BEIJING, March 15 (Xinhua) -- The following is the full text of the Report on the Implementation of the 2008 Plan for National Economic and Social Development and on the 2009 Draft Plan for National Economic and Social Development, which was submitted on March 5 for review at the Second Session of the 11th National People's Congress:     REPORT ON THE IMPLEMENTATION OF THE 2008 PLAN FOR NATIONAL ECONOMIC AND SOCIAL DEVELOPMENT AND ON THE 2009 DRAFT PLAN FOR NATIONAL ECONOMIC AND SOCIAL DEVELOPMENT     Second Session of the Eleventh National People's Congress March 5, 2009     National Development and Reform Commission     Fellow Deputies,     The National Development and Reform Commission has been entrusted by the State Council to report on the implementation of the 2008 plan for national economic and social development and on the 2009 draft plan for national economic and social development for your deliberation and approval at the Second Session of the Eleventh National People's Congress (NPC), and also for comments and suggestions from the members of the National Committee of the Chinese People's Political Consultative Conference (CPPCC).          I. Implementation of the 2008 Plan for National Economic and Social Development          The year 2008 was an extraordinary and eventful year for China. Our country's economic and social development experienced a variety of severe challenges and tests that were hardly anticipated and rarely seen. Under the leadership of the Communist Party of China (CPC), the people of all our ethnic groups thoroughly applied the Scientific Outlook on Development, followed the plan for national economic and social development adopted at the First Session of the Eleventh NPC, surmounted numerous difficulties, and eliminated interference from emergencies of all kinds. Finally, we won great victories in dealing with the devastating snow and ice storms in parts of the south and the massive earthquake that hit Wenchuan, Sichuan Province. We successfully held the Beijing Olympic and Paralympic Games and accomplished the Shenzhou VII manned space flight mission. In particular, we actively responded to the severe impact of the global financial crisis, sustained steady and fairly rapid economic development and maintained social harmony and stability. The Plan for 2008 was, on the whole, implemented well.          1. The economy grew steadily and rapidly.     China's GDP topped 30 trillion yuan in 2008, a year-on-year increase of 9.0% and more than five percentage points higher than the average world economic growth rate. The value-added of large industrial enterprises increased by 12.9% over 2007, with that of light and heavy industries rising 12.3% and 13.2% respectively. Retail sales of consumer goods rose 21.6% to 10.85 trillion yuan, up 4.8 percentage points. Fixed asset investment across the country totaled 17.23 trillion yuan, up 25.5%. Domestic demand, particularly consumer demand, played a greater role in boosting economic growth.     Economic performance continued to improve. National revenue reached 6.13 trillion yuan in 2008, up 19.5% year on year. Energy consumption per unit of GDP continued to decline in 2008, down 4.59%. Sulfur dioxide emissions and chemical oxygen demand kept falling, down 5.95% and 4.42% respectively, and this trend became more firmly set. Water consumption per 10,000 yuan of value-added by industry dropped by 7.0%. Efforts were intensified to use land more economically and intensively, resulting in continued improvement in land-use efficiency.    2. There was a gradual decline in the rate of price increase.     We adopted comprehensive policies and measures to counteract the great pressure that ballooning domestic food prices and the surge in the prices of grain and oilseed on the international market in the first half of 2008 placed on our efforts to stabilize prices. On the one hand, we worked to ensure adequate supplies. We formulated and implemented supporting policies to boost grain, oilseed and egg production and hog and dairy farming. We strengthened the emergency allocation and transport of important farm and sideline products, improved coordination between their production and sale, and alleviated problems concerning the sale and distribution of grain in northeast China and farm products in some areas, especially disaster-stricken areas. We took measures that combined fiscal and tax policy support, export controls, import inducements and manipulation of state reserves to ensure adequate market supplies and steady prices for important commodities such as grain, refined petroleum products and fertilizer. On the other hand, we strengthened market oversight. We instituted temporary measures to hold down the prices of grain, edible vegetable oil and other important commodities. We organized and carried out inspections focused on prices for agricultural supplies, refined petroleum products, medical care and drugs, and charges related to farmers, enterprises and education; actively encouraged business managers to exercise self-discipline in setting prices; and severely cracked down on violations of the law such as hoarding for speculation and colluding to drive up prices. At the same time, we raised the level of the cost of living allowances twice to ensure that the basic living standard of low-income groups would not be significantly affected by price increases. Beginning in the fourth quarter, the inflationary pressure subsided considerably. The consumer price index (CPI) rose by 5.9% for the year. The rate of price increase for means of production, including agricultural supplies, also fell rapidly, with producer prices for means of production in December down 1.9% year on year and the inflation rate for agricultural supplies down 12.4 percentage points from its July high.

