His famous works including the article Democracy Is A Good Thing, which has been widely circulated and sparked heated discussions home and abroad.By exercising democracy in elections, decision-making, management and supervision and guaranteeing the people's rights to be informed, to participate, to be heard and to oversee, the ruling party and the government are emancipating themselves and stepping up governance reform for good governance, Yu said.Observers believe the 12th five-year program will go beyond plans of economic and social development to involve administrative, political, social and cultural restructuring.Wang Yukai, a professor at the Beijing-based Chinese Academy of Governance, said the country's next five-year program will become a major step on the road to build an effective and accountable government."Good governance is a guarantee for CPC to remain in power," Wang said.Hu Angang, director of the Center for China Studies, a top think tank for policy-making under the Chinese Academy of Sciences and Tsinghua University, said the Scientific Outlook on Development would be carried out in an all-round way in the next five years.The Scientific Outlook on Development was proposed by the CPC in 2003, against the backdrop of rapid economic growth and a series of problems including excessive consumption of resources, damages to the environment and a widening gap between the rich and poor. It was inscribed in the CPC Constitution in 2007 at the 17th CPC national congress.

GUANGZHOU, Oct. 10 (Xinhua) -- Police conducted a hostage rescue drill on Sunday in south China's Guangzhou City as authorities beefed up security about one month prior to the opening of the 2010 Asian Games.Police first practiced rescue operation simulating the bus hostage crisis in the Philippine capital about two months ago. Eight Hong Kong tourists were slain during an ill-prepared rescue by the Philippine police against a lone gunman who hijacked a tourist bus in Manila on Aug. 23.Police officers were not told of the time and location of the drill in advance to test the emergency response of the city's police forces, a senior police officer said.During the drill, a group of armed men "hijacked" a bus carrying athletes and gunned down security guards on their way out of the Asian Games Village. After "negotiations" failed, police quickly broke into the bus and seized the attackers.The second part of the drill involved in rescuing "hijacked" foreign athletes in a room in the Village.After finding the hijackers attempted to kill the hostages, the police stormed the room, overwhelming the attackers and freeing the hostages.Chinese authorities have activated over one hundred checkpoints on the roads and waterways linking areas to the hosting cities of the Games on Sunday.A total of 132 checkpoints, scattered in Guangdong Province and five neighboring regions, are responsible for screening people, vehicles and goods, officials with the Ministry of Public Security said.The 2010 Asian Games is scheduled to open on Nov. 12. The events will be held in four cities in Guangdong.

HANOI, Oct. 28 (Xinhua) -- Chinese Premier Wen Jiabao on Thursday met separately with the prime ministers of Vietnam, Cambodia and Laos in Hanoi ahead of a series of summits between the Association of Southeast Asian Nations (ASEAN) and its partners.At the meeting with Vietnamese Prime Minister Nguyen Tan Dung, Wen hailed Vietnam's preparation for the upcoming meetings, saying that China would join with Vietnam to ensure the success of the meetings at a time of profound changes going on in the international situation.Wen called for proper handling of the issue of South China Sea, saying it is of vital importance to the sound and stable development of China-Vietnam relations.He noted that China and Vietnam have established a negotiation mechanism to solve the issue, and he hoped the two countries would discuss and sign an agreement on basic principles guiding the solution to the issues of the sea as early as possible.Dung agreed with Wen's remarks.Expressing the high importance China placed on the summits, Wen said China would strengthen communication and coordination with Vietnam and work with all sides concerned to push forward East Asian cooperation.Wen said friendship and cooperation have remained the mainstream of China-Vietnam relations since the establishment of the bilateral diplomatic ties 60 years ago. He said sound and stable development of the relationship is of vital importance to both sides and the region.The premier vowed that China would maintain high-level contacts with Vietnam, establish a hotline between leaders of the two countries, and strengthen consultation between all departments to enhance their mutual trust, deal with disputes appropriately and promote common interest.

  

GUANGZHOU, Nov. 4 (Xinhua) -- China's first inter-city subway, linking two southern China cities hosting the 2010 Asian Games, started operations Wednesday.The 21-kilometer Guangfo Line connects Guangzhou City with Foshan City, both in the manufacturing hub of the Pearl River Delta region in Guangdong Province.Riders on the subway will find that the travel time between the two cities has been reduced from 90 minutes to 30 minutes, said sources with the subway company Guangzhou Metro.The line has 14 stations and a ride from end to end costs only six yuan (less than one U.S. dollar).Local authorities have been pushing for the increased integration of cities in the Pearl River Delta and consider the operation of the Guangfo Line a big step in that direction.The subway was purposely opened one week prior to the start of the 2010 Asian Games. The competitions will be held in Guangzhou, Foshan, Dongguan, and Shanwei.
