We have the cutting of the wedding cake and then we have photos," Ransom added.She said when the pandemic hit, it forced her Oceanside venue to close. But thankfully with quick thinking of 'mini weddings', her Fallbrook location stayed open was able to satisfy anxious couples."I feel like whenever life throws you a curve, you just got to get up and figure it out and usually its for the better."It was a popular choice for those near and far."We’re getting couples from LA, Riverside and Orange County driving down because they don’t want to travel too far."The 2-hour window let Ransom fit up to four weddings in a day and allowed her to keep costs low. SAN DIEGO (KGTV)- A mother from Sacramento is back in San Diego to search for her missing son, a San Diego State graduate who was living in Pacific Beach.Wesley Billingsly was last heard from on June 12, 2018. He was supposed to meet friends for dinner in Pacific Beach, but never showed up.Since then, there has been no sign of him.He is 5’8”, 130 pounds with hazel eyes and brown hair. He has several tattoos.Christel Billingsly, Wesley’s mother, has spent her days posting fliers, reaching out to people on social media, and keeping up with the San Diego Police missing person’s investigation into her son’s disappearance.“He was here actively driving these streets, going to that Vons to get gas,” she said while standing in a Vons parking lot on Garnet Avenue. “And then he just disappears?”She is offering a ,000 reward to anyone who helps bring her son home.“I know somebody that's reading these posters knows where my son is,” she said. “They need to speak up and tell me where he is because this is enough, it's enough.”Back in August, Christel Billingsley flew to San Diego from Sacramento and spent her son's 25th birthday searching for him.Police located his vehicle in the South Bay but that has been the only trace of him. After that Christel Billingsly made her way to Mexico to search for him.“I went and met with the police in Mexico, I had a translator with me,” she said. “I went and filed a missing report,” she also checked morgues and jails.She said her son had earned a degree in business administration and marketing from SDSU. He moved back home to Sacramento briefly to work and save enough money to return to San Diego.Once he returned, he was staying with different friends at homes in Pacific Beach as he looked for jobs.Christel pays her son’s cellphone bill and said the phone stopped showing any activity once he disappeared. SAN DIEGO (KGTV) - While bars are set to open Friday, it's not going to look much different from restaurants right now, according to those in the industry.10News spoke with Nathan Colonero, the Director of Operations at Sandbox Pizza and The Tipsy Crow, and he said the only change will be businesses without a food license will be able to reopen and bars that serve food don't have to enforce a food order on each tab.Customers will be required to wear masks when they walk in and may only remove their mask once seated.Tables must be spaced at least six feet apart or partitioned.Colonero is hopeful the easing restrictions will continue, "who knows? Maybe three more weeks and no spike and we get a little more back to, the biggest thing for us is to get back to, if people are allowed to be in the venue, maybe at a lower capacity, just not seated."Many San Diego bars with food licenses have been open for the past three weeks and some are feeling the squeeze of the new restrictions."The 0 unemployment is killing businesses right now to get staff back," Colonero said. While this is typical for a San Diego summer, there is one major difference in 2020.“We’re very conscious about crowds,” said Encinitas local Jennifer Marakovits.She and her husband Joe visited Del Mar Saturday afternoon. The two brought their own masks and sat watching the crowds from a distance.“It’s a matter of life or death and wearing a mask to me, it’s worth it,” said Joe.RELATED: Del Mar hiring more officials to enforce mask policies, ,000 fine possibleNearby, a Sheriff's deputy walked around. This is a new addition to the area. Del Mar’s city council voted to spend ,000 through the next four months to bring in extra deputies to help with mask and social distancing enforcement. Prior to this decision, one single deputy worked at a time, and with thousands of people visiting every day, the decision was made to help enforce county orders. The deputies will work a few four-hour shifts a week, changing the time, place, and location depending on the day.The deputy out Saturday afternoon held a stack of informational pamphlets and a box of face masks, which he handed out to anyone not wearing a mask who passed him. The goal is to keep the extra deputy taking educational actions similar to this, however, they could issue a citation that could cost up to ,000 for a violation.