LIAOYUAN, Jilin Province, Feb. 8 (Xinhua) -- From March to September last year, 48-year-old Li Guizhi visited the detention house of the Liaoyuan City in northwestern Jilin Province five times, asking detainees whether they had been tortured.     Her question list also included: "Do you know you have the right to ask lawyers?", "Do you have enough food every day?", "Are you taken to see a doctor when you are not well?".     Li, a community director of the Nankang Street of the Longshan District of Liaoyuan, was in her spare time a public inspector of detention houses. It means she could randomly select time to visit local jails and randomly choose detainees to talk to.     She was also entitled to inspect the jails' condition and examine the jails' records so as to ensure that custody procedures were in line with the law and detainees were not treated inhumanely.     As the first pilot city of the detention inspection system in China, Liaoyuan had 20 public inspectors like Li. They were doctors, teachers, entrepreneurs, civil servants or community workers. Meanwhile, they were either local legislators, political advisors or "people's supervisors", a voluntary post to oversee jurisdiction. They were recommended to be selected as public inspectors thanks to their legislation or public working experience.     These inspectors who had received legal training would put forward proposals for improvements after each tour of the detention house which, therefore, would be obliged to ameliorate its living or working conditions accordingly.     This year, the pilot program continued to be unfolded in Jinzhong of northern Shanxi Province and Zhang Jiagang of eastern Jiangsu Province. More cities would be added to the list.     The Research Center of Litigation System and Judicial Reform under the Beijing-based Renmin University of China was the organizer of the program in China.     Sponsored by the European Union, the program was part of a package of cooperation agreements in political, legal, cultural and economic fields. Legal cooperation between China and Europe covers areas such as the death penalty, anti-torture and professional training of judges and prosecutors.     Chen Weidong, a professor with the Renmin University who was in charge of the program, told Xinhua that treatment of detainees, to some extent, reflected the level of protection of the public's rights and interests.     "Through the introduction of public supervision, which is more independent, to oversee the detention place exercising its power, the system is conducive to ensuring that prisoners are treated in accordance with the law," he said.     China signed the United Nations Convention against Torture in Dec. 1986 which ensured that torture was a criminal offence. "Parties must promptly investigate any allegation of torture, and victims of torture must have an enforceable right to compensation," it said.     In addition, the UN passed in 2002 the Optional Protocol to the Convention, which encourages the establishment of an international inspection system for places of detention.     Currently, more than 20 countries, mainly European nations, have set up the system. Many other developed countries, including the United States, have not established such a system.     According to the Chinese law, law makers and political advisors were entitled to patrol detention places, reflecting parliament's and political advisory bodies' supervision over administrative organs.     Over the past few years, Chinese procuratorates had set up the "people's supervisor" system, in a bid to prevent injustice amid law execution. Most procuratorates of the country had selected people's supervisors.     However, the Supreme People's Procuratorate statistics show Chinese procuratorates punished 930 government workers in 2006 who illegally took people into custody and extorted confessions by torture.     Chen said in the past, supervision was mainly institutional, such as recording and videotaping, and asking lawyers to be present, when interrogating suspects.     "Public supervision, which we currently advocate, enables the public to gain a close and independent observance of the detention places, the result of which is more convincing and can help improve China's image in protecting human rights," he added.     Chen said the inspection system examined many factors, ranging from living conditions of detention places to the fulfillment of various legal rights and interests.     "It neither depends on high-tech equipment nor is confined to the number of legal workers or the time of working, so it can be promoted in any region with any economic situation," he added.     However, a survey about the pilot program, conducted by the Renmin University, showed that detectives generally opposed to the system, saying inspection activities in detention places would "disturb their working plans and easily allow detainees refuse to confess".     Many lawyers believed the "independent" inspection should be worthy of the name, which means detention house staff should be absent when inspectors talked to detainees. It could alleviate detainees' pressure.     TO BE PROMOTED NATIONWIDE     As a main propeller of the program in Liaoyuan, Wang Wensheng, the chief procurator of the Liaoyuan People's Procuratorate, admitted, "All reform will face resistance, risks and blame."     Chen said local officials' open-mindedness and achievements of local judicial reform was considered as key factors in selecting pilot cities. Liaoyuan was an outstanding example.     The first phase of the program, which started as early as 2006,ended last year. The second phase, with Jinzhong and Zhang Jiagang cities added to the list, aimed to find out if the system would be feasible in the country's hinterland and economically prosperous regions.     The project team hoped the system, which was considered as an innovation of China's judicial reform, could be promoted nationwide, but no timetable could be set at the moment. The project was scheduled to end in 2012.     Cheng Lei, a member of the project group and a post doctorate with the law institute of the Chinese Academy of Social Sciences, said, "Hopefully, the system can be extended to other parts of the country through legislation. Provincial legislation is easier, such as a law on detention place inspection system in northwestern Jilin Province."     Li Guizhi, the Liaoyuan public inspector, said she felt a great honor when becoming an inspector.     "Such voluntary work, without any payment, should convey a message to the world that China's efforts against torture is in line with international practice," she said.

The achievements included:     First, a new consensus was reached on jointly dealing with the challenge of the international financial crisis.     President Hu made the visit at a time when the impacts of the international financial crisis are gradually expanding, Yang said, adding that such impacts have spread from developed countries to emerging markets and developing nations, and affecting the real economy, posing increasing challenges to developing nations including China, Saudi Arabia and those in Africa. Second, China's ties with Asia and Africa were pushed to a new stage.     Yang said the five nations and China enjoyed a solid political groundwork to further promote bilateral relations.     During his trip, leaders of the five countries and Hu held discussions and reached broad common ground on such significant issues as how to boost friendly cooperation, implement measures announced at the Beijing Summit of the Forum on China-Africa Cooperation in 2006, and forge a new type of strategic partnership with Africa, Yang said.     In Saudi Arabia, Hu proposed guiding principles and measures to boost the China-Saudi strategic friendship, promote all-round pragmatic cooperation, as well as deepen cooperation between China and the Gulf Cooperation Council.     In the four African countries, Hu met their leaders on the further development of friendship and cooperation. Visiting Chinese President Hu Jintao (L) meets with his Senegalese counterpart Abdoulaye Wade in Dakar, capital of Senegal, Feb. 13, 2009They exchanged in-depth views on the current situation in the Middle East and Africa as well as other international and regional issues, and agreed to boost bilateral ties and push forward friendly cooperation to a new stage.     The president said as a developing country, China was ready to have closer cooperation and collaboration with the five nations, jointly maintain the interests and rights of the developing countries, and join hands with them to promote the South-South cooperation and North-South dialogue.     Third, to promote mutual benefit and win-win cooperation     Yang said Hu's tour to the five developing countries further deepened cooperation in various fields with them.     During the visit, China signed more than 20 cooperation agreements with the five nations in the fields of economy and trade, investment, energy and quality control, health, culture and infrastructure construction to further extend the depth and width of pragmatic cooperation.     