SAN DIEGO (KGTV) - San Diego Police are investigating an alleged attack on three women in hijabs in Little Italy as a possible hate crime. The incident happened around 12:45 p.m. Sunday on Columbia Street near Beech.Three women in hijabs were walking under scaffolding when a man approached from the other direction. Despite one woman moving to give him room, witnesses say 50-year-old Kyle Allen lunged his shoulder into one of them. "Fists started flying, and it was his fists. He started swinging at the women, trying to hit the woman that he almost knocked down, but he ended up hitting one of the other women," said a witness named Amy, who called 911 during the altercation. A hijab is a headscarf worn by some Muslim women. Amy, who asked us not to use her last name, said she also saw Allen rip off one of the women's hijabs from her face. "As I got closer I heard him calling her names and telling them to go back to where they came from," Amy said. Cell phone video shot after the incident showed Allen, going back and forth with bystanders. He ultimately walked to his high rise apartment around the corner. Witnesses followed him and pointed police in his direction.A San Diego Police spokesman told 10News that Allen greeted officers at his unit with a handgun that had a silencer. He was arrested without incident on firearms, battery, and criminal threat charges. Calls and texts to Allen's phone were not immediately returned. SAN DIEGO (KGTV) -- San Diego Gas and Electric warned customers that the company may have to shut off power to some rural residents due to Santa Ana winds.The notifications come as the Valley Fire rages and a red flag warning remains through 8 p.m. Wednesday night. The company said it notified more than 16,000 customers about the possible public safety power shutoffs. San Diego businesses operating outdoors for the pandemic are making plans to stay dry.Since the pandemic started businesses in San Diego have had to get creative to stay afloat.Arthur Boia started PB Yogs as a way for yoga instructors to safely continue classes outdoors.“The thing with us is we’re yogi’s so we’re very flexible,” said Boia. “Whatever it takes.”They hold daily classes at Hospitality Point in Mission Bay where they implement temperature checks and social distancing.Boia says outdoor classes have been working out well under San Diego sunshine, but rain this weekend might pose some challenges.“If for some reason it starts raining and we have to cancel a class we’ll cancel it,” said Boia. “But as soon as it clears up, we’re gonna run right back out here and do yoga.”With rainy season underway, he’s looking for other ways to keep the yoga flowing.“When I was thinking of a tent, I was thinking to close off the back area so you can protect from the wind a little bit, but we also want to have good airflow for COVID reasons. As for the rain, that’s just something we’re gonna have to go by day-by-day," Boia said.Belmont Park is another business with outdoor operations.“We have our new go-kart track, our rock climbing wall, zip line, mini golf,” said Senior Marketing Manager Daniela Bower.The Belmont Park Harvest Walk event runs every Saturday through Nov. 14. SAN DIEGO (KGTV) - San Diego Police believe the man whose mud-covered body was found in the Tijuana River may have floated across the border into the United States, investigators said Friday. The man’s body was found Thursday in the river behind the Las Americas Premium Outlets, police said. He was partially covered in debris, water, and mud. An autopsy revealed the man had suffered traumatic injuries, but investigators did not provide details on the nature of them. “It is possible the man’s body was carried by the Tijuana River across the border into the United States, where it was discovered,” police said. The man had distinctive tattoos, which investigators hope to use to make an identification. SAN DIEGO (KGTV) - San Diego Police arrested a man on suspicion of killing the owner of an East Village flooring business, but a female suspect remains at large, detectives said Thursday.Kevin Eugene Cartwright, 51, was arrested in El Cajon Tuesday. Ten years his junior, she said she always looked up to Radda as a "cool older brother," who taught her everything from pop culture to how to grow up. She said the tragedy was so numbing, she still cannot accept it as reality. "I wake up everyone morning thinking, is this still a dream? Am I ever going to wake up from this nightmare?" Venus asked.Officers believe Kevin Cartwright and an unidentified woman killed Radda at Bottom Price Flooring on G Steet, October 10. Radda suffered trauma to his upper body and died at the scene."I can't imagine him thinking, am I going to go now? Do I call my kids? Do I call my wife? At the end of the day, I just want him to tell us, why?" Venus said.For more than a week, investigators looked for two disguised suspects caught on Radda's newly-installed surveillance cameras.
