SAN DIEGO (KGTV) - Southcrest neighbors banned together to file a lawsuit against the City of San Diego, claiming a city park was not designed to properly drain and therefore floods the neighborhood each time it rains.Last December was the breaking point for neighbors near Southcrest Trails Park, at S. 37th Street and a dirt road behind houses situated on Beta Street. They say feet of water flooded into their homes."This actually becomes a sinkhole, this area," said Greg Montoya, who is leading the charge with his hefty binder full of decades of documentation of the problem. Montoya has pictures of his white pickup truck sunken rims-deep into his yard due to saturation.The lawsuit describes it as "a 66-acre, 1.2-mile corridor in the Southcrest neighborhood of San Diego to construct Highway 252, which would connect Interstate 805 and lnterstates 5 and 15."The project never materialized, Montoya says, because St. Jude, thinking of the school, put up a fight."So then the City of San Diego put dirt berms in to keep people from driving back here, to keep people from throwing trash back here, because it became a dump," Montoya said. The park took shape in 2003, according to the lawsuit.Montoya and other neighbors say there was not enough drainage put in, sending water running down the five-foot berm every time it rains.A storm in December 2018 left many stranded, including Ricky Vasquez, who was trying to pick up his one-year-old son."Other cars were stuck in the middle of the street because the water was so high," said Vasquez.Neighbor Pastor Nicolas Martinez said his home flooded, ultimately costing ,000.Montoya was fed up."San Diego's America's Finest City for some but not for all because I've got documentation for over 30 years for asking for help for this situation that they've created and I'm just ignored," said Montoya.He went to attorney Evan Walker, who said his team found one of the two storm drains at the park "is not connected to any sort of system despite the city's own plans to connect them to the system."Montoya hopes the lawsuit causes the city to step up.10News reached out to the City of San Diego who said they could not comment on ongoing litigation. 2211

SAN DIEGO (KGTV) - San Diego’s unemployment rate fell to 2.9 percent in April, the lowest rate yet in this century.1,577,000 people were part of the San Diego labor force last month, according to the California Employment Development Department.Only 46,200 people did not have jobs.California’s unemployment rate was at 4.2 percent in April, the lowest level since 1976.San Francisco and Marin Counties had the lowest unemployment rate of 2.1 percent.The highest unemployment rates were in Colusa County, at 15 percent, and Imperial County, at 14.4 percent. 565

  

SAN DIEGO (KGTV) -- Students and teachers from two classes at Sage Canyon School in Carmel Valley will have to return to online distance learning for two weeks after two people tested positive for COVID-19.In a statement to ABC 10News, Jenni Huh, the Del Mar Union School District Director of Student Services, said:“The District has confirmed two positive cases of COVID-19 at Sage Canyon School. All students and staff who were directly exposed have been contacted and will be quarantining for 14 days. The District has been in consultation with the San Diego County Department of Public Health.”Parent Amy Berkley said she was notified of the two positive cases on Sunday. She has two sons who attend the school and said her third-grader was in the same class as one of the people who tested positive.“They had two students in the school test positive, one was in first grade and the other in third grade,” Berkley said. “We got the notification on Sunday, and by Monday morning, all class materials were available for pickup, really easy and convenient.”While the positive cases are alarming for some parents, Berkley, who is also the PTA president, said she was pleased with how the situation was handled. Her son didn’t miss a school day as the classrooms impacted transitioned back to distance learning Monday.“We picked up a Chromebook, learning packet, homework worksheet, whiteboard all the material they’ll need; it was very well thought out.”According to the Del Mar Union School District’s safe reopening plan, if a student or teacher tests positive for COVID-19, the whole class will quarantine for 14 days, and learning will be offered remotely. Substitute teachers will also be trained to give online lessons if they do need to step in.The California Department of Public Health released guidelines and recommendations for schools reopening for in-person learning.According to the department, two-week closures will be put in place if at least 5 percent of the total number of teachers, students, or staff test positive in a classroom or school, or 25 percent of a district’s population tests positive. 2126