During his visit to the African countries, President Hu said China would strengthen cooperation with them in agriculture, textile and infrastructure construction on the basis of mutual benefits, and a win-win principle.     Hu visited some China-aided projects, as part of follow-up actions to the Beijing Summit of the China-Africa Cooperation Forum. In Mali, Hu inaugurated a China-aided bridge construction project in the capital of Bamako and attended the inauguration of the China-Mali anti-malaria center.     Hu also attended the completion ceremony of Tanzania's state stadium and the Chinese culture center in Mauritius. He put forward new measures to enhance China-Africa cooperation, such as offering more chances for personnel training and scholarships to the four countries.     Yang said that China had developed comprehensive friendly relations with the four countries and provided unselfish assistance.     During Hu's visit, China reached consensus with the four African countries on enhancing bilateral trade and deepening pragmatic cooperation, which fully demonstrates the China-Africa cooperation has great potential and broad prospects based on equality, mutual benefits and a win-win principle for all.     Fourth, to create fresh highlights of friendly exchanges with local people.     President Hu received an abundance of warm greetings from the local people, an indication that Sino-Saudi and the Sino-African friendships were deeply rooted in the hearts of the people, Yang said.     At airports, meeting venues, stadiums, construction sites, hospitals and even classrooms, Hu talked with the local people from various walks of life in a gentle and friendly manner.     Despite a tight schedule, Hu managed to meet with the media in all the countries he visited and, on behalf of the Chinese people, extended good wishes and friendship to the local people.     In the Malian capital of Bamako, tens of thousands of local people, from the outskirts all the way to Hu's downtown hotel, waved the national flags of both countries and chanted "Thank you, China," and "Long-live China-Mali Friendship" in a voluntary yet grand gesture of welcome for Hu.     During the completion ceremony of Tanzania's state stadium, a Chinese assistance project, more than a hundred teenagers performed Chinese martial arts and acrobatics, and sang popular Chinese folk songs such as "Na Ni Wan" which is about a great production campaign near Yan'an during the revolutionary 1940s.     Hu also showed his concern for Chinese aid workers in Africa. He met with a Chinese medical team in Mali and encouraged them to make further efforts to help their Malian counterparts to develop the country's medical and health industry.     In Tanzania, Hu paid tribute to a cemetery for Chinese experts who had worked and died in the country in honor of pursuing China-Africa friendship.

BEIJING, March 10 (Xinhua) -- Lhasa is stable, and troops there are in normal state, said Qiangba Puncog, chairman of the Tibet regional government, on Tuesday.     "I was told in a phone talk with Lhasa in the noon that the whole city is stable and troops are in normal state as usual," he said in Beijing after a plenary meeting of the National People's Congress.     He told Xinhua that he absolutely agrees with President Hu Jintao's remarks on Monday when Hu called for a "Great Wall of stability in Tibet."     "It (Hu's call) is a good and long-term consideration," said Qiangba Puncog.     On March 10, 1959, an armed rebellion was staged by the upper ruling class in Tibet in an attempt to preserve the old serfdom. The rebellion was quickly foiled by the People's Liberation Army, and the central government then decided to begin a democratic reform which put an end to serfdom and the theocratic regime.     Qiangba Puncog said that the ** Lama and his secessionists clique have kept on smearing the central government and the Tibetan regional government over the past 50 years, but time and facts would prove what they said are nothing but purely lies.     "They always lie that more than 1 million Tibetans had been killed in the past 50 years, but the truth is that the population in Tibet increased from 1.2 million in 1959 to 2.87 million in 2008," he said, adding Tibetans and people from other ethnic minorities now account for more than 95 percent of the population in the autonomous region.     "The fabrication of the so-called 'genocide' in Tibet has become a stock-in-trade for them to cheat the world," he said.
