But now that dining restrictions have eased up, the 'Papa Bears' were ready for their big outing."They seem like they're coming out of hibernation a little bit," Rivera laughed.Some were still a bit hesitant to dine out."We were a little skeptical about it, but we still enjoy going out here and there," father, Alan Valdez said. He and his family were dining at Breakfast Republic in Downtown San Diego.Others were publicly ready to celebrate fatherhood with their loved ones."We were all waiting by our cars," a diner at Hash House A Go Go said. "We got a phone call, and everybody kept their distance while we were waiting." Three generations of his family were dining out, after getting a last-minute table at the restaurant. Of course, menu items were all dad-sized and dad-approved."Pork ribs and eggs, chicken wings and eggs, fried chicken, waffle, all things dad needs," Rivera shared."You can take a shower in this bowl, man!" the diner at Hash House said.The best part of the day?"Just hang out, take a day off work," Valdez said."I got my family. San Diego State University on Thursday detailed a 0 million plan to avoid the massive flooding that has engulfed the Mission Valley Stadium site, which it plans to turn into a West Campus. The current stadium sits on a 166-acre site that is largely sloped, causing runoff from the nearby San Diego River and Murphy Canyon Creek to pool. In 2010, the flooding got so bad that it went onto the field and threatened the Holiday Bowl football game. Voters in November approved the SDSU West measure, paving the way for the university to turn the site into a Mission Valley campus with a smaller football stadium and a river park. The project is currently going through the environmental process. "It started out as a technical problem and it became kind of a foundation of our design and our vision," said Laura Shinn, SDSU's director of planning. SDSU presented its plan to mitigate the flooding to the city's environmental committee Thursday. The idea is to turn most of the sloping site into an elevated, flat area for the campus and stadium. (KGTV) -- After being under a federally mandated quarantine at MCAS Miramar for two weeks, Steven and Michele Smith are finally heading home to Paradise, California."Tomorrow morning we're putting our bags on the other side of that door and we're heading on a bus to the airport. We're going to rent a car and drive 600 miles home," said Steven Smith in a Skype interview with 10News.The two would have been back home weeks ago after their planned cruise to Hawaii, but due to a coronavirus outbreak on the Grand Princess cruise ship they were on, they and all other passengers had to go into quarantine once their ship finally docked in Oakland."My sister is taking care of my birds, my daughter is taking care of my dog, and then my friend is taking care of our cat," said Michele Smith.The Smiths will complete their 14-day quarantine Tuesday and drive home Wednesday. Health and Human Services officials tell us nearly 50 people quarantined at Miramar left Tuesday, and the remaining 130 people will be discharged over the next two days. For nearly two weeks, their temperatures were checked twice a day. The Smiths mostly remained inside of a room at the Consolidated Bachelor Quarters on base, had food delivered three times a day, and only stepped outside occasionally."You can go out and walk outside, they have a fenced-in area that they keep us inside of," said Steven Smith.They were tested for COVID-19 and got their results back Monday."It was just a weird test, to have somebody shove something up your nose that far back into your nasal cavity," Steven Smith explained."But we tested negative!" added an excited Michele. Tuesday afternoon, 10News took video of Flagship Cruises & Events taking passengers aboard for bay tours even after the company was cited by San Diego Harbor Police over the holiday weekend for violating the County's health order 14C which bans recreational boating unless all the passengers are from the same household. Tuesday, a company spokesperson sent the following statement to 10News.“We are part of the Passenger Vessel Association, not recreational boating. They are classifying us under a charter business which is still banned. We DO have a charter business but are not operating any charters at this time. Only public tours and maintaining all safety guidelines set by the city & CDC. We didn’t receive a cease & desist, and will continue to operate our harbor tours & patriot jet boat this week. We open up our dining cruises starting this Friday with Hops on the Harbor – pairing with local brewery, Pizza Port.”Monday night, the company told 10News it's part 14E of the County health order, not 14C. That section states in part, "other public or private outdoor recreational facilities (other than community pools per State order), including recreational equipment (such as bicycle, boat, kayak, equestrian and surfboard) rentals may be open for limited use."During Tuesday’s County press conference, Supervisor Nathan Fletcher told 10News, “The rental items that they're alluding [are for] individual use type things like a bicycle or a kayak or a surfboard and so they are not covered under the current public health order,” and added, “If they continue to operate, they are going to continue to be cited.”Harbor Police say the citation comes with a fine of up to ,000 and up to a year in jail. SAN DIEGO, California — Dozens of voters were left off the roster at a San Diego County polling place on Election Day, leading to frustration and delays.The problem was reported Tuesday morning at Pacific Trails Middle School at 5975 Village Center Loop Road in Carmel Valley.Poll workers received an incomplete roster which omitted 46 names, Registrar of Voters Michael Vu confirmed. The list was missing two and a half pages.Voters waited for voting officials to reprint another roster and deliver it to the polling place.Officials tried to ease the long line by calling the Registrar of Voters and getting approval for each person over the phone, a voter told KGTV television station.Voters also had the option of voting provisionally, but many of them declined, telling KGTV they wanted their votes to count.
