects in these areas.
