BEIJING, Dec. 13 (Xinhua) -- China's top legislature said Monday in a statement that it will continue discussing a draft amendment to the Criminal Law, which proposes tougher punishments for those involved in organized crime and drink-driving.Members of the National People's Congress (NPC) Standing Committee will discuss the draft amendment at an upcoming bi-monthly session scheduled for Dec. 20-25, according to a statement issued after a meeting of the chairman and vice-chairpersons of the NPC Standing Committee, presided over by chairman Wu Bangguo.The legislature conducted the first reading of the draft amendment in August.Wu Bangguo (C), chairman of the Standing Committee of China's National People's Congress (NPC), presides over the 54th chairpersons' meeting of the 11th NPC Standing Committee at the Great Hall of the People in Beijing, capital of China, Dec. 13, 2010. XIANGTAN, Hunan, Dec. 1 (Xinhua) -- Experts and rescuers said Wednesday there was little hope of finding seven miners trapped underground alive after a coal mine was flooded nearly one day earlier in Hunan Province.The flood happened at 11:38 p.m. Tuesday in a pit at the Yide Coal Mine in Xiangtan County, trapping seven miners at a depth of 89 meters, said Zhao Jun, one of the experts involved in the rescue operation.The miners were believed to be stranded in a tiny area and it is possible they have drowned, said Zhao, who is also the chief engineer of Hunan's Coal Industry Bureau.In addition, the oxygen density was tested to be 8 percent at a depth of 83 meters in the flooded pit, indicating less oxygen at the level where the miners were trapped, which increases the possibility of suffocation, rescuers said.However, rescuers are still trying to install more pumps to drain the water.A spokesman with the emergency rescue headquarters said Yide, a small mine that had doubled its annual output to 60,000 tonnes after recently merging with a neighboring mine, had been warned due to safety concerns, both orally and in writing, over the past four weeks.Senior executives and major shareholders of the mine are now in police custody.

That's as the two countries have made big achievements on politics, economy, culture and society, sending their bilateral relations to a "new historical point."German Chancellor Angela Merkel visited China in July and met Premier Wen Jiabao and President Hu Jintao. During her visit, China and Germany issued the second communique in two countries' history, which was considered a historical event by both sides.The Sino-German relations have entered a new phase, Merkel said. BEIJING, Dec. 3 (Xinhua) -- During the 11th Five-Year Plan period (2006-2010), China spent 3.26 trillion yuan on social security, an annual increase of 17.6 percent, the Ministry of Finance (MOF) told Xinhua Friday.Wang Jun, vice minister of the MOF, said in the 2006-2010 period, the social security expenditure from the central government stood at 1.4 trillion yuan (210.19 billion U.S. dollars), which was 2.1 times the expenditure in the previous five years.As the improvement of civil welfare is a crucial component of the harmonious society China is pursuing, financial authorities at all levels should continue to raise investments in social security when making the 2011 fiscal budget and plans for the 12th Five-Year Plan starting from 2011, Wang said.
