SAN DIEGO (KGTV) - San Diego area fire agencies are boosting staffing levels ahead of what may be the worst Santa Ana wind event this year. The intense weather situation, due to start Tuesday night and last through Thursday, has crews working extra shifts. Cal Fire San Diego has nearly all of its 500 firefighters on duty to staff equipment and fill support roles, an agency spokesperson said on behalf of Chief Tony Mecham. Cal Fire also brought 150 out-of-state fire engines to California. San Diego County has an additional 15 fire engines, five patrols, six water tenders, and support elements including a Cal Fire communications unit. The California Office of Emergency Services also announced Tuesday it was coordinating to pre-position fire equipment and personnel ahead of Santa Ana conditions. Two strike teams consisting of five engines are staged in San Diego County, along with a helicopter. The San Diego Fire-Rescue department said staffing would be increased Wednesday morning at 7 a.m. due to the wind event.Two firefighting helicopters are available around the clock, according to spokesperson Mónica Mu?oz. SAN DIEGO (KGTV) - San Diego Police are investigating Monday a woman's report that she was held against her will in Rancho Pe?asquitos.A woman arrived at a home on Caminito Cuadro at 10:45 a.m. and said she had been kidnapped and held captive in a neighboring house, police said. The location is in a residential area near SR-56 and Carmel Mountain Road.Neighbors told 10News they saw a naked woman covered in a bedsheet leave the home.The woman was taken to a nearby police station for an interview, police said.10News is monitoring developments in this story. 569

SAN DIEGO (KGTV) - San Diego Congresswoman Susan Davis wants the Navy to analyze whether there is a national security threat related to sewage spills along the US-Mexico border.The military is set to build a billion Navy SEAL training facility near Imperial Beach. The area has experienced 160 days of sewage spill closures to parts of its shoreline over the past three years, Davis reports.Davis wants a Navy assessment of how construction and future training at the site could be affected by the spills. “We need a whole of government solution to the sewage spills,” said Davis. “We know the environmental and economic impact these spills have. What we don’t know, with the Navy planning to stage training operations in potentially contaminated waters, are the national security concerns. The Navy should take a look at this and coordinate with relevant agencies to assess what can be done to prevent future spills.”Davis, a senior member of the House Armed Services Committee, wants to include language in this year’s defense bill to get a report from the Navy on the matter.“The Navy’s coastal campus will be vital for national security,” Davis said. “The last thing we want is our elite Navy SEALs training in water contaminated with sewage. Nor do we want training operations delayed.”Davis is requesting the Navy work with the Department of State, the EPA, the Department of Homeland Security, the International Boundary Water Commission, and the Department of the Interior to assess how national security will be affected by future spills and how they can be prevented. 1598

SAN DIEGO (KGTV) — San Diegans played the role of Santa and Mrs. Claus on Saturday as they delivered some holiday cheer to seniors in need downtown.Volunteers from the non-profits Serving Seniors and Friends of Downtown teamed up to deliver bags filled with essentials to seniors. Bags were filled with items including food, blankets, fresh towels, and other care products.Organizers of the event say that the seniors they serve don't have families or anyone to visit them and, in some cases, this is the only present they receive during the holidays."Serving seniors sent us pictures last year and we got to see seniors receiving them and it brought tears to your eyes," Lori Carpenter, with Friends of Downtown, said.More than 200 bags were handed out during Saturday's event. 786
