(AP) — California lawmakers on Tuesday moved to cap annual rent increases statewide for most tenants as a limited housing supply in the country's most populous state continues to drive up the cost of living while pushing more people to the streets.The California Senate voted 25-10 to cap rent increases at 5% each year plus inflation for the next decade while banning landlords from evicting tenants without just cause. Democratic Gov. Gavin Newsom says he will sign the bill into law, but first it must survive a final vote in the state Assembly where the California Association of Realtors is pushing to defeat it. Monday, she marched with other tenants through the halls of the state Capitol chanting: "Once I've paid my rent, all my money's spent.""I'm a rent increase away from eviction, and that's with me having two jobs," she said "So if this (bill) doesn't go through and I get another rent increase, I really don't know what I'm going to do. I'm either going to be homeless or I'll have to cram into a room with a whole bunch of other people."Opponents have likened the proposal to rent control — a more restrictive set of limitations on landlords. California voters overwhelmingly rejected in a statewide ballot initiative to overturn the 1995 law last year.California Association of Realtors President Jared Martin said the group's 200,000 members strongly oppose the bill because it will "reduce the supply and quality of rental housing." It's an argument echoed by Republican Sen. Jeff Stone, who said developers would have no reason to build new housing if they can't make money off their investment."We'll see even a greater housing crisis because of the low supply of housing," Stone said. "Either this will force our constituents to join a 60,000 homeless population that we see in the LA area, or they will simply just move to another state."But supporters say the bill includes lots safeguards to prevent that from happening. The rent caps don't apply to new construction built within the last 15 years — a provision that prompted the California Building Industry Association to drop its opposition.Plus, the caps don't apply to single family homes, except those owned by corporations or real estate investment trusts. And duplexes where the owner lives in one of the units are also exempt."We all desperately want to build more housing. It was a very important aspect of this bill," Democratic Assemblyman David Chiu said.But even some Democrats who voted for the bill on Tuesday signaled they didn't like it, a sign the bill is not guaranteed to pass. Sen. Steve Glazer, a Democrat representing a district in the San Francisco Bay area, cited a 2018 study by Sanford University showing landlords under rent control are more likely to nudge tenants out by spending less on maintenance."Any time you reduce rate of return on an investment, you make that investment less attractive, and this is true even if new investment is exempted for 15 years as this bill does," he said.But Carolyn Wilson, a 71-year-old Sacramento resident, said she needs help now. She said her rent has increased about 0 each year and her landlord just gave her a 60-day notice to move out for on reason."All I do is get up on the computer looking for some place to go," she said. RICHMOND, Va. – A military veteran who died of a heart attack while onboard a Richmond city bus was robbed while unconscious. Several burobbed while unconsciouss riders jumped in to help the man while he went into cardiac arrest, but they ultimately got off the bus, with the exception of one.Police say 20-year-old Demontea Chappell stayed behind under the guise of giving aid but was seen on camera taking the man's wallet.A video reveals the heartbreaking details."Pop? What you name is Pop?" said a young man, as the older bus passenger struggled unconsciously and not breathing."Trying to find his wallet. Where the wallet at?" that young man continues.Chappell, according to police, was acting as if he was giving aid to the Air Force veteran, but the bus video showed he went inside the man’s wallet and then slid the cash into his own pocket.Sources told WTVR's Jon Burkett that the veteran always carried cash, but how much money he had that day was unknown.Police now have a warrant for Chappell's arrest.The veteran died on the bus near the corner of First and Federal last Thursday morning.Sources tell WTVR that after family members questioned why their loved one’s wallet was empty, officials with the Greater Richmond Transit Company (GRTC) went to the recordings and alerted police. The investigation led police to Chappell, who is still on the run.GRTC is helping police in this investigation. Russia's Foreign Ministry ordered the expulsion of 23 British diplomats from Russia on Saturday in a tit-for-tat response to Britain's decision to expel Russian envoys in connection with the poisoning of a former Russian double agent and his daughter on British soil.The ministry also declared it was closing the British Consulate General in St. Petersburg and the British Council in Russia, in a step beyond the measures taken by Britain. (AP) — A rookie Sacramento police officer was shot during a domestic violence call and lay wounded for about 45 minutes as the gunman kept officers at bay with bursts of fire, authorities said Thursday. She was finally rescued with an armored vehicle but died at a hospital."We are devastated," Deputy Chief Dave Peletta said. "There are no words to convey the depth of sadness we feel or how heartbroken we are for the family of our young, brave officer."Officer Tara O'Sullivan, 26, was shot Wednesday evening while helping a woman collect her belongings to leave her home. As officers swarmed the area, the gunman continued firing in a standoff that lasted about eight hours before he surrendered.Stephen Nasta, a professor at the John Jay College of Criminal Justice and a former inspector with the New York Police Department, said taking 45 minutes to reach a wounded officer is "unacceptable."If officers couldn't immediately get an armored police vehicle to the scene, he said, they should have commandeered an armored bank vehicle, bus or heavy construction equipment."If there's somebody shot, lying on the ground, you have to do everything you can," Nasta said.If no such vehicle was available, he said he would expect police to use a diversionary tactic such as firing at the home, setting off smoke grenades or breaking a door or window in another part of the home to distract the gunman as other officers rescued the wounded comrade. Police said five other officers fired their weapons during the incident.Police identified the suspect as Adel Sambrano Ramos, 45, of Sacramento.His younger brother, Orlando Ramos, told The Associated Press that Adel Ramos is estranged from his family and has a long record that includes convictions for driving under the influence, drug use and domestic violence."It's the drugs, it's always been the drugs," Orlando Ramos said. "If he goes to prison for the rest of his life, I could care less."I'm a lot more heartbroken for seeing the pain in my mother and for the police officer and her family than I am for him going to prison," he said.He said he was sorry the shooting occurred and sent his condolences to the officer's family.O'Sullivan graduated from the police academy in December and was working with a training officer. She was expected to be on her own in a couple of weeks, Peletta said.She and other officers arrived at the home at 5:41 p.m. A half-hour later the first shots were fired, and O'Sullivan was hit, authorities said. The gunman continued firing a rifle-type weapon. At 6:54 p.m., additional officers responded with an armored vehicle to rescue O'Sullivan."Our officers maintained cover in safe positions until we were able to get an armored vehicle in the area," Sgt. Vance Chandler said.Five minutes later, O'Sullivan was taken to UC Davis Medical Center, where she died.The woman she was helping was not hurt.
