The Chinese have a different culture. We would appreciate the situation where human rights are dealt with within their own cultural contexts," Elisabeth Perioli Bjornstol, a Norwegian participant on a panel discussion at the forum, said Wednesday.The panel discussion was a part of the two-day Beijing Forum on Human Rights that started Tuesday. The forum attracted about 80 officials, scholars and experts from more than 25 countries, regions and international organizations.China's human rights situation was one of the focal points at the forum."It is highly important to reflect and discuss the key issues of human rights worldwide. BEIJING, Nov. 3 (Xinhua) -- The Consumer Price Index (CPI), the main gauge of inflation in China, is likely to rise 4.1 percent in October after accelerating to a 23-month high of 3.6 percent in September, the Bank of Communications forecast on Wednesday.The bank, China's fifth largest lender, said in a report that the index would see moderate dips in the coming two months amid decreasing demand due to the slowing economy.But oversupply of liquidity at home, surging food prices, rising labor costs, and pressures caused by imported inflation would mean very limited room for the index to drop, the report said.The report predicts China's CPI would rise 3.1 percent for the entire year of 2010, topping the government's target to keep the inflation rate under 3 percent.It also forecast food prices would rise further during the first half of 2011.Food prices, which account for one-third of weighting in calculating the CPI in China, climbed 8 percent in September, pushing the CPI to the highest level in nearly two years. Food prices had risen 7.5 percent in August, 6.8 percent in July, and 5.7 percent in June.

GUANGZHOU, Sept. 8 (Xinhua)-- The tenth tropical storm this year might strike southeast China Thursday night or Friday, bringing waves as high as six meters, said local flood control officials Wednesday.The storm could make landfall in the coastal areas between eastern Guangdong and southern Fujian Provinces, said Guangdong Provincial Flood Control and Drought Relief Headquarters in a statement.The storm was tracked at 21 degrees north latitude and 119.4 degrees east longitude in the South China Sea at 6 p.m. For the next 12 hours, it is expected to move westward at a speed of 10 to 15 km per hour, said the statement.Further, the storm was packing wind gusts of 72 kilometers per hour near its center at 6 p.m. Torrential rains of 30 to 80 mm are expected in central and eastern Guangdong if landfall is made.Headquarters officials have asked fishing boats to stay clear of the waters east of the Pearl River estuary. Checks on reservoirs should also be beefed up, they said.
