(KGTV) - The warmest ocean temperatures on record are making things interesting for San Diego’s fishermen.Local fisherman say they are seeing more game fish closer to the coast than even before.“2018 is a season that has been off the charts,” said Frank Ursitti, the owner of H & M Landing.Scientists recorded ocean temperatures at more than 80 degrees last week.Ursitti says his tours are lining in more dorado, yellowtail, yellowfin and bluefin this time of year than usual.  “Often time times anglers or recreational fisherman will have to venture 8 to 15 days at seas for certain kinds of fish,” said Ursitti, “but now some of anglers are venturing just 12 hours offshore for the fish of a lifetime.”Fisherman Magnum Scuro says they have all noticed the warmer waters, but he is curious for what may be it consequences next year.“There are some negative things that can happen with the warm water - it can kill the kelp,” said Scuro, “ (the) hot water is going to expose a lot of areas where there hasn’t been kelp so we can get to it, but there’s going to be be a lot of kelp that’s going to be gone.” 1151

SAN FRANCISCO (AP) — A bill requiring California prosecutors to erase or reduce tens of thousands of marijuana criminal convictions was approved by the state Legislature on Wednesday and now awaits Gov. Jerry Brown's signature.When voters passed Proposition 64 in 2016 to allow adult use of marijuana, they also eliminated several pot-related crimes. The proposition also applied retroactively to pot convictions, but provided no mechanism or guidance on how those eligible could erase their convictions or have felonies reduced to misdemeanors.The Senate passed a bill Wednesday that would make that happen.RELATED: What to know about 2018's new marijuana laws in CaliforniaThe bill orders the state Department of Justice to identify eligible cases between 1975 and 2016 and send the results to the appropriate prosecutor.The state DOJ estimates that almost 220,000 cases are eligible for erasure or reduction. San Diego (KGTV)- The San Diego Police Department will soon be adding 63 new officers on our streets. The department held the orientation for its 120th police academy this morning. This academy class is the largest class in over 25 years.“It’s very exciting,” says recruit Samantha Koegel. “I’m really excited to start this new journey of my life.”Koegel says her interest in the police force started began as a senior in high school after participating in a ride-along with an SDPD officer. Koegel graduated from Ramona High School. She received her degree from The University of Nevada- Reno, in Criminal Justice. All recruits went through an extensive screening process before being invited to the academy. “This is probably within 5 to 7 percent of all the applicants that we’ve gotten,” says Lt. Steve Waldheim. In the past, the San Diego Police Department has been understaffed. They currently have 1,800 officers but are budgeted for over 2,000. Lt. Waldheim says they the department needs more officers on the streets.“We need more officers in patrol so that they are out answering radio calls that can lower our response times.”The average salary for a San Diego Police recruit is ,000. After they become an officer, that number jumps to around ,000. “The salary now with SDPD, at the end of these pay raises that city council approved, we will be on par with the rest of the agencies around San Diego County,” says Lt. SAN FRANCISCO (AP) — A federal judge in San Francisco is mulling the competency to stand trial of a Mexican man who shot and killed 32-year-old Kate Steinle. The 2015 shooting figured prominently in President Donald Trump’s run for the White House four years ago. The case against Jose Ines Garcia Zarate on federal gun charges has been pending since a judge raised “serious concerns” about Garcia Zarate's mental capacities back in January. Two doctors have diagnosed Garcia Zarate with schizophrenia and found him unfit to stand trial. SAN DIEGO, Calif (KGTV) - A series of problems at a handful of California gas refineries have caused prices to surge over the last month.According to the Automobile Club of Southern California, the average cost of gas in California is .955 per gallon. That's more than a dollar more than the national average of .811. Alabama has the lowest gas prices in the country at .499 per gallon.Because of strict environmental regulations, most of the gas in California has to be made in state. So when local refineries go off-line, it directly impacts prices.AAA says at least 6 of the 12 gas producing plants in the state have had problems in the last month, leading to shut-downs.On March 15, a fire shut down the Wilmington Phillips 66 refinery.Ten days later, the Valero refinery in the Bay Area shut down when a scrubber malfunctioned, sending black smoke into the air.Flaring issues caused outages at two plans in Southern California, the Chevron plant in El Segundo and the Valero in Wilmington.Meanwhile, PBF Energy in Torrance had routine maintenance scheduled, which decreased production."We don't have pipelines that can pipe relatively cheap gasoline to use from other states," says Marie Montgomery with the Automobile Club of Southern California. "We have to rely on shipping of gasoline when our refineries have problems."According to the California Energy Commission, refineries in Washington and the US Gulf Coast can produce gas for California, as can refineries in Eastern Canada, Finland, Germany, the US Virgin Islands, the Middle East and Asia. But it takes time for those shipments to arrive.In the first week of April, the state didn't receive a single drop of imported gasoline.As we wait, local refineries have dipped into their reserves to meet demand, taking two million barrels out of reserves."The imported gas is going to be coming here, there's no doubt about that," says Montgomery. "We've got the highest prices in the country by far right now.
