SAN DIEGO (KGTV) — Carlsbad leaders this week approved nearly 0,000 to construct a new trail planned to loop around the city's strawberry fields.Carlsbad City Council voted to add the Hub Park trail to the city's Capital Improvement Program, a 2.4-mile trail on the south shore of the Agua Hedionda Lagoon in an area dubbed "Hub Park."Hub Park sits on land owned by SDG&E. The city has a lease agreement with SDG&E for a portion of the trail, but not the portion that would connect to nearby roads.RELATED: San Diego County park rangers recommend these trails in 2019The city voted to take 4,500 from the General Capital Construction Fund to fund building the eight-foot wide trail.The trail would lead from a new Interstate 5 bridge to a bluff within the leased property that overlooks the lagoon, the city says. Under the trails plan, about 67 miles of Carlsbad's current trails would be expanded to more than 100 miles.Carlsbad will next seek out an agreement with SDG&E for public access from Cannon Rd. to the Hub Park property. A design team will have to conduct an environmental review of the proposed trail as well. It could be another three years before the project sees any construction begin. 1655

SAN DIEGO (KGTV) -- Councilman David Alvarez says he's tired of driving by vacant storefronts in urban communities like East Village and Barrio Logan. He believes city rules requiring some high-rises to put retail space on ground floors are too rigid. Alvarez has put forth a proposal that would allow for more flexibility and creativity, giving buildings the option to put housing and live-work spaces on ground floors. "We need to think outside the box when it comes to housing. We have placed so many rules on the books it makes it hard to do things differently," said Alvarez. If passed by the council, Alvarez says the permits to convert spaces would be temporary. After a period of time, potentially 10 years, the owner would reevaluate whether a retail store could then succeed. If not, they could apply for another permit. East Village alone has seen multiple businesses shut its doors in recent months, including Smashburger, Bottega Americano, SOL CAL Cafe, The Market Hall and Tilted Kilt Pub and Eatery.  1054

"That's particularly helpful for younger investors because they typically tend to have smaller accounts."A recent report says that 66% of millennials say they're afraid of the stock market. Fox thinks it's because that generation watched their parents go through multiple downturns and were turned off by its volatility.But, Fox says fractional stocks, and other new ideas from large companies are enticing more people to invest. He says many firms are starting to offer perks like zero-commission trades, fractional stocks, and on-line based accounts to help people save money and invest more."It may only be 1%, but for a lot of people over a long period of time, as you account grows more and more, that 1% can mean a difference of tens or hundreds of thousands of dollars that you would have available to pull out later in life."Fox says it also helps people keep a more diverse portfolio. He says this is the start of a shift to more direct indexing, where investors will be able to use fractional stocks to create their own groups of investments, rather than buying pre-set mutual funds or indexes."You're gonna see more technology come out that makes it easy to do direct indexing and consumers are going to see more and more options here," says Fox. 1585

  

SAN DIEGO (KGTV) - Country music lovers in Mission Valley are fighting to keep InCahoots from closing at the end of the year. One woman started a petition on change.org in hopes of saving the beloved bar. Former congressional candidate Morgan Murtaugh started the petition on Sunday. She said she has been going to InCahoots for years and was devastated to find out the bar was sold. The owner tells 10News the land was sold and their lease was not extended. The bar’s last day is scheduled for New Year's Eve.RELATED: Beloved country bar InCahoots to close December 31Murtaugh hopes the new landowner will reconsider and let the bar continue leasing the building. If not, she says she plans on fighting any future plans for the use of the building or the land.InCahoots has been in Mission Valley for 26 years. SAN DIEGO (KGTV) — Brightwood College stunned its students and workers with its abrupt shutdown Wednesday morning. But the for-profit college, with three locations in San Diego County, may have violated California law by not giving workers proper notice.The state’s WARN Act requires employers with at least 75 workers - which multiple employees say Brightwood had - at least 60 days notice (and pay) before a mass layoff.But Brightwood did not notify the workers or the state before announcing the shutdown. Brightwood’s parent company, Education Corporation of America, did not immediately return an email seeking comment. Employment attorney Dan Eaton said there are exemptions to the warn act, but under very specific financial conditions the state Department of Industrial Relations must approve.“On the face of it they would have to provide more documentation to show they are excused from the requirements,” said Eaton, of Seltzer Caplan McMahon Vitek. “If they are unable to do that, then there will presumably be consequences from not giving the 60 days notice."Those consequences include employee backpay, medical reimbursement, and a civil penalty of 0 a day. Brightwood said in a statement that that added requirements from the Department of Education, and a loss of accreditation from the Accrediting Council for Independent Colleges and Schools made it impossible to continue operations. 1687
