ROCHESTER, N.Y. — New York Attorney General Letitia James is promising to expedite the release of body camera footage in cases of alleged police misconduct that her office investigates. James spoke Sunday in Rochester, which has been in turmoil since the footage of Daniel Prude’s fatal encounter with police was released more than five months after his death. James said her office “will be proactively releasing footage to the public on our own.” It's unclear how many cases will be affected by the policy, since the attorney general’s office does not review all footage of police interactions with the public. 620

But a Border Patrol camera spotted his truck the next morning traveling eastbound on Interstate 10 near Fort Hancock, Texas, southeast of El Paso.A Surprise police spokesman had said officers took a report and turned the matter over to the Naval Criminal Investigative Service. SACRAMENTO, Calif. (AP) — A 60-year-old serial rapist in Northern California whose crimes went undetected for nearly three decades was sentenced to 897 years in state prison. The Sacramento Bee reported that Roy Charles Waller, dubbed the “NorCal Rapist,” showed no emotion Friday and sat with eyes closed during sentencing. He declined to address the victims or the court. A jury in Sacramento convicted Waller of raping nine women in their homes between 1991 and 2006 in six counties. Investigators used DNA technology and genealogy websites to zero in on Waller and arrested him more than two years ago. A woman raped in 2006 testified that the day Waller was arrested was the first time she could take a shower without fear. Waller says he is innocent. 764

  

SACRAMENTO, Calif. (AP) — The California Senate will investigate a California utility's process for cutting off power to more than 2 million people to prevent wildfires.In a memo to the Senate Democratic Caucus on Thursday, Senate President Pro Tempore Toni Atkins asked the Senate Energy, Utilities, and Communications Committee to "begin investigating and reviewing options to address the serious deficiencies" with PG&E's current process of shutting off power to prevent wildfires.Atkins said an oversight hearing will be scheduled in the next few weeks.Last week, dry conditions and dangerous winds prompted PG&E to cut power to more than 700,000 customers to prevent its equipment from sparking wildfires.Gov. Gavin Newsom and other leaders said the outage lasted too long. Newsom has urged the utility to give rebates to affected customers and businesses. 877
