CARLSBAD (KGTV) - In response to a four year construction project that recently kicked off, California Highway Patrol has lowered the speed limit on a stretch of interstate 5 by 10 miles per hour. The stretch is about eight miles long, through Encinitas and Carlsbad. The entire project will eventually go all the way to the 78. The project with add HOV lanes over the next four years. The new speed limit will help to protect workers in the area working closely to the passing vehicles. California Highway Patrol officer Mark Latulippe tells 10News, "the days of well we just put the signs up and we’re giving you a grace limit, are over". They've put up dozens of signs to warn people of the change, dropping the speed limit to 55 miles per hour. Despite the many signs drivers are ignoring the change and sticking to their normal speeds upwards of 70 miles per hour. The signs have been up for about a month but Latulippe says, "we are sending enforcement units out now to start that ticketing process of trying to slow this down". Drivers can now expect to get pulled over and ticketed from here on out. Because the area is a work zone, the tickets will be double the normal speeding fine. 1202

CAPE CORAL, Fla., — A Florida utilities crew discovered a fossil archeologists now believe may be of a woolly mammoth or mastodon.The crew was digging in a trench 17 feet below the ground in Cape Coral last month.The crew turned over the fossil to the city which brought in archeologists to assess it.Robert Carr with the Archeological and Historical Conservancy says the fossil fragment was probably part of the mammoth’s humorous bone, or upper arm.The fossil is roughly one foot long and 10 inches wide.He estimates the fossil is 12,500 to 250,000 years old, based on similar discoveries.According to the report, during that time "glacial retreat led to the formation of savannas across Florida and herds of mammoth, bison, antelope, and horse roamed the peninsula."According to the Florida Museum of Natural History (FMNH), there are only two recorded mammoth fossil sites in Lee County.However, Carr believes there may be other fossil beds within the city with the remains of other extinct mammals.The City of Cape Coral plans to donate the fossil to the Cape Coral Historical Museum in the coming months. 1138

CARLSBAD, Calif. (KGTV) — One man has been arrested and another person is dead following a North County apartment complex shooting earlier this month.A verbal dispute in the 5100 block of Whitman Way on Aug. 4 erupted into a triple shooting just before 6 a.m., according to Carlsbad Police. The suspected gunman, Jonathan Wilburn, of Carlsbad, reportedly retrieved a firearm at a family gathering and shot two people, in addition to accidentally shooting himself.One victim received non-life threatening injuries while the other was in critical condition. BURBANK, Calif. (KGTV) - A brush fire broke out Friday afternoon in the hills east of Burbank.Burbank firefighters and police officers closed roads near Sunset Canyon Drive and Harvard Road about 2 p.m.The location of the fire is above a residential neighborhood. Crews are evacuating hikers in the area.There was no immediate word on the cause of the fire.The flames are burning near the site of the La Tuna Fire, which burned more than 7,000 acres and five homes in September 2017.10News is monitoring breaking developments.  545
