SAN DIEGO (CNS) - San Diego County health officials reported 1,378 new COVID-19 infections and 22 deaths today as hospitalizations continue to surge with nearly triple the number of people hospitalized compared to a month ago.Tuesday's data brings the cumulative number of cases to 83,421 while the death toll crossed another milestone as it reached 1,019.The San Diego County Health and Human Services Agency reported 723 coronavirus patients hospitalized as of Tuesday, with 197 of them in intensive care units. That compares to 692 reported Monday, with 180 in the ICU. That number was 671 on Sunday, 636 on Saturday, and 580 last Wednesday and Thursday. The number of people with COVID-19 in area hospitals has nearly tripled from one month ago -- 262 were hospitalized on Oct. 31. Of the 83,421 cases logged in the county since the start of the pandemic, 4,685 -- or 5.6% -- have required hospitalization and 1,030 patients -- 1.2% -- had to be admitted to an ICU.The total number of people hospitalized for any reason in the county is 4,307 -- which has been fairly consistent over the past several months -- but the percentage of COVID-19 patients in the region's hospitals rose from 6% a month ago to 16.8% on Tuesday.Tuesday also marked the 21st consecutive day more than 600 new cases have been reported and the ninth day of the last 12 more than 1,000 new cases were reported -- including two days over the Thanksgiving weekend with more than 1,800 new infections.San Diego County is on a trajectory to double its number of cases in 45 days.A total of 15,377 tests were reported Tuesday, with 9% returning positive, raising the 14-day average to 6.3%.A total of 17 community outbreaks were confirmed Tuesday. Over the previous seven days, 81 community outbreaks were confirmed. A community outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.San Diego County fell deeper into the most restrictive purple tier of the state's four-tiered reopening plan on Tuesday, with an unadjusted 30.5 newCOVID-19 cases per 100,000 people. Even with an adjusted rate of 15.3 per 100,000 due to significant testing increases by local health authorities, that number far exceeds the strictest tier's baseline of seven daily cases per 100,000.The testing positivity percentage is 2.3%, keeping it in the orange tier for that metric.Dr. Wilma Wooten, the county's public health officer, advised people who traveled or hosted family and friends over the Thanksgiving weekend to get tested.``By getting tested, people will know whether they have contracted COVID-19 and prevent spreading the virus to others,'' she said. ``People should also wear a face covering, maintain social distance, avoid crowds and monitor for symptoms.'' 2800

SAN DIEGO (CNS) - The San Diego City Council's Public Safety and Livable Neighborhoods Committee unanimously voted Wednesday to send a suite of proposed regulations on dockless scooters to the full council.Mayor Kevin Faulconer introduced the regulations Oct. 18 after the city spent months wrestling with how to both ensure public safety and allow dockless scooter companies like Bird, Lime, and Razor to continue operating in San Diego.Faulconer's proposal would mandate that scooter companies limit the maximum speed of scooters in high-traffic areas of the city, send monthly data reports to the city detailing things like parking and trip information, educate riders on local traffic laws, and indemnify the city for liability for riders injured within city limits. The companies would also have to obtain an annual permit and pay associated operational fees.RELATED: 885

SAN DIEGO (CNS) - Some people making emergency calls to the San Diego County Sheriff's Department on Verizon phones experienced problems connecting with dispatchers for part of the day Tuesday. It was not immediately clear what was preventing 911 operators from hearing certain -- but not all -- calls made on the Verizon network, sheriff's public-affairs Lt. Karen Stubkjaer said. The regional law enforcement agency worked with the telecommunications company to determine the source of the problem, Stubkjaer said.Officials advised anyone having trouble being heard by a sheriff's dispatcher to hang up, after which the emergency operator will immediately call back. The connection problems were tending to go away on the return calls, Stubkjaer said.By mid-afternoon, the New York-based wireless carrier had identified and resolved the problem, according to Stubkjaer.A Verizon spokesperson did not immediately return a call seeking comment on the issue. 962

SAN DIEGO (CNS) - The San Diego City Council voted unanimously Monday to amend an agreement between former Mayor Bob Filner and the developer Carmel Partners over the development of an apartment complex that drew criticism. The development's current owner, Trea Blvd63, LLC, sought to nullify the agreement, which required the development's owner to rent apartments to tenants by the room rather than by the bed. When it was being built in 2013, opponents of the apartment complex argued that it more closely resembled a dormitory rather than the luxury units it was billed as.``I applaud my council colleagues for correcting these corrupt mistakes of the past, and moving forward from Filner's blatant misuse of power,'' Sherman said. ``This is a good reminder that big problems happen when elected officials abuse the power of their office.''Carmel Partners began work on the CentrePoint apartment complex, located in Rolando, in 2013. The city ordered the stoppage of construction of the complex, citing the need for additional construction permits. According to City Councilman Scott Sherman's office, Filner also ordered San Diego's Development Services Department to not conduct inspections on the development's completed phases, keeping construction workers from continuing with the project. At the same time, the Rolando Community Council demanded that the CentrePoint project, and the developers of any other new projects in the area, pay for improvements to the neighborhood. The CentrePoint development offered to pay 0,000 for improvements.Then-City Councilwoman Marti Emerald, representing the area, suggested that the project needed additional changes regardless of the funding. CentrePoint subsequently sued the city in U.S. federal court, arguing that Filner, Emerald and the rest of the city government had illegally stanched the development. The city and CentrePoint eventually reached a settlement, in which the development's backers.Sherman framed the dispute as an overreach by Filner and called it a victory for property rights. Sherman was in his first year on the council at the time. The council voted 8-0 to amend the agreement, with City Councilwoman Dr. Jen Campbell absent. 2210
