SAN DIEGO (KGTV) — Tuesday, San Diego County District Attorney Summer Stephan announced two initiatives designed to improve the way law enforcement interacts with people with mental health issues. Up to .5 million will fund the Crisis Intervention and De-escalation Training for police officers and a 911 Mental Health Checklist card. According to Stephan, law enforcement across San Diego County responded to more than 53,000 calls for service that involved a mental health issue last year. A 25-year study of officer-involved shootings in San Diego County shows 79 percent of the incidents included people who had drug and/or mental health issues. And, according to the San Diego Sheriff’s Department, about 30 percent of inmates in San Diego’s jails receive medication for a mental health disorder.Over the past year, 200 stakeholders and experts came up with 30 specific recommendations for how law enforcement and the justice system can better respond to people facing mental health challenges. Crisis and De-escalation Training and development of the 911 Checklist Card are two of the recommendations included in the report.The DA-funded Crisis Intervention and De-escalation Training will consist of a newly-created curriculum that builds upon, and enhances the current training peace officers receive. The training will include classroom discussions led by PERT (Psychiatric Emergency Response Team) experts, role playing "real life" situations, and use of a video simulator known as the MILO Range Theater. Officers will also be trained to recognize the signs of methamphetamine toxicity, a condition often encountered by police. The MILO system is being purchased by the DA’s office using federal asset forfeiture funding. The interactive simulator improves on similar training systems currently available in San Diego County. The training is also portable, so it can travel countywide in order to promote maximum participation by law enforcement while allowing departments to perform their ongoing duties. On its website, organizers with the American Bar Association (ABA) said the decision to cancel was made "as a result of the large number of speakers and attendees who were compelled to cancel their participation due to travel restrictions put in place by employers." The institute will not be rescheduled, according to ABA. The organization said refunds are being processed to attendees, but any travel reservations made will have to be handled individually.Leaders of the Experimental Biology conference set to take place April 4-7 canceled the massive gathering over COVID-19 as well. The conference expected more than 12,000 attendees at the San Diego Convention Center.The 2020 CIE Summit business technology summit at Marriott Marquis San Diego has been rescheduled from March 18-20 to Aug. 12-14 "out of an abundance of caution," organizers say. Organizers with the Future of Individualized Medicine 2020, scheduled for March 12-13 at the Scripps Institution of Oceanography, also canceled their event "based on concern for the health of our registrants, speakers, exhibitors and staff."The convention center says in addition to the cancellation, some organizers have contacted them about postponing their events until later this year. SAN DIEGO (KGTV) — With another round of coronavirus closures set to begin Saturday, several San Diego County businesses are fighting back legally.Despite the change to California's most restrictive reopening tier, Pacers and Cheetah's adult entertainment clubs won't be shutting their doors. Last week, the businesses won a suit against the county and a judge granted a temporary restraining order allowing them to stay open.An attorney representing Pacers told ABC 10News their argument centered around first amendment rights, and adult entertainment is a protected form of expression. It's unclear if that argument could apply to other businesses, but he added that there are other legal paths to challenging the closures.Another suit has also been filed by a group of San Diego County gyms, but no decision has been made yet.San Diego County Supervisor Kristin Gaspar says the legal actions are understandable given the tough situation."Now we're threatening the workforce again we're threatening the closure of these businesses again and I think this is entirely unsustainable for our business community," Gaspar said. Gaspar added that the county has appealed to the state to avoid the tier change, asking them to take into account other factors, including where a majority of outbreaks are linked to and the county's hospitalization rate."At this point in time our hospitalizations for COVID-19 are at 6%, there's a lot of capacity left in our hospitals system," Gaspar said.On the heels of the successful adult entertainment lawsuit, Gaspar says it stands to reason other businesses could do the same."You could make the case as a restaurant owner as a gym owner that our data does not support this decision to close down and closing down will create undue financial harm to these businesses it has already I think they have a strong compelling case," she said.Although individual businesses are fighting back legally, Gaspar says at this point, it doesn't appear the county has plans to file suit against the state."So far there hasn't been anything that's come out of those closed sessions to suggest that the County of San Diego will proceed along that route," said Gaspar. 2192

SAN DIEGO (KGTV) - When the Chargers bolted north to the Los Angeles area, not only did they vacate what’s now known as SDCCU stadium, they also emptied out of their facility off Murphy Canyon Road.Formerly known as Chargers Park, the facility belongs to the City of San Diego. Team 10 discovered even though the site is vacant, the utility and maintenance bills continue to pile up.According to data analyzed by Team 10, the electric bill for August 2018 was ,949.78. The most recent water and wastewater bill from the end of June to the end of July 2018 shows a balance of more than ,000 and a year's worth of landscaping, maintenance, and fire safety repairs ran ,067.12.A city spokesperson said any vacant building still has operating and utility costs.“This is not a way to maximize taxpayer dollars,” said San Diego Councilmember David Alvarez, who saw the bills Team 10 received through a public information request.In 2017, Alvarez and Councilmember Lorie Zapf backed a plan that would have transformed the facility into a temporary homeless shelter. It didn’t happen.“We have a poor record and a history of not being able to use our real estate assets in a good way,” Alvarez said.Team 10 started looking into the operating costs after seeing a video posted to YouTube of people touring the facility.The guys from “The Somethin’ or Other Tour” took a peek around the building.
