SAN DIEGO (KGTV) – San Diego State University kicked off its 2020-21 school year Monday with almost all classes online in an attempt to keep students safe and prevent the spread of the coronavirus.While most classes are virtual this fall semester, there are many students who are still living on campus or having to go to school for other matters.Normally, SDSU would have about 7,500 students living on campus. As of the start of this school year, that number is down to 2,600.In addition to the lower number of students living on campus, the university created strict rules for moving in and having guests.The school is trying a positive messaging approach and hoping they can avoid outbreaks similar to what has happened at other colleges in the U.S.ABC 10News learned one SDSU student tested positive for the virus last week and is in self isolation.SDSU fraternities have imposed their own ban on social events this fall, and all recruitment events will be virtual with no in-person interaction.Fall sports have also been postponed due to the pandemic.The university is not testing students who arrive on campus, but testing is available on site.If students test positive or are exposed to COVID-19, SDSU has a detailed isolation and quarantine plan in place.As if having to deal with the pandemic wasn’t enough for SDSU -- students ABC 10News talked to weren't aware of the nationwide Zoom outages Monday, as classes were just beginning, and the school did not immediately responded as to whether the issues affected any of the first day's classes. 1562
SAN DIEGO (KGTV) -- San Diego traffic is costing local commuters thousands per year, according to a new report. The Urban Mobility Report compiled by the Texas A&M Transportation Institute takes a look at major cities around the U.S. and just how much time people waste every year stuck in traffic.According to the report, San Diegans spend an average of 64 hours a year stuck in traffic. All that waiting really adds up. The report says those same commuters spend ,440 in congestion cost a year. To come up with those numbers, the report looked at the value of the time wasted, estimated at .29 per hour for the average commuter and .94 per hour of truck time. The report was also compiled using average fuel cost – which is nearly a dollar more per gallon in the state of California. Los Angeles topped the list for most time wasted in traffic at 119 hours per year followed by San Francisco at 103 hours and Washington D.C. at 102 hours. 957

SAN DIEGO (KGTV) - San Diego-based Helix has new FDA Emergency approval for its COVID-19 test that will make getting a test easier.The test is now approved for self-administration and for asymptomatic people to take.That means testing sites can give more tests without having to increase their staffing levels."It simplifies the collection," says Dr. James Lu, the President of Helix. "You can do it without having to have another person watching you."The test is also much simpler than the traditional upper nasal swab, as it only requires the lower area of the nostril to be swabbed."It actually just goes into the anterior narrows of the nostril area, and you just rotate it five times in each nostril," says Dr. Lu."It can be totally done by yourself, is completely painless, and it takes less than 30 seconds."RELATED: University City lab switches gears to create COVID-19 testsHowever, unlike home-pregnancy tests or DNA swab kits, Dr. Lu says Helix's COVID test still needs to be done in a clinical setting, so medical professionals can report the results and advise patients after they get results."We still think it's essential to have a physician in the loop, particularly for those cases where you do have positives," says Dr. Lu. "Those patients do need to be reported, and also make sure they have the right guidance in terms of quarantine."The simpler, self-administered swab could also make people more likely to get tested since they don't have to go through the old way of testing, which involved a swab shoved all the way up their nasal cavity.More testing also means more people will know if they're sick even if they don't have symptoms. That will make it easier for businesses and schools to reopen in the future."We believe that accurate and easily available, fast turnaround testing is essential to controlling the disease," says Dr. Lu. "And it's essential for identifying individuals who are sick or potentially spreaders so they can quarantine."Helix plans to make 100,000 of the newly approved tests every day. SAN DIEGO (KGTV) - School districts across San Diego could begin to build affordable housing for employees and teachers who are struggling to make ends meet.Under the Teachers Housing Act of 2016, districts are now allowed to build housing on land they own. They can designate the homes specifically for teachers and employees, while still getting tax credits and funding usually only given to affordable housing projects open to the general public."The people working at schools need to live in the community they're working in," says San Diego County Board of Trustees Vice President Mark Powell. He recently published an article on the website VoiceofSanDiego.com advocating for the idea. He believes it would be a great way to make sure districts can attract and retain teachers who may not be able to afford California's rising housing prices."If wages are not high enough for them to afford to work in this area, then they're going to leave," says Powell. "That creates a vacuum, and it creates a shortage of a workforce."Right now, the average salary of a teacher in San Diego is ,314.That's less than half of what you need to make to afford a median-priced home in the area.Teachers we spoke with say they can't afford to live in the school districts they work for."I feel like an outsider," says Olympian High School Music Teacher Jennifer Opdahl. She drives about a half-hour to and from work every day. Opdahl says she has problems connecting with the community when she doesn't live there. She also gets frustrated that she can't vote on issues that affect her district. "I would be less stressed. I would be less exhausted. I would have better balance," Opdahl says of the benefits of living closer to campus. "All of those things equate to better health and, honestly, a longer career."San Diego Unified School District officials say the idea of using excess land to build housing is something they're already looking into. Recently, they partnered with Monarch Developments on an apartment complex in Scripps Ranch. The developer is leasing the land from the district and will designate 20% of the apartments in the complex as affordable housing. The district hopes their employees will be able to move into those units."We absolutely intend to be a part of the solution," says SDUSD Board Member Richard Barerra. He says the district is also looking at a handful of sites that they can turn into housing.Barerra says the district plans to move Central Elementary School in City Heights to a new location on the site of Wilson Middle School. He says the land where Central sits right now could become housing. He also says the district is considering renovating their headquarters on Normal Street to include a teachers' village with housing and open space. The district is also turning their old book depository building on 22nd Street and Commercial into a mixed-use development."To deliver quality education, you need quality educators," says Barerra. "So everything we can do to make it possible for great teachers and particularly young teachers to come into our district and teach our kids, it's all part of the investment in education that voters in San Diego have made."Because the districts already own the land, Powell believes they can bypass a lot of the planning steps that delay construction and add to costs. That would help keep the cost of rent down for teachers when they move it. It could also eventually become a way for districts to add money to their budget."You can use bond money, or you can get federal grants or loans from the state to build the units," says Powell. "Eventually, at some point, these lands start to pencil out and are positive cash flow."Barerra says he thinks SDUSD could have housing completed within 3-5 years."I think what we will do is create a sense of what's possible that other districts can look at and this can be really a big part of the solution," he says. 3939
SAN DIEGO (KGTV) -- Several men tried to scale the border fence at Border Field State Park Thursday evening.Video shows the men sitting on top of the wall attempting to get over. Border Patrol responded and agents were able to break up the crowd on the Mexico side of the border. Following the incident, the agency said it is willing to add agents in the area as needed. According to Border Patrol officials, about 167 arrests are made per day at the San Diego sector of the border. VIDEO: Migrants climb over border fence at Border Field State ParkEarlier in the week, dozens of migrants were caught on video climbing over the same section of the border fence. During that incident, several people successfully made it over the fence and onto the beach on the U.S. side of the border before being apprehended by agents. A total of 24 people, 18 men and six women, were taken into custody. According to Border Patrol, 23 of the people who crossed the border illegally were from Honduras while the 24th person was from Guatemala. 1036
