BEIJING, Feb. 23 (Xinhua) -- China's Ministry of Public Security Tuesday urged police nationwide to take initiatives in cracking serious crime cases and solving social conflicts to ensure a safe World Expo in Shanghai.Vice Minister Huang Ming said police should seriously crack down on illegal activities, including illegal use of guns and explosives, kidnapping of children and women, gang-related crimes and online pornography.Police in Shanghai and its neighboring regions were asked to reinforce security measures and increase street patrols, and mobilize local residents to ensure a safe environment for the upcoming World Expo.Huang said the police should learn from Beijing's experience of successfully safeguarding the 2008 Beijing Olympic Games and the celebrations for the 60th anniversary of the founding of the People's Republic of China in 2009.Police were also asked to visit grassroot level communities and villages to find prominent problems and help relevant authorities settle disputes.Shanghai's neighboring provinces, Jiangsu, Zhejiang, Anhui, Jiangxi, Fujian, Shandong, Henan and Hubei, would reinforce security checks in air flights and trains, Huang said.Huang also urged the police to enforce the law in a reasonable and civilized manner and minimize disturbances to the public.The World Expo, to be hosted by China for the first time, will run from May 1 to Oct. 31. BEIJING, March 11 (Xinhua) -- China's February consumer price index (CPI), a main gauge of inflation, is still within normal range, although the figure surged higher than expected last month.CPI rose 2.7 percent year on year in February, 1.2 percentage points higher than January, driven by a 6.2 percent rise in food prices, the National Bureau of Statistics (NBS) said Thursday.Yang Ziqiang, head of the People's Bank of China's Jinan bureau, said the hefty rise is because the Lunar New Year holiday fell in February this year, but in January last year.The Lunar New Year holiday, or Spring Festival, is the most important traditional festival in China for family reunion. People usually spend a lot on food, alcohol, cigarettes and gifts during the period.Yang, also a deputy to the National People's Congress (NPC), China's top legislature, made the sidelines of the ongoing NPC session.China targets a rise of consumer price of around three percent this year, says a government work report delivered by Premier Wen Jiabao at the parliament's annual session on March 5.Yang said severe inflation is unlikely to emerge this year, as market supply still outweighs demand, and government regulation on the real estate industry will help stabilize prices.But he cautioned against the consistent commodity price increases, as the international crude oil prices rebounded to above 80 U.S. dollars a barrel.Li Daokui, a financial professor with the Tsinghua University, said CPI rise exceeds the current one-year deposit interest rate, or 2.25 percent, which will enhance the expectation of interest rate rise.China's CPI ended nine months of decline in November last year, when it rose 0.6 percent, as the economy picked up thanks to the government's stimulus package.However, the unprecedented bank loans last year together with runaway housing prices pushed up fears for inflation and asset bubbles, posing a policy dilemma for the government to balance between sufficient economic growth and containing potential overheating.

BEIJING, March 20 (Xinhua) -- The appreciation of renminbi, or China's currency yuan, will not help tackle the global economic imbalance, economists said here Saturday.The idea that yuan's appreciation would cure global economic imbalance was not going to happen, Angel Gurria, secretary general of the Organization for Economic Cooperation and Development, said at the China Development Forum 2010.To solve trade imbalance, countries such as the United States and China should seek measures to encourage domestic consumption, improve social well-being and reform pension system, instead of sticking to the exchange rate issue, Gurria said.The exchange rate adjustment, especially between the United States and China, would not help cut the U.S. trade deficit, while one way to tackle the problem is to loose restrictions on high-technology exports to China, Nobel Prize-winning economist Joseph Stiglitz said.Since China overtook Germany to become the world's largest exporter, the country is facing increasing criticism for devaluating the yuan to earn artificial price advantages. Some U.S. senators have recently ratcheted up pressure on yuan appreciation and urged the government to label China as currency manipulator."If the U.S. government names China as a currency manipulator, quite unfortunately, it will hurt the bilateral relations at least in short and medium term," said Li Daokui, director of the Center for China in the World Economy of Tsinghua University."The two countries should be cooperative to solve the problem, while naming China as a currency manipulator will be no help," Li said."After all, it will not be in the interests of the United States, China and the whole world if the two countries' disputes escalate into a trade war," he said.

BEIJING, Jan. 13 (Xinhua) -- Top Chinese legislator Wu Bangguo on Wednesday said China and the United States should respect each other's core interests and properly handle sensitive affairs in a bid to preserve the sound development of bilateral ties.     China and the United States should handle bilateral ties from a strategic and long-term point of view, said Wu, chairman of the Standing Committee of the National People's Congress (NPC), in a meeting with a U.S. senate delegation.     Wu hailed the sound development of China-U.S. relations in 2009,saying it indicated a smooth transition from the Bush administration to the Obama's and the relationship between the countries was progressing well.     He labeled the China-U.S. relationship as "one of the world's most important" during the half-hour meeting in the Great Hall of the People in downtown Beijing.     Wu pledged to further the exchanges between the two country's parliaments in a bid to promote strategic mutual trust, mutually beneficial cooperation and friendship between the two peoples.     The delegation, headed by Senator Patty Murray, was in Beijing for a meeting under a regular exchange mechanism between the two parliaments, in which the two sides discussed such topics as bilateral ties, parliamentary exchanges and climate change.     The U.S. senators highlighted the importance of relations with China, promised to enhance communication and dialogue with the NPC so as to promote mutual understanding.
