BEIJING, Nov. 24 (Xinhua) -- Chinese Vice Premier Li Keqiang on Tuesday called for more efforts to optimize land use in order to save resources and further economic restructuring.     Li made the remarks during an inspection to the Ministry of Land and Resources (MLR). As the most populous country in the world, China has been faced with shortages of land, water, energy and minerals, and the shortages were worsened by rapid economic growth, he said. TAIPEI, Dec. 5 (Xinhua) -- The Kuomintang (KMT) Party won 12 county and city chief seats in Taiwan's local elections Saturday, while the opposition Democratic Progressive Party (DPP) landed four seats, voting results showed.     The KMT won 289 county and city lawmaker seats whereas the DPP won 128. Candidates with no party affiliations and those who did not run in the election through political parties won 170 seats.     The KMT also won a majority of 121 seats in the election of township chiefs, as opposed to the DPP's 34 seats.     The voting, also known as "three-in-one elections," lasted from8 a.m. to 5 p.m. Saturday.

BEIJING, Nov. 17 (Xinhua) -- China and the United States highly value the fruitful scientific and technological results achieved in the past three decades, and agreed to start dialogue on aviation and railway cooperation, said a joint statement issued after talks between Chinese President Hu Jintao and visiting U.S. President Barack Obama here on Tuesday.     "The two sides applauded the rich achievements in scientific and technological cooperation and exchanges between the two countries over the past 30 years since the signing of the China-U.S. Agreement on Cooperation in Science and Technology," said the statement.     Both sides agreed to further upgrade the level of exchanges and cooperation in scientific and technological innovation through the China-U.S. Joint Commission on Science and Technology Cooperation.     The two countries "look forward to expanding discussions on space science cooperation and starting a dialogue on human space flight and space exploration, based on the principles of transparency, reciprocity and mutual benefit," said the statement.     The two sides will exchange visits of the NASA Administrator and the appropriate Chinese counterpart in 2010, it said.     The two sides also agreed to strengthen cooperation on civil aviation, and to expand the Memorandum of Agreement for Technical Cooperation in the field of Civil Aviation between the Civil Aviation Administration of China (CAAC) and the Federal Aviation Administration of the United States.     Besides the aviation field, Chinese and U.S. officials also hope the Chinese and U.S. public and private bodies to jointly build high speed railways, said the statement.

BEIJING, Nov. 17 (Xinhua) -- China and the United States will more vigorously promote cultural exchanges between the two nations and their people, and send more students to each other's country to study, a joint statement said here on Tuesday.     "The two sides noted the importance of people-to-people and cultural exchanges in fostering closer China-U.S. bilateral relations and therefore agreed in principle to establish a new bilateral mechanism to facilitate these exchanges," the statement said.     In recent years, the number of students studying in each other's country keeps rising. Currently there are nearly 100,000 Chinese students studying in the United States.     "The U.S. will receive more Chinese students and facilitate visa issuance for them," the statement said.     In China, there are about 20,000 American students studying. The United States will launch a new initiative to encourage more American students to study in China. "Over the coming four years, the U.S. will send 100,000 students to China, and the Chinese side welcomed this decision," it said.     China and the U.S. agreed to expedite negotiations to renew in 2010 a cultural exchange accord, and jointly hold the Second China-U.S. Cultural Forum in the United States at an appropriate time, the statement added.
