SAN DIEGO (KGTV) -- 64 veterans from WWII and Korean wars have departed San Diego early Friday morning on their “Tour of Honor” which takes them to various memorials in Washington D.C. as part of the Honor Flight San Diego program.It's a journey of a lifetime for many of the veterans. SAN DIEGO (KGTV) -- A former Yuma Police officer charged with raping a woman in San Diego is coming face to face with his accuser’s mother. Jared Elkins didn’t flinch in court Tuesday as his wife’s cousin accused him of raping her over and over in her Kensington home. The woman says she didn’t yell because the former officer threatened to kill her. After the rape, the victim said in court that she ran into her mother’s room and escaped out a window. Her mother’s 911 call played in court Tuesday. Elkins’ wife was asleep across the hall. Police body cam footage showed the accuser hysterical in the back of the police car. The woman can be heard telling the officer how afraid she was. Elkins argued that the sex was consensual and the rape charges were made out of guilt. Elkins pleaded not guilty. His attorney said he used bad judgement but the sex was consensual and the two were drinking.He’s facing nine felony counts including forcible rape and could serve 14 years in prison if convicted. Elkins resigned from the Yuma Police Department in 2017. 1066

SAN DIEGO (KGTV) - A 14-year-old from Jamul was among seven military teenagers crowned Operation Homefront 2018 Military Child of the Year.Isabelle Richards, who attends High Tech Middle School in Point Loma, received the award this week for her accomplishments in leadership and extracurricular activities while facing the challenges of military family life.Richards was given the Child of the Year award for the U.S. Navy.The San Diego teenager created a local call to action group called Cards and Cupcakes Supporting Our Wounded Warriors, which sends greeting cards and cupcakes to a segment of veterans. She also founded and runs the Dove Self-Esteem project at High Tech Middle.The hours Richards has dedicated to the cause pales in comparison to the contributions of wounded veterans, according to the teen, who says "When I am tired or feeling lazy, I remember what they sacrificed, and they never complain."In addition to her accomplishments, Richards has worked with the Freedom Station and USO San Diego and maintained a 4.0 GPA. SAN DIEGO (KGTV) - "It's not fair and it's not right," says Warren Peters of Spring Valley. He says he's been watching his son, Jahmes, spend several months fighting for his federal tax return. "People need this money. People have worked for this money. People have earned this money," says 24 year-old Jahmes.The young man tells Team 10 that he filed online in February and received his state refund, but not his federal refund. It's now been more than 7 months. A return summary shows he's owed almost ,200 from the IRS.Jahmes says he's between jobs and burning through his savings. His father tries to help but says he's retired and on a fixed income, so his means are limited."It doesn't feel too good depending on your dad at 24-years-old," Jahmes tells Team 10. Jahmes says he has repeatedly called, emailed and written to the IRS. He adds he was once asked to appear in-person to verify identity, which he says he completed. However, he says his efforts didn't yield clear answers from the IRS.On the IRS website, he showed us what he says is his filing status. "Your tax return is still being processed," is what it reads. "If the circumstances were different, [the IRS] would be knocking on [our] door looking for their money," says Warren Peters. "The IRS is just understaffed and overworked," says tax attorney Ronson Shamoun, CEO of Downtown San Diego's RJS Law Firm. He says long delays are not uncommon. "Yet, after it's been so long, there should be some indication as to what's going on or some sort of game plan as to what you can do."Shamoun says the best route to take is contacting the Taxpayer Advocate Service, which was created by Congress to facilitate aid for taxpayers dealing with related issues. The IRS website reports that most refunds are issued in less than 21 calendar days, but explains there are a number of reasons for delays, including possible errors, incomplete returns, and concerns about identity theft or fraud.  The IRS says it cannot respond to media inquiries about specific cases."He does have a right to be upset. He definitely does," says Shamoun. The Taxpayer Advocate Service can be reached https://taxpayeradvocate.irs.gov/   2371

  

SAN DIEGO (KGTV) -- Supervisor Nathan Fletcher and Assemblywoman Lorena Gonzalez will be under a 14-day quarantine after having close contact with someone who tested positive for coronavirus, Fletcher said Thursday.The pair said they have tested negative for the virus and that they’ve had no symptoms, but that they will follow public health guidance to quarantine for 14 days."We were notified today that we have had close contact with an individual who has tested positive for COVID-19. While we have both tested negative and have no symptoms, we will be following the public health guidance of a 14 day quarantine for those who have been in contact with a positive case," Fletcher said.
