The Chinese-African People's Friendship Association (CAPFA) will nominate 10 Africans Who Have Deeply Moved Chinese People next month, in a moved aimed at cementing civilian diplomacy between the two sides.The 10 candidates are expected to be unveiled at the next Forum on China-Africa Cooperation (FCAC) late next year.Chen Haosu"CAPFA's recognition will benefit both peoples by enhancing mutual understanding and trust," Chen Haosu, president of the Chinese People's Association for Friendship with Foreign Countries, said.The awards will go to Africans "who have made great contributions to bilateral ties", Wang Tong, an representative of the CAPFA, said, adding that the association is identifying criteria of eligible candidates.The first round of nominations will involve all 131 councilors of the CAPFA, Liu Hongmin, also from the association, said."Our councilors include big Chinese entrepreneurs such as Huawei Technologies and ZTE, among others," he said. Ltd's Tianzhi Fund and the Dongwu Fund run by Soochow Asset Management Co., Ltd received regulatory approval from the State Securities Regulatory Commission Friday.     The Tianzhi stock fund will open through China Communication Bank, China Construction Bank, the Agricultural Bank of China, the Industrial Bank Co., Ltd, Shanghai Pudong Development Bank, CITIC Bank, Minsheng Banking Corp., Ltd, and with big brokers.     The Dongwu fund is to be issued by the Industrial and Commercial Bank of China, the Agricultural Bank of China, China Construction Bank, the Postal Savings Bank, Huaxia Bank and qualified individual brokers.     Both companies declined to say how much they expected to reap from the listing.     Four stock funds launched by Bank of China Investment Management Co., Ltd. and AXA SPDB Investment Managers, CCB Principal Asset Management Co. and China Southern Fund Management Co., respectively, received official approval in the first half of February.     Of the four, CCB Principal Asset Management's Jianxin Fund and the Nanfangshengyuan Fund run by China Southern Fund Management Co. made their debut on Feb. 18.     Market analysts said the launch of these funds was expected to bring a new round of fresh capital into the sliding stock market.     China's securities watchdog suspended the launch of new funds late last year in reaction to the surging domestic stock market. South Africa is part of Liu's trip to Africa for consultations after the Sudanese government on Tuesday accepted the deployment of a hybrid African Union-United Nations force of between 17,000 to 19,000 troops in Darfur. Liu said both Chinese and South African governments welcomed the decision, which was announced after a closed-door meeting of the UN, AU and the Sudanese government in Adis Ababa, Ethiopia, early this week. "China and South Africa hold similar view with regard to the Darfur issue... We need to give encouragement to the flexible attitude demonstrated in the recent meeting in Addis Ababa," Liu told a media briefing. The newly-appointed Chinese envoy, who made a fact-finding trip to Darfur last month, said this was achieved thanks to efforts of the international community. "Now the Sudanese government has responded positively," he said. The deployment of the hybrid peacekeeping troop is the final part of a three-phase support plan, also known as the Annan plan as it was put forward by former UN secretary-general Kofi Annan, with aims to end armed conflicts in Darfur. The AU, the UN and the Sudanese government agreed last November on the plan. With the first phase of the plan already underway, Sudan announced on April 16 that it approved the inauguration of the second phase, which involves the deployment of 3,000 UN troops and six attack helicopters in Darfur to support the 7,800-strong African force, as well as preparation for the next phase. The Sudanese government has been accused by the United States of delaying the deployment of the hybrid force. But Khartoum strongly requested that the joint force must be predominantly African one. Liu said the international community should now concentrate on how to support the deployment of the hybrid peacekeeping troop. He said China, as a permanent member of the UN Security Council, has been closely cooperating with the UN, AU and the Sudanese government on the Darfur issue, including the commitment to send 275 engineering troops to Darfur to support the second phase of the Annan plan, as well as 10 million U.S. dollars and other humanitarian support to Darfur. "We have been playing a role of bridge... We have been trying to give advice and to persuade Sudan to be more flexible to accept the UN plan," he said. Liu said he would also hold consultations with the AU Commission Chairman Alpha Oumar Konare in Addis Ababa, with officials of the Arab League during his visit to Egypt, and make another visit to Sudan. Liu said China opposed the move to put sanctions, which the United States threatened to use on Khartoum. "We do not need to rush to put more sanctions," he said. "It's not a proper time now. Peace has a future. We need to work together, make efforts and help with the newly deployed AU-UN hybrid operation." The Chinese diplomat also shrugged off the accusation on China' s failure to exert pressures on Khartoum, allegedly due to China's oil interest in Sudan. "Pressure cannot solve anything," he said. "No matter how many troops you send, without a political presence and cooperation of the government, we cannot find a long-lasting solution." "I think up to now we have been quite successful," he said. He said China's normal ties with Sudan have been "unnecessarily politicalized," which were "unfair and irrational." He said China will continue to be actively involved in projects, such as water-supply and establishing agriculture technology demonstration centers in Sudan, to help Sudan realize social and economic development, which "we regard as the root cause of the armed conflicts and humanitarian crisis."

BEIJING -- China will continue to spend more on education next year and spread the free nine-year compulsory education to urban children, said finance minister Xie Xuren.The government would continue to improve the funding system to guarantee free nine-year compulsory education currently enjoyed by 150 million rural children, while spreading it to their urban counterparts next year, Xie told an annual conference of the Ministry of Finance in BeijingStarting from the spring term, China would increase the funding for free textbooks used for the national compulsory courses, and the local governments would provide more money for free textbooks for local compulsory courses, he said. Local governments would also provide scholarships to cover the living costs of boarding students from poor families. The central government would provide half of the education funding for areas in Central and West China, while provincial governments in those areas would cover the rest of the costs.Local governments in East China would provide all education fees with some supplementary funding from the central government.Xie said the government would issue new standards for per capita expenditure of students in primary and middle schools, and put those standards into effect within the next two years.He said the allowance for maintenance and refurbishing of rural schools in Central and West China would also be raised with special financial support to high-altitude and cold areas.In addition, the government would continue free education for students taking courses for teaching careers at normal schools and provide scholarships for poor undergraduates and students at vocational schools.According to Xie, the first 11 months saw  557.8 billion yuan (about 74.3 billion US dollars) of fiscal expenditure used for education, up 32.7 percent compared with the same period last year.As a result of the implementation of scholarships for the poor, about four million college students and 16 million secondary vocational school students had benefited.
