BEIJING, May 3 (Xinhua) -- Senior Chinese leader Zhou Yongkang has called it a "major political task" to ensure security at schools and kindergartens, after a string of violent attacks against students."We must take fast action to strengthen security for schools and kindergartens to create a harmonious environment for children to study and grow up," said Zhou, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, Monday at a conference on maintaining stability.China has recently witnessed a surge in attacks at schools, the worst of which occurred in Nanping City, Fujian Province, when a man killed eight elementary school children in March.Zhou Yongkang (C), member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, addresses a conference on maintaining stability in Beijing, capital city of China, May 3, 2010.In the latest case, five kindergarten class children and a teacher were injured on Friday when a man attacked them with an iron hammer before killing himself at a school in Shandong Province.Zhou urged Party and government officials to keep in close contact with local communities, work units and families, and to know well public opinions and solve people's complaints.Zhou called for special care for "people in difficult situations" and urged local governments to prevent any extreme issues caused by exacerbated contradictions. On Saturday, the Ministry of Public Security issued an emergency circular ordering all necessary measures to be taken against school attackers in accordance with the law to stop a crime in progress. The ministry instructed police to work with education authorities to comprehensively screen all campuses and their surrounding areas for security risks.

BEIJING, May 12 (Xinhua) -- China's Communist Party officials must eradicate "empty words" and political jargon from their speeches and documents, Vice President Xi Jinping said Wednesday.Xi told more than 900 officials and new student cadres at the Party School of Communist Party of China (CPC) Central Committee that they must show "substance" in word and deed.Party officials should diligently study the Party's basic theories, constantly acquire new knowledge, and learn from "ancient Chinese" literature to make their communications simple and concise, Xi said at the opening of the school's spring semester in Beijing.Xi cited no examples of empty words and jargon, but writing and speech styles of Party officials, especially leaders, had gradually improved in the past 30 years, said Xi, president of the Party School.Xi said "unhealthy" writing or speech styles would seriously undermine the efficiency of Party and government operations and waste time resolving practical problems. He asked Party leaders to deliver short, concise and straightforward speeches with new approaches and creativity in solving problems. He urged Party leaders to learn "colloquial wisdom" from the public and make their speeches and articles more easily understood by common people.

BEIJING, May 24 (Xinhua) -- China on Monday repeated its request for the United States to respect its core interests and major concerns, and to pay particular attention to handling sensitive issues such as those regarding Taiwan and Tibet. This was one of the seven proposals China made at the on-going second round of China-U.S. Strategic and Economic Dialogues (S&ED), said Ma Zhaoxu, spokesman of the Chinese delegation attending the strategic track of S&ED.He told a press briefing that China proposed to fully put into practice the important consensus reached by the two heads of state and take substantial steps to steadily build a partnership to address common challenges. The second round of S&ED opened in Beijing on Monday morning, and was attended by 50 representatives from more than 40 departments of both countries."China believes both sides should abide by the three joint communiques between the two countries and the joint statement issued during U.S. President Obama's visit to China last November," Ma said. The Chinese side hopes to explore cooperation with the United States in new areas such as highway infrastructure construction, civil aviation and space exploration, and continue to cement cooperation in areas of trade, energy and anti-terrorism, according to Ma.On the global stage, China calls for enhanced coordination with the United States on macro-financial and economic policies and major global and regional issues, and closer bilateral exchanges among parliaments, academic institutions and youth, he said. The Chinese side also proposes to create favorable press environment for the growth of bilateral ties, according to Ma.President Hu's special representatives, Vice Premier Wang Qishan and State Councilor Dai Bingguo, co-chaired the economic and strategic tracks of the SE&D with U.S. President Barack Obama's special representatives, Treasury Secretary Timothy Geithner and Secretary of State Hillary Clinton, respectively. The strategic track dialogue touched on five topics including bilateral relations, cooperation in the areas of public health, customs, energy, environment and climate change, as well as military ties, said the spokesman. The two countries agreed in the dialogue that they enjoy increasing common interests, face increasing common challenges and shoulder more and more common responsibilities in the transformation of international situation, Ma said. The two-day S&ED will conclude on Tuesday afternoon.

BEIJING, May 23 (Xinhua) -- Chinese Premier Wen Jiabao has called on authorities to ensure earthquake survivors in Qinghai Province receive adequate food and financial assistance to maintain their livelihoods. Rebuilding projects should be finished within three years, with a priority on residential buildings and public facilities such as schools and hospitals, Wen said.Wen made the call in a speech, which was published Sunday by the State Council General Office, at a meeting to discuss relief work on May 1 during his second visit to the quake zone in Yushu prefecture.Wen said supplies of food, cooking oil, vegetables, fuel and relief allowances should be provided to ensure living standards, and schools should resume as soon as possible in tents or temporary buildings.Debris should be cleared quickly, and the disposal of garbage, human waste and livestock carcases must be properly carried out, Wen said.Adequate disinfectant chemicals and equipment should be prepared, and authorities should be alert for outbreaks of disease, Wen said.Damaged roads and bridges should be repaired and airport operations should be guaranteed to maintain efficient transport. Water and power supplies should also be restored rapidly, Wen said.Agricultural production should be restored, and the government must help farmers buy seed and fertilizers. Markets should be rebuilt and goods supplies and prices stabilized, Wen said.Psychological assistance should be provided to people suffering from trauma problems.Reconstruction planning should be scientifically evaluated on the basis of the surveys of the area's geological, hydrological and ecological conditions, and reconstruction sites should avoid earthquake fault lines, Wen said.He urged authorities to take into consideration the environment, economic and social development, poverty alleviation and livelihood promotion in the reconstruction. The work should also be carried out with concern for the prefecture's distinctive ethnic characteristics and geological conditions.Wen stressed in particular the protection of Tibetan culture during reconstruction work, and he promised the government would support the repair of damaged temples and protect key cultural relics.Because Yushu's ecosystem is fragile and sensitive to human activities, rebuilding work must be environmentally friendly, with a high recycling rate of building materials, he said. The reconstruction fund would be provided by the central government and supported by public donations. Favorable taxation, employment, finance and land use policies would also be enacted, Wen said. The premier praised ethnic and religious groups who had played important role in relief work. He said efforts should be intensified to maintain ethnic unity and avoid disputes. He also urged local authorities to care for the relief workers, and guarantee their basic working and living conditions.Wen first visited Yushu on April 15, the day after the 7.1-magnitude earthquake, which killed at least 2,200 people and left more than 100,000 homeless.

BEIJING, April 28 (Xinhua) -- Chinese Premier Wen Jiabao Wednesday called for greater efforts to fulfill the energy-saving and emission reduction goals set out in the nation's 11th Five Year Plan.According to the plan laid out in 2006, China will cut its per unit GDP energy consumption by 20 percent compared with 2005 levels by the end of 2010.Relevant departments must work harder to help enterprises close down old and polluting production facilities, he said at a State Council meeting. The departments must also suspend approval of new projects by enterprises failing to eliminate backward production capacity, he added. He also stressed efforts to curb the expansion of high energy-consuming industry, and emphasized strict control of exports of goods produced in an energy-inefficient way.Wen said energy-saving and emission reduction are priorities for the construction and transportation industries.Public institutions nationwide are expected to lower their energy consumption by 5 percent year on year in 2010, he added.More energy-conservation and emission-reduction publicity campaigns should be organized to promote the development of "green" consumption, he said.
