OPEC is losing one of its members.The small, gas-rich state of Qatar said Monday that it will leave the oil cartel on January 1 after nearly 60 years of membership. The country's state oil company, Qatar Petroleum, made the announcement in a series of tweets."The withdrawal decision reflects Qatar's desire to focus its efforts on plans to develop and increase its natural gas production," Saad Sherida Al-Kaabi, the country's minister of state for energy affairs, was cited as saying in one of the tweets.Qatar is the world's leading exporter of liquefied natural gas, accounting for about 30% of global demand.For a year and a half, Qatar has been under an economic embargo by some of its neighbors including OPEC's de facto leader, Saudi Arabia. In response, Qatar increased its gas production, the mainstay of its economy, last year.It will be the first Middle Eastern country to pull out of OPEC, which only deals with crude oil production. Qatar's contribution has been marginal compared to some of the cartel's biggest producers like Saudi Arabia and Iraq. It pumps about 600,000 barrels a day of the almost 25 million barrels a day from all OPEC members."Qatar is a fairly small producer ... it was not making very much so it's not that significant in itself," said Robin Mills, CEO of Qamar Energy, a consultancy firm based in Dubai. "But it's a disappointment for OPEC because they've been trying to attract members."OPEC has been expanding in Africa, with Congo and Equatorial Guinea joining recently. "If you add those up, [the production] is equal to Qatar's so it's kind of lost the equivalent [output] of those new members," Mills added.OPEC members collectively supply about 44% of the world's crude oil. The cartel aims to monitor the market and decide to raise or lower oil production in order to maintain stable prices and supply.Qatar has been a member of OPEC since 1961. It said the organization was aware of its decision to withdraw. 1985

(KGTV) - A man died Thursday in an Oceanside home after a fistfight with a relative, police said.Officers were called to the home in the 600 block of Arthur Ave. at 7:17 a.m. because of an argument between two men in the front yard. When police arrived, they found Nestor Jurado, 37, not breathing. Jurado was pronounced dead at the scene."It appears he died as a result of the injuries he sustained during the fight," Lt. Kedrick Sadler said. Police arrested 35-year-old Joel Cardona and booked him into the Vista Detention Facility on a murder charge.Sadler said the reason for the fight is unknown and no weapons were found at the scene. Jurado's sister told 10News Cardona is their mother's cousin. 763

  

ONTARIO, Calif. (KGTV) -- Police arrested a 16-year-old boy after he reportedly killed a duck with a golf club in Ontario Wednesday, according to ABC 7 in Chicago.The teen shared video that appeared to show him striking the duck. The duck’s remains were later found at the Whispering Lakes Golf Course.The 16-year-old was issued a citation for felony animal abuse after being arrested at his home.Members of the Colony High School golfing team were practicing when one of them said they accidentally hit a duck while teeing off.The boy claims he killed the duck to put it out of its misery, however, police say there may be more to the story due to the video being posted on social media. Police have said the investigation is ongoing. 748

  

OCEANSIDE, Calif. (KGTV) -- Five Oceanside lifeguards will receive the Medal of Valor for saving a man buried in rocks on the Del Mar Jetty last October.On October 7, 2017, the lifeguards received a call about someone stranded after his vessel capsized due to a wave.When lifeguards arrived, they found the watercraft upside down on the rocks but were unable to locate the man.After more lifeguards were called to the scene, they found the operator of the vessel buried in the rocks.Lifeguards worked quickly to free the man due to the impact of the relentless surf. More rescue units from the Oceanside Fire Department and Oceanside Police Department were called to the scene and eventually freed the man.The victim was taken to the hospital where he was treated for his injuries and released. 812
