CHULA VISTA, Calif. -- Owners of vacant or blighted property in Chula Vista will now be able to get a tax break in exchange for growing fruits and vegetables.The plan was approved Tuesday by the county Board of Supervisors. The city is covered by an Urban Agriculture Incentive Zone which allows owners of more than 170 qualifying properties to submit plans to turn the land into community gardens or other agricultural uses.The program, created by a 2014 law, would lower property taxes based on per-acre value of the irrigated farmland.City officials say the aim of the plan is to increase green spaces, build community and educate the public about fresh food production."It's a great way to utilize parcels that maybe haven't been developed to their full potential," Supervisor Greg Cox said. "I think that's something we ought to see, frankly, in the other 16 cities in San Diego County and the unincorporated area."San Diego became the county’s first city to adopt the program in 2018 with 2,000 properties eligible for the program.Property owners must now apply with the city. The city says properties must be at least 0.1 acres, but no more than three acres and the entire property must be dedicated to agricultural use.If approved, the property owner and city would enter into a five-year agreement. 1315

CHULA VISTA, Calif. (KGTV) -- Chula Vista firefighters quickly put out a fire that started Sunday night near the Teresina Apartments on Santa Cora Avenue. Fire department officials say the call came in at about 9:20 p.m. when a person who lives at the apartments heard noises coming from outside their window. The person who reported the fire told firefighters they saw two kids setting the fire and recording themselves on their cell phones. The witness yelled at them and the kids ran away. The fire burned several trees and got dangerously close to the apartments, forcing the evacuation of one of the buildings. Witnesses tried to use a fire extinguisher to put out the flames while fire crews arrived. A 16-year-old was transported to the hospital for inhaling some of that substance. Chula Vista Fire officials say the incident is possibly related to another fire that broke out on Santa Cora near the same apartments on October 25th. Police are still looking for the two kids responsible, no description was immediately available.  1096

CHULA VISTA, Calif. (KGTV) — A growing turf war over a fee at the San Diego International Airport is threatening to delay the massive project to revitalize Chula Vista's bayfront about 15 miles south.The Port of San Diego is already clearing land to make way for a new resort and convention center. RIDA Development has already been selected to build both. The issue now is how to pay for the 1,600 space parking garage next door. The Port imposed a .50 cent fee on rental cars at the airport to help finance the million garage, which a spokeswoman says is authorized in The Port Act. RELATED: Chula Vista bayfront project: Soil transportation underway"This fee is a tried-and-true method for financing a parking facility that has worked great in San Diego already. It is a previously Board-adopted and legislatively-created funding that is explicitly authorized in Port Act Section 57.5," said Port Spokeswoman Tanya Castaneda.But the Airport Authority says it has the power to impose the fees at its facility. The Authority joined a lawsuit by Hertz and Enterprise challenging the fees - leading to concerns of delays."It would have been nice before this fee was levied for someone to reach out to us," said April Boling, the Airport Authority's chair. CHOLLAS VIEW (KGTV) - A short pursuit ended in a crash near Gompers Preparatory School Saturday night.The pursuit started around 6:45 p.m. at 4700 Castana Street in Chollas View, police said. The suspect was wanted for speeding when they took off. The pursuit ended a few minutes later when the suspect crashed less than a mile away into a railing at Gompers Preparatory School. The suspect was arrested. No one was injured. Gompers Preparatory School is a public charter school that operates in cooperation with the University of California, San Diego.   588

  

Chinese spacecraft Tiangong-1 is tumbling out of orbit above Earth, and is expected to re-enter Earth's atmosphere uncontrolled this weekend, the European Space Agency said. The spacecraft will re-enter Earth's atmosphere between Saturday morning and Monday morning. Tiangong-1 was at orbit roughly 200 miles above Earth after it launched in 2011. Slight atmospheric drag causes spacecrafts to decay in their altitude. As a result, spacecrafts have to conduct regular ‘reboost maneuvers’ to maintain their orbit, the European Space Agency said. Since December 2015, controllers on the ground have been unable to perform such maneuvers to keep it in orbit. Originally the plan was to control its re-entry to direct the craft into an unpopulated section of Earth. With no one able to control the spacecraft, it will tumble to the Earth somewhere between 43 degrees north and 43 south latitude. While that means much of the United States could be impacted by the falling spacecraft the size of a school bus, the European Space Agency projects that much, but not all, of the craft will break apart in the Earth's atmosphere. “Owing to the geometry of the station’s orbit, we can already exclude the possibility that any fragments will fall over any spot further north than 43oN or further south than 43oS,” says Holger Krag, Head of ESA’s Space Debris Office.The European Space Agency will be providing updates as it better projects when and where the spacecraft tumbles out of space and back to Earth.  1547
