BEIJING, Jan. 30 (Xinhua) -- China's National People's Congress (NPC), the top legislature, on Saturday voiced strong protest against Washington's plan to sell a package of arms worth about 6.4 billion U.S. dollars to Taiwan, urging the U.S. side to immediately withdraw the wrong decision. The U.S. government announced the plan "in disregard of the strong opposition and repeated representations from the Chinese side," said a leading official of the NPC Foreign Affairs Committee."We are firmly opposed to that (the plan), and has lodged severe representations to the U.S. side," the official said.Such a move is gravely against the three joint communiques between China and the United States, especially the "Aug. 17" communique, in which the United States promised not to seek to carry out a long-term policy of arms sales to Taiwan, and intended to gradually reduce arms sales to the island. The plan endangers China's national security and efforts for peaceful reunification. It also harms Sino-U.S. relations and peace and stability in the Taiwan Strait. "The Chinese people are strongly indignant about it," the official said. The arms package would include 114 Patriot (PAC-3) anti-missile systems, 60 UH-60M Black Hawk helicopters, 12 Harpoon Block II Telemetry missiles, 2 Osprey Class mine hunting ships and a command and control enhancement system, according to a Pentagon website.

BEIJING, March 11 (Xinhua) -- China's February consumer price index (CPI), a main gauge of inflation, is still within normal range, although the figure surged higher than expected last month.CPI rose 2.7 percent year on year in February, 1.2 percentage points higher than January, driven by a 6.2 percent rise in food prices, the National Bureau of Statistics (NBS) said Thursday.Yang Ziqiang, head of the People's Bank of China's Jinan bureau, said the hefty rise is because the Lunar New Year holiday fell in February this year, but in January last year. The Lunar New Year holiday, or Spring Festival, is the most important traditional festival in China for family reunion. People usually spend a lot on food, alcohol, cigarettes and gifts during the period.Yang, also a deputy to the National People's Congress (NPC), China's top legislature, made the sidelines of the ongoing NPC session.China targets a rise of consumer price of around three percent this year, says a government work report delivered by Premier Wen Jiabao at the parliament's annual session on March 5.Yang said severe inflation is unlikely to emerge this year, as market supply still outweighs demand, and government regulation on the real estate industry will help stabilize prices. But he cautioned against the consistent commodity price increases, as the international crude oil prices rebounded to above 80 U.S. dollars a barrel.Li Daokui, a financial professor with the Tsinghua University, said CPI rise exceeds the current one-year deposit interest rate, or 2.25 percent, which will enhance the expectation of interest rate rise.China's CPI ended nine months of decline in November last year, when it rose 0.6 percent, as the economy picked up thanks to the government's stimulus package. However, the unprecedented bank loans last year together with runaway housing prices pushed up fears for inflation and asset bubbles, posing a policy dilemma for the government to balance between sufficient economic growth and containing potential overheating.

ADDIS ABABA, Jan. 12 (Xinhua) -- China will lose no time in implementing the "eight new measures" to strengthen China-Africa cooperation in the next three years, said China's Minister of Commerce Chen Deming on Tuesday. The fourth ministerial meeting of the Forum on China-Africa Cooperation was held in the Egyptian resort of Sharm el-Sheikh on Nov. 8-9. At the meeting, Chinese Premier Wen Jiabao announced eight new measures the Chinese government will take to strengthen China-Africa cooperation in the next three years.     The success of the Sharm el-Sheikh meeting has opened a new page for China-Africa cooperation, Chen said during his talks with Erastus Mwencha, deputy chairperson of the Commission of the African Union (AU).     China will focus on improving African people's well-being, strengthening Africa's agriculture and infrastructure and expanding cooperation in human resources development, he said.     China will support Africa to increase its capacity for independent development, and join hands with Africa in tackling such challenges as the global financial crisis and climate change, in a bid to promote China-Africa friendly cooperation and Africa's economic and social development, said the Chinese minister.     Chen appreciated the AU's efforts to further Africa's integration process and develop China-Africa cooperation, saying China will continue to strengthen all-round cooperation with the AU, and support the AU to play a bigger role in regional and international affairs.     For his part, Mwencha said Africa and China respect each other and treat each other on an equal footing, adding that bilateral ties have stood the test of the time.     He believed the Sharm el-Sheikh meeting will further promote the development of cooperation between Africa and China.     China's eight new measures to enhance cooperation with Africa are consistent to Africa's practical needs, said the AU official.     Mwencha said the AU Commission is willing to play a bigger role in implementing the eight new measures and enhance dialogue between Africa and China.     Chen arrived here on Monday for a working visit, which will also take him to Mozambique and Tanzania.

BEIJING, March 16 (Xinhua) -- Chinese Vice Premier Li Keqiang Tuesday urged greater efforts should be made to expand medical reform this year.At a meeting of the leading group for furthering medical reform under the State Council, Li said to advance reform and development of medicine and health care cause, priority of work should go to establishment of a basic health care service system accessible to all and improvement of health care service at grassroots level.A good job should be done in basic health care insurance this year, with a goal of achieving notable increases in the numbers of urban workers and other residents taking out medical insurance policies. Chinese Vice Premier Li Keqiang (3rd R), presides over a meeting on deepening the country's medical reform in Beijing, capital of China, March 16, 2010"Great efforts should be made to encourage those working with economic organizations of non-public ownership, college undergraduates, self-employed people, and migrant workers to participate in the medical insurance program, while stabilizing the rate of participation in rural health care cooperative system well beyond 90 percent," said Li.The vice premier also promised to raise per capita subsidy by the government for basic health care insurance takers and participants in rural medical cooperatives to 120 yuan (17.64 U.Dollars).Li demanded not less than 60 percent of grassroots health institutions should use medicines on the essential drug list, urging authorities to take measures to reduce the prices of overpriced medicines. He also emphasized the importance of continuing to carry out major public health service programs, such as inoculation of 21 million children with Hepatitis B vaccines."It is also imperative to implement a plan nationwide for building a grassroots team of medical and health care workers, with training of general practitioners as the focus," said Li, who also set a target of training 60,000 general practitioners in three years. While urging efforts to improve long-term aiding ties among some 3,000 hospitals, Li said the reform at public hospitals should also be expanded and a good job should be done in experimental centers in 16 chosen cities. The vice premier also stressed need to encourage and guide social forces to build medical establishments.Li also asked government departments to strengthen leadership and provide financial support for the medical reform.

BEIJING, March 11 (Xinhua) -- A Chinese political advisor said here Thursday that it was "groundless" that some foreign media reports alleged China had hidden part of defense budget.Jia Yong, a member of the National Committee of Chinese People's Political Consultative Conference (CPPCC), made the remarks when commenting on some foreign media reports that part of China's military expenditure might have gone hidden as the country's defense budget growth slowed to 7.5 percent this year.Speaking on the sidelines of the ongoing annual session of the CPPCC National Committee, the top political advisory body, Jia called such reports were merely meant to draw more attention.China publishes the national defense white paper every two years, which is more detailed in military expenditure than many other countries, Jia said. The per capita defense budget of China is the lowest among the permanent members of the United Nations Security Council, and the country has dispatched the most servicemen and police officers for peacekeeping missions, Jia said. The Chinese government revealed last week that the country plans to increase its defense budget by 7.5 percent in 2010, compared with last year's 14.9 percent, to 532.115 billion yuan (about 78 billion U.S. dollars).
