WINDHOEK, Nov. 29 (Xinhua) -- An agreement on Economic and Technical Co-operation was signed here on Tuesday between the Chinese and Namibian governments.The agreement was signed after Namibian Cabinet ministers and officials from various ministries held talks with Chinese State Councilor Liu Yandong, who arrived in Namibia on Tuesday for a three-day official visit.Minister of Presidential Affairs Albert Kawana, who is the Acting Director-General (DG) of the National Planning Commission (NPC), and Ambassador of China to Namibia Wei Ruixing signed the agreement.The two also exchanged letters on the provision of office supplies and solar energy equipment to the Namibian government by the Chinese government.During their talks, Liu highly spoke of the steady, healthy development of the relations between the two countries.She said the substantial cooperation have been obtained on agriculture, mining and human resources. Great achievements have been made in exchanges of culture and education.The state councilor also said China would like to work together with all African countries including Namibia to promote the development of people-to-people exchanges.Namibia's Deputy Prime Minister Marco Hausiku proposed future cooperation with China in visual and performing arts.He said the Directorate of Arts in the Ministry of Youth, National Service, Sports and Culture is keen to develop future relationships that will lead to bilateral exchanges in arts education, assistance in the development of small arts businesses, the promotion of arts through the exchange of information on arts and participation in events in the respective countries."This can be achieved through the development of ties between the relevant institutions responsible for these areas, such as the line ministries responsible for arts, arts education colleges, performance theaters, art galleries and organizers of events such as festivals and expos," he noted.He also encouraged exchanges between musicians in the sphere of composition, conducting, and instrumental playing in both folklore and symphonic genres, and therefore invited China in the development of Namibia's National Symphony Orchestra.Hausiku also proposed for scholarships in information and communication technology (ICT), particularly policy development and regulatory framework, and linkages with Chinese ICT institutions for exchange purposes.

Instead, it can go through swings in a few years, according to a British study reported online in Nature.Teenagers' IQ can rise or fall 20 points over time, researchers from Wellcome Trust Centre for Neuroimaging of Kings College, showed in their study.IQ (short for "intelligent quotient") is an gauge of mental capability measured through a series of standardized tests of language skill, spatial ability, arithmetic, memory and reasoning.To get the findings, Cathy Price, senior researcher of the study, and her colleagues tested 33 British teenagers between the ages of 12 to 16 in 2004, who had average IQ scores around 100. Then the teenagers were retested four years later.The researchers found the volunteers' IQ scores went up and down over the four years, with some teenager's scores rising by as many as 20 points, and others' dropping by the same points."That is quite astounding," cheered psychologist Robert Plomin from the same university but not involved in the study. Dr. Price and her colleagues don't know the causes of such fluctuations in the scores they tested, but speculate that learning experiences might account the changes, reported by the Wall Street Journal Today. "We have to be careful not to write off poorer performers at an early stage when in fact their IQ may improve significantly given a few more years," stated Dr. Price cited by the Huffington Post.

PARIS, Oct. 15 (Xinhua) -- Faced with new problems such as sovereign debt and downward risks, all countries should work together to enhance coordination on macroeconomic policies to guard economic growth and financial stability with respective effort, Chinese delegates said Saturday here at the G20 Financial Ministers Meeting.The global economy is challenged by new difficulties which require all countries to join hands in fighting all sorts of protectionism either in trade or in investment, according to a statement issued by the Chinese delegation led by Chinese Financial Minister Xie Xuren and Central Bank Governor Zhou Xiaochuan.China suggested that leading developed countries should ensure economic recovery and financial stability in short term, while in the medium term enhance fiscal solidarity, accelerate structural reform and refrain the negative impact of macroeconomic policies.Meanwhile, China also stressed that the emerging countries should make their own contribution to tackle the problems. "The emerging markets should promptly take flexible and effective macroeconomic measures in order to control slowdown and tackle with impacts from inflation and capital flows," the statement said.Emerging economies "should also quicken their pace on structural reform in a bid to realize stable and faster growth," the statement added.During the two-day meeting, G20 financial leaders gathering in Paris welcomed the progress the Europe made on the eurozone debt issue on Saturday, but meanwhile expected the euro area to rely more on itself with bigger bailout fund to avoid contagion.

  

SEOUL, Jan. 6 (Xinhua) -- LG Electronics, the world's No.2 TV maker, said Friday that it will showcase a smart TV that runs Google TV during next week's Consumer Electronics Show (CES) in Las Vegas.The LG-made Google TV powered by Google's Android operating system (OS) will be unveiled next Monday at the U.S. consumer electronics fair in Las Vegas, according to an e-mailed statement by LG.The Internet TV will offer its Android-based user interface, enabling consumers to enjoy web browsing and social networking, LG said. Multi-taking will also be available as the Internet surfing, social networking and TV functions can be run simultaneously.LG's three-dimensional (3D) technology will be available through its Google TV. With a single click of a remote controller, any two-dimensional (2D) program or movie can be viewed in 3D due to the built-in 2D to 3D conversion engine."Through Google TV, LG has merged Google's established Android operating system with LG's proven 3D and Smart TV technologies, offering consumers a new and enthralling TV experience," said Havis Kwon, chief executive of LG Electronics' home entertainment business.
