Children should ride in rear-facing car seats until they reach the height or weight limit for the seat, according to updated recommendations from the American Academy of Pediatrics.This changes the academy's previous guidance, which said children should ride in rear-facing seats until at least age 2. The new recommendation eliminates the age-specific milestone to turn a child's car seat around.Car seat manufacturers are making seats that allow children to remain rear-facing until they reach 40 pounds, Dr. Benjamin Hoffman, lead author of the academy's updated guidelines, said in a statement."It's best to keep your child rear-facing as long as possible," Hoffman, chairman of the academy's Council on Injury, Violence and Poison, said in the statement. "This is still the safest way for children to ride."By using the proper car seat, the risk of death or serious injury is lowered by more than 70%, according to the academy. All children younger than 13 years should be in a vehicle's back seat, it said.Parents can find height and weight limits for a car seat in the instruction manual.Once children reach the height or weight limit and shift to a forward-facing seat, they should use safety seats with harnesses for as long as possible, often up to 65 pounds, the pediatricians' group said. Once children exceed height or weight limits for those seats, they should use a belt-positioning booster seat until the lap and shoulder belts fit properly, often when the child has reached 4 feet 9 inches in height.The-CNN-Wire 1537

Christiane Amanpour will officially replace Charlie Rose on PBS stations across the country.The move was made official at the public broadcaster's annual meeting on Tuesday. It has been in the works for five months, ever since PBS stations began replaying Amanpour's CNN International program.Those half-hour Amanpour rebroadcasts were an interim replacement for Rose's 11 p.m. talk show, which was cancelled last November after women came forward to accuse him of sexual harassment and misconduct.Now Amanpour is expanding to an hour, like Rose's show used to be. The show will have a new name, "Amanpour & Company," and a stable of regular contributors. The changes will take effect in July."I'm delighted to expand my role at PBS from interim to permanent along with this remarkable diversity of voices and views," Amanpour said. "Never has the time for exploring our world and America's place in it been so urgent."Her statement also alluded to Rose's exit and the reason for it: "I am also thrilled to be a female filling this role at this time!"The expansion was first reported by The Hollywood Reporter.Amanpour is CNN's chief international correspondent. Her weekday program "Amanpour" has been on CNN International since 2012. The expanded edition will continue to be shown on CNNI, which is primarily available outside the United States. The PBS deal will give her a bigger U.S. audience.The expanded program is being described as a "collaboration" between CNN and the powerhouse New York City public broadcaster WNET. The financial terms were not disclosed.Amanpour will continue to host mainly from CNN in London while four new contributors will join from a WNET studio in New York. Those are all the ways the Sweetwater Union High School District is being put on blast by a new analysis by the Fiscal Crisis and Management Assistance Team. In a review of the district’s budget woes, the team's CEO Michael Fine presented Sweetwater’s school board with details on how the district ended up in its dire financial situation.Fine said the district has mismanaged its money for many years, even suggesting that specific accounting errors were “intentional” and part of a “cover up.”The report also found that the district didn’t comply with public disclosure requirements. So what does the future look like? According to the analysis, the district is projected to keep spending at a deficit at least through 2021. RELATED: Sweetwater Union High School District faces potential fraud investigationAccording to the report, a financial projection shows an expected .4 million deficit in the 2019-2020 school year and a .6 million deficit in 2020-2021. The board has yet to approve a plan to fix deficit spending. What’s more, the report found that the county doesn’t have access to the district’s financial system, blocking access to oversight.The report also found that the district doesn't have controls in place that limit access to its financial system. In fact, Fine found that a single employee has "complete access to cash between funds and is given complete access to the county treasury district accounts." It's unclear whether or not that employee has the ability to move money outside the treasury accounts. After action is taken against the employee, such as the employee being terminated, the district doesn't verify that that employee's access to financial systems is suspended. TIMELINE: Sweetwater Union High School District's budget woesFinally, the report found that the district doesn't account for all positions and costs. Fine suggested the Sweetwater District can do the following to begin the process of climbing out of debt:1. Cooperate with the County Office of Education: Fine said the county office are “partners” and recommended the district work closely -- and be transparent -- with the assigned fiscal advisor.2. Invest in business office staff: Fine believes the district’s new chief financial officer, Dr. Jenny Salkeld, can be the best resource as they work through the problems.3. Develop and implement a recovery plan: Fine said, “You cannot kick this can down the road,” when it comes to putting together an adequate plan.4. Audit cash borrowing and cash position: Fine suggested Sweetwater thoroughly evaluate its cash management, including the sources from which money is borrowed. 2758

  

CHULA VISTA (CNS) - A gunman wearing a clown mask robbed a mini-market Saturday, police said.The robbery happened at 1:05 a.m. at an AM/PM convenience store in the 3100 block of Main Street. The suspect entered the store wearing a clown mask, pulled out a gun and demanded cash, beer and cigarettes.The gunman fled the store in an unknown direction.Medics were called to the scene after the clerk complained he was suffering from anxiety because of the robbery, police said. 482

  

China said Friday it will temporarily reduce tariffs on imports of American-made cars as it tries to negotiate a trade deal with the United States.Citing the meeting earlier this month between US President Donald Trump and Chinese leader Xi Jinping, the Chinese Finance Ministry said in a statement that it will remove the additional 25% tariffs on car imports from the United States for three months starting January 1. That will bring China's tariffs on American-made cars to 15%, in line with those for cars made in other countries.China also said it would suspend its 5% tariff on 67 other auto parts.China imposed the additional tariffs on US cars in July and on some auto parts in September as part of its retaliation in the trade war between the two countries.At their meeting in Argentina, Trump and Xi agreed to a temporary truce while they try to negotiate a broad trade deal over the next 90 days.In its statement Friday, the Finance Ministry described the decision to remove the tariffs as a "concrete action" aimed at helping to bring about a "mutually beneficial new Sino-US trade order."Xi pledged in April that China would cut tariffs on imported cars this year. His government delivered on that promise in July, reducing import taxes from 25% to 15%.But just days later, China imposed new additional tariffs of 25% on American-made passenger vehicles as the trade war with the United States escalated.The tariffs hurt profits of major automakers that ship cars to China from the United States. Germany's BMW and Daimler, the owner of Mercedes-Benz, have been hit particularly hard. Shares of BMW (BMWYY) and Daimler (DDAIF) both trimmed early Friday losses on the news.The stocks had spiked last week after Trump tweeted that China was going to cut auto tariffs.General Motors (GM) and some other automakers already have a large presence in China through partnerships with local manufacturers. It has become the largest and most important market for the American auto industry. Because their plants are in the country, they weren't subject to big import taxes.Yet China's tariffs have hurt exports from US auto plants. The value of US passenger car exports to China has fallen by .4 billion, or 30%, over the course of the first nine months of the year.Part of that could be because of slowing Chinese auto sales.
