WUHAN, Nov. 14 (Xinhua) -- Chinese Foreign Minister Yang Jiechi said on Sunday that Sino-Indian relations have global influence as well as strategic significance.Yang made the remarks while meeting with his Indian counterpart, S.M. KUNMING, Nov. 21 (Xinhua) -- Ten people were detained following a dispute between coal mine contractors which led to a deliberate explosion, killing nine people and injuring 48 others in southwestern Yunnan Province, local police said Sunday.The explosion occurred at around 9 a.m. Thursday at a temporary shed built by the Xiaosongdi coal mine in Luxi county of Honghe Hani and Yi Autonomous Prefecture, according to local officials.Most of the casualties, however, were said to be with Yuejin coal mine, which is at dispute with Xiaosongdi coal mine.Local police concluded based on preliminary investigations the explosion was created by people.According to local authorities, the contractors for Xiaosongdi mine and Yuejin coal mine, which are close to each other, reportedly had a dispute after the underground shaft of one mine broke through into the other.Further, a spokesman with the provincial land and resources bureau said Sunday that the bureau had been investigating the dispute between the two mines and had been helping with the negotiations prior to the explosion.Pan Mingzhou, manager of the Yuejin coal mine, said, "the two mines had no dispute at all before October, and the negotiations were going well under the supervision of the provincial land and resources bureau.""I have no idea of why the explosion happened," Pan noted.The detainees included Wang Jianfu, contractor of the Xiaosongdi coal mine, and Zheng Chunyun, owner of the Yuejin coal mine, said the local police.Both of the mines have an annual production capacity of 90,000 tonnes.

BEIJING, Jan. 11 (Xinhua) -- China's Ministry of Civil Affairs on Tuesday sent more relief materials to southern regions that had been hit by icy weather, the ministry said in a statement.The batch of 35,000 quilts and 20,000 cotton coats were on their way to the Guangxi Zhuang Autonomous Region, Chongqing Municipality and the provinces of Sichuan and Jiangxi.Since New Year's Day, freezing weather along with sleet has affected several southern regions, disrupting traffic and lives.Weather forecast said Tuesday freezing weather and sleet will continue in south China over the next three days.

BEIJING, Dec. 9 (Xinhua) -- China's top economic planner said Thursday that prices for agricultural produce and materials continued to fall from Nov. 29 to Dec. 5, with some varieties seeing big drops. Food prices monitored in 36 major cities fell 0.2 percent from the previous week, said the National Development and Reform Commission (NDRC). Vegetable prices fell the most, with wholesale prices dropping for the fourth consecutive week and 16 out of 18 staple vegetables falling in price from early November, it said. Radish prices went down 32 percent, Chinese cabbage 28.6 percent, and rape 27.3 percent. Prices of lettuces, cucumbers, celery, cabbages and eggplants all dropped by more than 20 percent. Meanwhile, vegetable prices in 18 of the 36 cities were down by more than 15 percent on a monthly basis, said the NDRC. Prices in Lanzhou, capital of northwest China's Gansu Province, went down 35.8 percent, those in Xiamen, southeast China's Fujian Province, fell 31.9 percent, while in Haikou City, capital of Hainan Province in south China, prices dropped 27.2 percent. Also, prices in eight cities, including Shenyang, Shenzhen and Ningbo, were all down by more than 20 percent. Prices of production materials fell for a third consecutive week, according to the NDRC. Compared with the previous week, prices of major production materials fell 0.4 percent, up 0.3 percentage points. Urea prices moved down 1.5 percent week on week, while natural gas prices dropped 1.3 percent week on week. Prices of aluminum fell 0.8 percent, and those of rubber were down by 0.2 percent. Official figures showed that the country's grain output rose 2.9 percent year on year in 2010 to 546.41 million tonnes, marking the seventh consecutive year of growth for China's grain output. Food prices account for about a third of the weight of China's consumer price index (CPI), a major gauge of inflation, and the falling prices in farm produce and production materials are expected to ease some inflationary pressure. China's CPI rose to a 25-month high of 4.4 percent year on year in October and the hike was largely attributed to a 10.1 percent surge in food prices. UNITED NATIONS, Jan. 18 (Xinhua) -- China welcomes the smooth completion of the referendum in south Sudan, which is "an important step" towards the full implementation of the Comprehensive Peaceful Agreement, a senior Chinese diplomat said here on Tuesday. Addressing an open debate on the situation of Sudan in the Security Council, China's deputy permanent representative to the UN Wang Min said that the referendum in south Sudan is not an end in itself in implementing the CPA, instead, realizing sustainable peace, stability and development in Sudan is the final purpose. "No matter what the outcome of the referendum is, it is imperative to ensure the long-term peace and stability in Sudan and the region at large," said Wang. Wang noted that China hoped to see the north and south Sudan would continue to conduct dialogue and consultations, so as to reach an earlier agreement on such issues as the status of Abyei, wealth sharing and border demarcation, lying down a foundation for further promoting the north-south peace process. On Saturday, South Sudan referendum polling centers closed. The referendum will determine whether south Sudan remains a part of Sudan or becomes independent, in accordance with the 2005 CPA that ended a long-running north-south civil war. In order to assist Sudan in the referendum, China has donated to the Southern Sudan Referendum Commission 500,000 U.S. dollars in cash and provided its bureau with support in kind. China has also sent a group of observers to Sudan. Wang reiterated China's willingness to "work together with the international community and the parties concerned to continue to play an active and constructive role in promoting the long-term peace, stability and development of Sudan." Concerning the situation in Darfur region, Wang said that China supports a peaceful and comprehensive settlement to the Darfur issue, in particular the tackling of the root causes for the issue. "At present, the security situation in Darfur is very fragile, and humanitarian assistance is faced with many difficulties, " said Wang, "the root cause is the lack of a strong and widely supported political agreement in Darfur." China called on the Security Council and international community to strengthen support for political process in Darfur and urged the Darfur rebel groups to join the peace talks without conditions and delay, said Wang.
