SAN DIEGO (KGTV) -- A hearing that will decide where to place the so-called “bolder than most” rapist is set to take place in October.According to documents sent to 10News, the Department of State Hospitals proposed that Alvin Quarles live at 43050 Desert Ranch Road in Jacumba Hot Springs.Quarles was convicted and sentenced to 50 years in prison in 1989 after being convicted of attacking and raping four women.RELATED: Alvin Quarles, 'Bolder than Most' rapist, to be released from prisonIn 2013, Quarles became eligible for parole but was instead transferred to a state hospital because one of his victims objected.He earned his nickname because he made his victim’s male partners watch or participate in the sex crimes.“I don’t believe he’s suitable for release at this time,” Dr. Cecilia Groman, who created a report on Quarles’ rehabilitation, testified at a release hearing.RELATED: 'Bolder than most' rapist up for conditional releaseBefore the placement is finalized, the public is able to comment on the proposed location through September 5. SAN DIEGO (KGTV) - A new leadership course created by a San Diego entrepreneur is breaking down barriers for minority women in business.Christelyn Karazin grew up in Los Angeles County, where she said she didn't see a lot of representation in the classroom."A lot of times I would be the only Black person in the classroom, the only Black person anywhere," Karazin said.She said she learned to get comfortable in a predominantly White world."I graduated from Loyola Marymount University as a Communications Major and graduated Cum Laude. I thought I had all the skills I needed to do really well and then I met my boss from hell," Karazin said solemnly.At the first "get to know your team" lunch, her boss said she was "lucky" to get the salary she was hired with and told the group how much she made, which was more than her colleagues. Karazin said she felt cut down at every turn.Her parents didn't have knowledge in this arena. She said her father was a sharecropper's son with an eighth-grade education and her mother was a schoolteacher.She was missing a rudder to navigate office politics, giving her the idea to launch a leadership course. It would teach other women what she's learned through decades of trials and tribulations."A big part of The Pink Pill is about learning the game and I organized it based on game pieces in chess... SAN DIEGO (KGTV) - A San Diego law student is making parking less expensive downtown. The city approved to lower rates and extend parking hours along Third Avenue and Cedar Street on Thursday. It's no secret downtown parking is tough. "Sometimes it’s just hard to find one," said Oday Yousif. "That’s the problem. It’s never guaranteed."For students at Cal Western Law School, it's not any easier. "8 o'clock in the morning, that’s when the meters start running. That’s when most classes start; they’re already full," said Yousif. There are 26 metered spots on Third Avenue and Cedar Street right next to the school. "My bank statement is just filed 'City of San Diego parking'. .25 an hour for a max of two hours. So, after those two hours, you have to move your car or you’ll get a ticket," said Yousif.He got three tickets in one year. "They’re about 60 to 70 dollars, and then there’s a fee. I've appealed every single one I've got."Yousif wrote an email to the city to try to fix the situation. He worked on a resolution with the Downtown Parking Management Group for ten months. They proposed lowering the rate to 50 cents per hour for up to four hours of parking. "Giving us 50 cents an hour is not only beneficial to help students, but doing it at four hours is the perfect combination to help students who are just trying to have an ideal parking scenario," said Yousif. That proposal was approved unanimously by the City Transportation Engineering Division on Thursday. SAN DIEGO (KGTV) - A plan to essentially force 16 Lemon Grove teachers to resign was approved Tuesday night in a 3-2 vote. The Lemon Grove School District informed the teachers that it would move in a different direction at the end of this school year. The teachers were at the district for two years, the end of their probationary period. Any more time and they would become permanent. The district says it will replace those positions with new teachers for next year. "Our governing board believes that each child deserves the very best," the district said in a statement. "We will continue to provide that to you in Lemon Grove School District.""Why aren't we maintaining the teachers that have been here and have built relationships with our children? Built relationships with our parents? With our community," parent Rosa Carney said. Angela Vento, who has four children in the district, said her 9-year-old son Joshua was upset when he found out his teacher would be let go."She's always there for him," Vento said. "He has epilepsy and she helps him through that."Two teachers who asked to remain anonymous said the district gave them a choice of resigning, or being terminated with a non-renewal status. Thursday crews worked to move a large movie prop onto the deck of the famed vessel: A replica of the TBD Devastator that was used in the movie “Midway." “It’s the only Devastator on display in the world,” says Walt Loftus, Air Wing Director at the USS Midway Museum. “All the rest of them are at the bottom of the ocean.”RELATED: Top Gun 2 plane driven through Coronado streetsThe plane is a replica of the carriers that sailors used at war. The giant plane was a prop used in the upcoming film, starring Woody Harrelson, Luke Evans, and Nick Jonas. It's designed with “big square tubing with foam made into the shape of the devastator,” says Loftus. “But it's the actual size that the Devastator was.”"Midway" follows the story of U.S. Navy sailors and aviators who persevered through the Battle of Midway in 1942. It was only six months after Japan’s attack on Pearl Harbor.
