SAN DIEGO (KGTV) - Details about a woman’s report of a violent rape were revealed in a downtown San Diego courtroom Wednesday as a resident of a nearby halfway house was charged with the crime. Juan Guzman pleaded not guilty to attacking the woman at 1:40 a.m. December 16 at her home in City Heights. Prosecutors said the victim was sitting on her bedroom floor in front of a mirror when she heard a noise and thought it was her boyfriend. She then saw the reflection of a man she didn’t know, according to attorneys. The man put his finger over his mouth and said “Shh”, the woman reportedly told police. He threatened her with a knife and raped her, prosecutors said. The woman called police, who questioned the man at the halfway house where he lived. Investigators found the woman’s underwear and the knife underneath Guzman’s mattress, prosecutors said. A judge set Guzman’s bail at million, saying he was a danger to the community. Guzman’s preliminary hearing is scheduled for January 3. 1006

SAN DIEGO (KGTV) — Health officials issued two new public health orders Monday addressing cruise ships arriving in San Diego during the coronavirus pandemic.The orders are meant to give the county more legal framework in how the Port of San Diego interacts with ships and the cruise industry, Dr. Eric McDonald, the county's medical director of epidemiology, said.RELATED: San Diego gyms ordered to close in new coronavirus health orderThe new orders include:"No passenger or employee may disembark a cruise ship in San Diego harbor without the approval of the health officer or designee if any person on the cruise ship has tested positive for COVID-19. Any cruise ship that is permitted to dock in San Diego harbor shall notify the health officer or designee regarding any emergency medical treatment required for passenger/employee and follow all directives from the health officer or designee.No cruise ship in San Diego harbor may dock or disembark employees or passengers after March 31, 2020. However, upon approval of the health officer, a cruise ship may dock solely for the purposes of receiving fuel and provisions, so long as no employee or passenger disembarks. Cruise ships docked in San Diego harbor shall notify the health officer or designee regarding any emergency medical treatment for a passenger/employee and shall follow all directives of the health officer or designee.""I know there have been questions about ships that have come before and I can say that the individuals who have all departed these ships in the past to-date and tomorrow all have been screened, have no symptoms, and have no fever, and are leaving to go to their homes of record to complete 14-days of CDC recommended quarantine," McDonald said. In most cases, that stops during the summer, and now more than ever, that's a problem."For all too many San Diego children, summertime brings about hunger," says Vince Hall. Hall is the CEO of Feeding San Diego, and this is where his organization steps in partnering with the state's Pandemic EBT program. This summer, each eligible child receives a one-time payment of 5 for groceries from the State of California. And for a school like Lexington Elementary in El Cajon, this program is a necessity. "98% of our students are socioeconomically disadvantaged," says Lesley Ezop. Ezop is the interim principal at Lexington Elementary. It's one of 11 food distribution points that Feeding San Diego partners with to offer children much needed nutrition throughout the summer."Just so that kids can have the basics so that they can learn and can function," adds Ezop. "When kids have what they need, they're going to succeed, right?" But the program doesn't stop there. The children aren't the only ones facing hunger. Feeding San Diego knows if the student needs food assistance, then the entire family needs it. So the organization partners with local schools to provide meals for the whole family. "If we provide food to youth and not to the adults, that food is just going to be divided, and the effect of our initiative is going to be diminished," says Hall.
