SAN DIEGO (CNS) - A horse that fell into a ravine in Descanso and had to be rescued by county law enforcement and animal services personnel was recovering Tuesday.According to county officials, a woman was riding the horse along the Harvey Moor Trail when they slid down a slope into the ravine on Monday, prompting a response by the San Diego County Sheriff's Department, Cal Fire and county Animal Services. An equine veterinarian was also called in to help with the rescue.Ropes were used to right the horse, allowing the animal to walk out of the ravine on its own. The equestrian was unhurt in the fall and the horse the ravine on its own. The equestrian was unhurt in the fall and the horse suffered only minor scratches, according to county officials.``When people and animals are in need of assistance, the community will always come together to provide this assistance,'' said County Animal Services Director Daniel DeSousa. ``This was epitomized in this rescue of the horse with the various agencies working side-by-side to extricate the horse from its predicament.'' 1085

SAN DIEGO - (KGTV) A San Diego biotech company is doing research that could lead to a vaccine against the coronavirus.Todd Nelson is the CEO of SGI-DNA in Sorrento Valley. His company invented the first automated gene printer. "We use that system actually to print genes. Genes are made of little building blocks that you've heard of, and we use that to rapidly, and in an automated fashion, print genes that researchers can use around the world for vaccine development. "RELATED: Miramar coronavirus evacuees start petition for quarantine oversightThe printer is called the BIO XP 3200. Roughly, 200 are in use around the world. "We're basically taking an entire laboratory of researchers that are doing various things, and we put it in a box," said Nelson.Researchers are using the printer to write the genes of the coronavirus."Even a nasty little thing like the coronavirus has its own genes, and there are certain genes that make that amenable to being a vaccine, and we know what those are so we put the information into the system, and we push a button and about 8 hours later that potential gene comes out ," said Nelson. RELATED: Mislabeled sample led to release of San Diego coronavirus patientNelson is confident the technology will lead to a vaccine. "We're partnering with pharmaceutical firms to develop that in a very, very rapid fashion in the next 7 to 10 days to develop a vaccine," said Nelson. The company used the same technology to help develop a vaccine for the Bird Flu in 2013. Dan Gibson is the company's chief technology officer and the inventor of the technology used in the gene printer.RELATED: First case of coronavirus confirmed in San Diego"That's really the power of synthetic DNA technology. You can keep up with the virus and write and build many vaccines to fight it and ultimately find a universal solution that puts an end to the coronavirus outbreak." 1900

SAN DIEGO — One of San Diego's biggest restaurant chains will reopen Friday, with plans to hire up to 250 new people by summer. Each of the Brigantine's 14 restaurants will begin hosting guests at the end of the week with spaced out tables, employee temperature checks and increased hand sanitizing stations, chief executive Mike Morton said in an interview Tuesday. Morton added that tables will be spaced out, but that outdoor event space at some locations will be converted to main dining to increase capacity. "It's a hard business when the economy is at full strength and there's not this silent enemy out there," he said. "Now it's just another element to deal with."The chain includes Brigantine, Miguel's Cocina, and Ketch Tap and Grill. Morton said the organization has been able to bring back most of its 1,100 furloughed workers, though some have declined because of unemployment boosts. He cautioned that decision as short sighted, given the tight job market that will persist after the extra benefits have gone away. Meanwhile, Brigantine is advertising 134 openings on its website at locations across the county. Additionally, Morton said Brigantine plans to hire as many as 250 additional for its Portside Pier complex, which is scheduled to open in July along the Embarcadero, on the site of the former Anthony's Fish Grotto. The facility will include three restaurants, two bars and a gelato and coffee shop. "We're always looking for good people," Morton said. "There might not be a spot available today but there might be three tomorrow."Brigantine closed its chain of restaurants two days after the governor's stay-at-home order went into effect in mid March. Morton said the restaurants tried to do take-out-only, but that it didn't make business sense at the time. 1794

SACRAMENTO, Calif. (KGTV) -- Governor Gavin Newsom is proposing withholding gas tax funding for cities that don’t build enough housing. The proposal, released Monday, sets higher short-term housing goals that cities and counties would be required to meet. If housing goals aren’t met, “Local Streets and Roads funds may be withheld from any jurisdiction that does not have a compliant housing element and has not zoned and entitled for its updated annual housing goals.”RELATED: California lawmakers want 0 billion toward clean energy, would pay with gas tax fundsIf passed, the plan would withhold gas tax funding for road repairs beginning on July 1, 2023. “Our state’s affordability crisis is undermining the California Dream and the foundations of our economic well-being,” said Governor Newsom. “Families should be able to live near where they work. They shouldn’t live in constant fear of eviction or spend their whole paycheck to keep a roof overhead. That’s increasingly the case throughout California.”According to a news release, the proposal would provide 0 million in support and incentives to help plan and zone for increased housing goals. SB1 was signed into law by Governor Jerry Brown and increased the gas tax by 12 cents per gallon and registration fees by as much as 5. In November of 2018, an effort to repeal the gas tax increase, Proposition 6, failed to pass in a statewide vote. 1421

SALEM, Ore. — As protesters around the country call for police reform following the death of Geroge Floyd, Oregon has released a list of more than 1,000 police officers who have been banned from working in law enforcement in the state. The document, created by Oregon's Department of Public Safety Standards and Training, lists over 1,700 people whose transgressions over the past 50 years were so serious that they were banned from working in law enforcement in the state. The list was published last week after the state Legislature passed a law requiring the Department of Public Safety Standards and Training to create such a database.According to The Associated Press, at least one officer was hired in another state after he was decertified in Oregon. According to the AP, former Coquille, Oregon, police officer Sean Sullivan was banned from policing in Oregon following a 2005 conviction for kissing a 10-year-old girl. He briefly took a job as a police chief in a Kansas town before he resigned amid an investigation.Civil rights groups believe more states need to publish such databases to prevent police officers from being hired elsewhere following decertification. Other states are moving in the same direction, but the United States lacks an official national database.A non-profit created one and said more work is needed. 1343
