SAN DIEGO (KGTV)- Unlike many of its neighboring communities, San Diego’s Midway District does not have any tall skyscrapers. But the local planning commission is hoping that changes very soon. For the last 11 years, the Midway Pacific Highway community planning group has had a plan to modernize Midway. With the city’s lease of the Valley View Casino Center coming up in 2020, the group is hoping to share some big ideas.“What better way to create more housing than in Midway,” Cathy Kenton, Chair of the Midway Pacific Highway Community planning group, said.The advisory group’s goal is to rezone much of the 1,300-acre district, to encourage new, mixed-use construction. A big part of that would be the 11,000 new dwellings, which could increase the residential population from 3,000 to 23,000 in the next 30 years. Except there is one problem — the city’s 30-foot height limit.In 1972, San Diegans voted on Prop D, which limits all buildings west of I-5 in the area (Coastal Height Limit Overlay Zone), to 30 feet.The commission believes this outdated law is stifling its potential growth, literally.“40 feet would be terrific, 70 feet would be awesome,” Kenton said. “Anything that would help us get a little more vertical would certainly open up the community, and not make it so dense.”The commission’s current redevelopment renderings do not include any high-rises.“So they’re all very flat and pretty boring looking, to be honest,” Kenton said. But they are still presenting these plans to the Smart Growth and land use hearing and to city council next week.Kenton says getting that approved is only the first hurdle. She believes the only way that Midway can reach its highest potential is if Prop D is overturned by the voters.That requires a community petition or a city council vote to put the measure on the ballot. “No one has a crystal ball for whats going to happen,” Kenton said. Kenton says the likelihood of getting the measure on the June or November ballots is slim, but they will keep trying.Those opposed to it say, constructing tall buildings would obstruct ocean views. If residents eventually vote to overturn Prop D, the committee says they will go back to the drawing board, to include mostly middle and some low-income high-rise apartments. 2319

San Diego (KGTV)- For weeks, the pandemic left nursing students at CSU San Marcos in limbo when it came to completing their graduation requirements. Now, thanks to the county, the students can get their clinical hours.When the pandemic hit in March, nursing students were forced out of public health facilities to get their hands-on experience for their classes.“We didn’t know when we were going to go back, and it was halfway through the spring semester,” says nursing student Winter Minton.Minton will be graduating from CSU San Marcos in the spring.The nursing student says for weeks, students were unsure about how they would obtain their clinical hours. A total of 135 hours are needed for two classes.“When we were ready to go back, the county was not willing, ready to have nursing students on site at all,” says Course Coordinator Madelyn Lewis.In August, the county opened a COVID-19 testing clinic on campus and allowed nursing students to work on-site. The students assist patients with self-administered COVID tests while wearing full protective gear.“Not only does it benefit us, but it benefits so many people,” says Minton. “I heard people driving all the way down from Irvine or Fullerton just to get the exam done.”Minton says the walk-in clinic sees more than 300 patients a day.The testing site is open to the public seven days a week. 1363

SAN DIEGO (KGTV)- Thieves hit a well-known business causing thousands of dollars worth of damage. Bill Howe Plumbing, located on Aero Drive, had their work trucks vandalized as thieves steal gas from the gas tanks. Fleet manager Rhett Wheeler says the business has been targeted at least three times in the last month. “Its a shock that someone will crawl underneath a car with a drill, drill a hole in a gas tank, to steal a couple of gallons of gasoline,” says Wheeler. Thieves have damaged at least 10 vehicles, costing the family-owned company around ,000 in damages. “We end up losing a truck for two or three days per occurrence,” says Wheeler. Wheeler is urging everyone, including businesses, to check their vehicles of leaking gas before driving off. The company has reported the incidents to police. Managers are also working on more security measures for the future. 889

SAN DIEGO COUNTY (KGTV)-- While most beaches in San Diego County are entirely closed due to the Coronavirus pandemic, Coronado, Torrey Pines, and Oceanside do not have hard-closures. However, most of the visitors at the still-open beaches were doing their part in maintaining proper social distance. Get out and stretch out. Many people found one of the rare places in San Diego County to do so: Coronado Beach. "All the gyms, and everywhere you can get a little exercise, are closed," Manhattan Beach resident, Ryan Darling said. "I actually came out just to stretch my legs a little bit and get out of the house to do some lunges." Darling is visiting a friend in Coronado. He was worried the beach here would be packed. But many are finding it to be pretty mellow. "It's just as nice to see that it's not crazy on this nice, beautiful Saturday," Coronado resident, Brenda Byrnes said. Coronado Lifeguards periodically make announcements over the loudspeakers to take enforcement to the next level. "We're trying as hard as we can to keep the beach open. So we ask that you guys remain in motion," lifeguards said. If they see anyone loitering, sunbathing, or quietly sitting on the sand, they tell them to get a move on. It's a message most people seem to be following. "I went the whole way, and we just wave hi to one another from six feet and keep going," Darling said. The same goes for Oceanside. The beaches there have similar soft-closure rules. The parking lots, Pier, picnic areas, and playgrounds are closed. Congregating is strictly prohibited. These cities are following State guidelines practiced at Torrey Pines State Beach. Parking lots are closed, so visitors must hike into the beach. But some fortunate folks found street parking. "It's our lucky day!" visitor, John Hughes laughed. "Get out, get some sun, and then we'll go back home and hibernate."So far, visitors at the still-open beaches seem to be taking social distancing seriously. It's because if they do not, they know this luxury may be taken away at any time. "I hope they remain open, and to be used just the way they are right now," Byrnes said. SAN DIEGO (KGTV): The San Diego Zoo got quite a surprise this week when one of its Siamang Apes gave birth.It was a surprise because zoo officials had no idea the mother, Eloise, was pregnant.The zoo confirmed the birth to 10News, saying Eloise had been on birth control.The baby was born Monday morning.SDSU student Francelia Amaya was there shortly after the birth. She has been observing the Siamang apes for the past few months as part of a project for her Anthropology class.Amaya says Eloise had been acting oddly that morning."She was really uncomfortable," says Amaya. "She was trying to find the right position. There were a lot of odd behaviors."Amaya got a few pictures and cell phone video of Eloise holding the new baby and swinging around the ape enclosure with the newborn in her arms.Eloise and the baby were taken out of the exhibit shortly after the birth, as was the father. All three are in observation right now.According to the zoo's website, Eloise is "is the best mom a young siamang could hope to have. She's had lots of practice, having given birth to seven youngsters over the years."The zoo says Siamangs are one of a few primate species that form permanent pairs. Eloise and the father, Unkie, have been together since 1987.There's no word from the zoo about how long they'll be kept out of the public eye. 1353
