SAN DIEGO (KGTV) - "It's not fair and it's not right," says Warren Peters of Spring Valley. He says he's been watching his son, Jahmes, spend several months fighting for his federal tax return. "People need this money. People have worked for this money. People have earned this money," says 24 year-old Jahmes.The young man tells Team 10 that he filed online in February and received his state refund, but not his federal refund. It's now been more than 7 months. A return summary shows he's owed almost ,200 from the IRS.Jahmes says he's between jobs and burning through his savings. His father tries to help but says he's retired and on a fixed income, so his means are limited."It doesn't feel too good depending on your dad at 24-years-old," Jahmes tells Team 10. Jahmes says he has repeatedly called, emailed and written to the IRS. He adds he was once asked to appear in-person to verify identity, which he says he completed. However, he says his efforts didn't yield clear answers from the IRS.On the IRS website, he showed us what he says is his filing status. "Your tax return is still being processed," is what it reads. "If the circumstances were different, [the IRS] would be knocking on [our] door looking for their money," says Warren Peters. "The IRS is just understaffed and overworked," says tax attorney Ronson Shamoun, CEO of Downtown San Diego's RJS Law Firm. He says long delays are not uncommon. "Yet, after it's been so long, there should be some indication as to what's going on or some sort of game plan as to what you can do."Shamoun says the best route to take is contacting the Taxpayer Advocate Service, which was created by Congress to facilitate aid for taxpayers dealing with related issues. The IRS website reports that most refunds are issued in less than 21 calendar days, but explains there are a number of reasons for delays, including possible errors, incomplete returns, and concerns about identity theft or fraud.  The IRS says it cannot respond to media inquiries about specific cases."He does have a right to be upset. He definitely does," says Shamoun. The Taxpayer Advocate Service can be reached https://taxpayeradvocate.irs.gov/   2371

SAN DIEGO (KGTV) --  It was a normal Thursday night for Rob Perelman. His Uber app was on and he was picking up passengers in San Diego. Then suddenly, things changed and his passengers got violent. You may have seen the video by now - a car crashing in Banker's Hill after the passengers began violently beating the driver.RELATED: Uber driver attacked by drunk passengersFriday, Perelman spoke for the first time about his early-morning attack. He told 10News what happened Friday morning isn't an Uber problem - they were just bad apples. "I've done 4,999 rides with good people," Perelman said. "And one with a bad person."Perelman gave that bad ride sometime after 1:00 a.m. Friday. He picked up the passengers in Banker's Hill and almost immediately realized they were drunk. "My gut feeling said to drive away," he said. "But I'm here to give people rides home, and I said you know what, 'we've all been the drunk guy just trying to get home from the bar, let me give these guys a ride home.'"MAP: Track crime happening in your neighborhoodHe only made it two blocks. "The guy in the back seat starts puking out the window...and if he can't make it two blocks, he's definitely not going to make it 10 minutes," Perelman said. So he pulled over and asked the two to get out of his car. He told 10News that he even tried opening the door for one of them."Still nothing happening, so I say a third time, 'get out of the vehicle or I'm calling 911,'" Perelman said. That's when things got dangerous, and the passenger next to him attacked with a fury of punches."And he's not stopping, he's just beyond the point now," Perelman said. "Probably doesn't know what he's doing, just starts throwing punches at my head, I can't get him to stop. I've got my glasses on, he knocks my glasses off."Perelman says he was left with two options. Take the beating or jump out of the car. He took option two, jumping out of the car while it was still in drive and running to a nearby house to call the police.After the car crashed, the passengers seemed to have a moment of clarity and took off. Perelman says he left behind a shoe, a cell phone and ,000 dollars in damages to his car.Even though he had a bad experience, Perelman says he just wants to get back on the road. "I'm just happy that I was able to get out safely and I've got a few bruises on my head, but I was able to walk away, so I'm lucky that it didn't escalate," Perelman said. SAN DIEGO (KGTV) — A jury has reached a verdict in the trial of a woman accused of drunkenly dragging her co-worker with her car before fatally running him over in Kearny Mesa.Latisha Ingram, 33, was convicted of second-degree murder, gross vehicular manslaughter while intoxicated, hit-and-run and drunken driving in the death of 25- year-old Ha Minh Ta.Prosecutors say Ingram, Ta, and a group of co-workers went out for drinks on Convoy Street last June, when Ingram tried to driver herself home. Ta tried to stop her, eventually grabbing the door of her car.
